MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON THURSDAY, FEBRUARY 6,
1969 AT 8:00 P. M.

The meeting was called pursuant to notice dated February 4,
1969 for consideration of ambulance service and any other
matters that might come to Commission' s attention.
Mayor Howell called the meeting to order.
The Invocation was given by Commissioner Rosborough.
Mr. Howell presented an agreement between the City of Jacksonville
and the City of Atlantic Beach relative to ambulance service in
which the City of Jacksonville agrees to station a properly
equipped emergency rescue vehicle at the Atlantic Beach Fire
Station and to furnish one fully qualified attendant to operate
on a 24-hour day, 7-day week basis. The City of Atlantic Beach
agrees to furnish a qualified person as second attendant until
such time as the City of Jacksonville provides a second atten-
dant. A copy of the agreement is attached hereto and made a
part hereof. Jacksonville Beach and Neptune Beach have already
approved the agreement. Mr. Weldon asked as to qualifications
of individual who will be second attendant, and if it is going
to cost us anything? It was advised that our attendant will
be the driver of the vehicle and the City of Jacksonville atten-
dant will be in charge. Chief Stucki advised we have men on
duty all the time and he has worked out a schedule of who will
be the driver on each shift. The City of Jacksonville will
provide funds for the vehicle, its operation, and the attendant
they furnish. Our attendant will be on duty anyway so there
will be no additional expense for him. There was discussion in
which it was brought out that we believe our insurance will
cover. We will be responsible for collecting transportation charges
from Atlantic Beach citizens only. Following discussion, Mr.
Weldon moved the Mayor be authorized to execute agreement on be-
half of the City of Atlantic Beach, seconded by Mr. Longo and
carried.
Mr. Howell advised the Duval Delegation will be at Jacksonville
Beach City Hall on February 26th to hear any anticipated legisla-
tion. He called attention to wording of Section 2 .03 of the
Consolidated Charter wherein by 2/3 vote of Council an Ordinance

can be passed to combine one or more urban districts to be
approved by majority vote of those urban districts affected.
He understands from some of legislators that they meant it to
be a majority vote of each of the urban districts involved.
Mayor Howell would like to have prepared an Act clarifying this
section. There was discussion following which Mr. Longo moved
the City Attorney be directed to prepare a Legislative Act
clarifying so that each urban district should have majority vote
for passage, seconded by Mr. Rosborough and carried.
Mr. Howell recognized Mr. Harry Burns, Architect, and Mr.
Reuben Bennett, Builder and Contractor, who were present. He
advised they are interested in building some low cost housing
in Atlantic Beach. Mr. Burns spoke in much detail as to a
Housing Authority for Atlantic Beach. They could contract with
a builder for low cost housing and secure guarantee from the
U. S. Government of 100% rental amount for 5 years, and agree-
ment could be renewed at end of 5 years. The builder would
finance his project. Mr. Bennett would like to build about
50 low cost units West of Mayport Road, but he cannot get this 5
year guarantee of rent unless there is a Housing Authority to
investigate and recommend. There was lengthy discussion in
which it was agreed that we have a need for such a project. Mr.
Rosborough moved the City Attorney be directed to prepare
necessary Resolution to be presented at next meeting, seconded
by Mr. Longo, who asked if it is true that Housing Authority
performs no service unless needed by City, and it was advised
"yes" . The Mayor put the question and the motion carried.
There being no further business, the Mayor declared the meeting
adjourned.
