MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON JULY 14, 1969 AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Commissioner Rosborough.
The minutes of the meeting of June 23 , 1969 were approved as
written upon motion of Mr. Holloway, seconded by Mr. Rosborough
and carried.
Mayor Howell recognized visitors present and called for any
business from the floor not on the Agenda. A number of residents
living on Ocean Boulevard between 6th and 7th Streets were pre-
sent to inquire as to parking on the City ' s "tree belt" in front
of their property. Mr. and Mrs. Fred E. Good, Jr. , who are
tenants at 645 Ocean Boulevard, protested vigorously the placing
of a "No Parking" sign on the east side of Ocean Boulevard in
that block. Mr. Vogel advised parking of trucks and cars so
close to corner made a dangerous and blind situation. The matter
was discussed and it was agreed that the sign would be changed to
"No Parking to Corner" as soon as new signs are received. It was
advised that our Ordinances prohibit overnight parking on City
streets, and all who do it are subject to getting tickets, but
the Ordinance is not being enforced due to lack of parking places
available at some of the older homes that were built before the
zoning requirement. New Ordinances are being considered for
recommendation as to heighth of obstructions at corners, also
parking requirements . Miss Teril R. Watson, owner of property
at 645 Ocean Boulevard, spoke on parking, dirty water in Ocean,
and rocks which some owners have placed to protect the "tree belt"
spaces from parkers. Mr. Walter Gammel advised he preferred that
cars not park in front of his property as he has kept it in good
condition and has provided parking in his yard for his guests.
He advised he would like to see curbs and gutters in the City.
After further discussion Mr. Rosborough moved that Mr. Vogel look
into matter and regulate the parking in the area and provide
appropriate parking signs, seconded by Mr. Holloway. Mr. Harcourt
Bull stated he realizes parking is a problem for many people but
we have an Ordinance requiring off street parking and the Zoning
Ordinance requires parking be provided back of front set back line
of house and this with a driveway would if properly done, relieve
the whole problem. Mr. Holloway does not like the rocks for

protection of property but thinks if City cannot curb and gutter
then should set up specifications for some type of barrier such
as posts with ropes that can be seen, for this purpose. There
was further discussion following which the Mayor put the question
and the motion carried.
Mr. Robert Cook representing the Sea Turtle, asked the Commission
to approve their placing a large temporary sign on their property
at the northeast corner of Ocean Boulevard and Atlantic Boulevard,
which sign would announce the site of the new Motel. It would
be 20 feet high by 30 feet long and would be placed diagonally
across the site but not to block traffic view. They think would
be there about one year before construction starts. After fur-
ther discussion Mayor Howell moved approval as requested to put
up temporary sign for this purpose, seconded by Mr. Rosborough
and carried.
A letter was read from Mode, Inc. expressing appreciation of
assistance given them and "The Place By The Sea" by Mr. Richard
Hilliard. The letter was received for information and filing.
The Committee on computer service will have a complete report
ready by next meeting.
Resolution #69-10 was presented and read in full providing for
the City to make a $1.00 Court cost fee on Municipal Court cases
as designated by State Legislature. Mr. Holloway moved passage
of said Resolution, seconded by Mr. Rosborough and carried. Copy
of Resolution #69-10 is attached hereto and made a part hereof.
The report of the Public Works Department was received for informa-
tion and filing.
Mr. Howell requested suggestions for names by next meeting of two
members needed for appointment to Board of Assessment Review.
Mrs. Grage advised the 1969 County Tax Roll has been received and
requested directions from the Commission as to dates for keeping
open for inspection and advertising. Our Charter provides it to
be open the month of July but we are late receiving it. Mr. Howell
moved that we advertise for the roll to be open for 30 days from
date of advertisement, seconded by Mr. Rosborough. Mr. Harcourt
Bull would like for us to wait until August 1st to advertise.
Following discussion the Mayor put the question and the motion
carried.
Approval was requested for purchase of gate valve and box in
the amount of approximately $105.00 from Account #1501. Mr.
Rosborough moved approval as requested, seconded by Mr. Holloway
and carried.
Police and Fire Department reports for the month of June 1969,
also Municipal Court dockets for June 23rd, 30th and July 7th,
1969 were received for information and filing.

Mr. Vogel ' s mileage bill for June, 1969 in the amount of $42. 30
and Mrs. Grage ' s in amount of $20.00 were presented for approval.
Mr. Holloway moved approval for payment, seconded by Mr. Rosborough
and carried.
Mr. Vogel announced water will be off Tuesday from 10:00 to 11:00
A. M. in the area from 7th Street to Atlantic Boulevard and from
Sherry Drive to Ocean Front.
Mr. Holloway would like to see us do something about the dog
situation both on Beach and in the City.
There being no further business, Mr. Howell declared the meeting
adjourned.

RESOLUTION NO. 69-10
WHEREAS, The Florida Legislature has enacted a bill,
effective July 1, 1969, providing for Municipalities
to exercise the option to assess and collect as Court
costs on violations of Municipal Ordinances the fee
of $1. 00 which said monies are to be earmarked and
designated as a special fund for the professional
education of Municipal police officers.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA,
That the City of Atlantic Beach hereby exercises that
option to assess as Court coats the fee of $1.00 on
each Municipal Court case as designated by the
Legislature the said monies to be earmarked as and
for the further professional education of the Atlantic
Beach Municipal police force.
