Fletcher, Mayor Pro Tem Paul B. Parsons, Commissioner Carolyn Woods, Commissioner Jonathan Daugherty, Commissioner Staff present: Jim Hanson, City Manager David Thompson, Assistant City Manager Mike Classey, Police Chief Donna L. Bartle, City Clerk Nancy E. Bailey, Recording Secretary The meeting, which was held for the purpose of being debriefed by the architects on the proposed new police building, (which will be acted on at the regular 6:00 pm meeting, 3/8/10 as Item SC) was called to order at 5:00 p.m. by Mayor Borno. Mayor Borno welcomed the audience. 1. Ian Reeves, president of Architects Design Group, explained the various options for consideration for the east bank locations proposed for the new police building as well as the original location proposed on the west bank. He explained that Options 2, 3, and 4 require the demolition and re-creation of the Commission Chamber to create enough buildable site footprint area. He further stated Option 2 would also require selective demolition of a portion of the existing Public Safety Building for construction staging and secured access into the remaining portion of the Public Safety Building, which would require fording a temporary location for the Police Department as well as the Commission Chamber. He stated all options require the creek to be reconfigured to give a better buildable site area. Mr. Reeves answered questions from the Commission and City Manager. Mr. Reeves further explained which trees would be necessary to remove for the different options. Assistant City Manager David Thompson explained the various cost comparisons for each option. Discussion ensued regarding demolition of the existing police building versus renovation. City Manager Hanson summarized the options to fund the cost of the new building, and explained further that approximately $2,757,000 will need to be financed. He stated the current interest rate is estimated to be 4.5%.
