Pavers are to be set on an additional layer of BondCote Membrane. PART III- EXECUTION 3.01 GENERAL A. The installer shall coordinate the installation so that each area is made watertight at the end of each day. B. Inspect all surfaces to receive work specified herein. C. 3.02 SUBSTRATE PREPARATION H. B. The substrate must be smooth and free of debris, sharp edges and other surface irregularities that would preclude the installation of the roof system as specified prior to the start of the work. C. All roof deck types and constructions shall conform to applicable Factory Mutual, code and/or insurance requirements. D. TEAR OFF AND RECOVERY: 1. The specifier and/or installer shall determine the condition of the existing roofing,deck and other aspects of the building to ensure that all are structurally sound and do not preclude the intended watertight performance of the new roof system. 2. Installer shall take all precautions necessary to protect newly installed roofing against products of demolition. Any contaminated membrane shall be cut out and replaced with new membrane. 3. All rotten, deteriorated or otherwise unsound decking shall be removed and/or replaced prior to the installation of the new roof system. 4. Existing base flashings may remain as long as they are sound, moisture free and well attached. Otherwise, existing base flashing must be removed, with an adequate separator placed between bitumen contaminated areas and the membrane. If the existing flashing has surface asphalt contamination, an adequate separator must be used. Depending on the requirement for full adhesion of the flashing to the wall,this separator may consist of one of the following: a. A layer of 1/2 inch minimum plywood(See 2.07, B) mechanically attached to the wall with appropriate anchors for adhered flashing, or one layer of 10 mil minimum polyethylene, or other approved sheeting,attached to the wall if flashings are to be loosely attached. 5. All lead jacks,sleeves or other existing flashing materials shall be removed from vent stacks. 6. All roof drains shall be thoroughly cleaned of bitumen contamination and shall be in watertight condition with adequate clamping capability. Replace defective components or whole units as required. 7. a. BONDCOTE WARRANTIES DO NOT COVER DAMAGE CAUSED BY WET INSULATION. b. Existing aggregate surfacing may remain as long as it is broomed to a smooth and level condition. The determination as to the removal of aggregate surfacing shall be dictated by weight considerations and/or Specifier preference. Scratch and remove bitumen/aggregate accumulations or other irregularities to provide a smooth and uniform surface. c. Cut all blisters, drain if and as required,and lay flat. Sealing of blisters with compatible sealer is not required,but is left to Specifier's preference. d. For recovery applications over roofs other than built-up roofs, consult with BondCote Roofing Systems. MA-8 Rev.6/15/03 �r E. VAPOR RETARDERS AND AIR PRESSURE BARRIERS 1. BondCote Roofing Systems does not require the installation of vapor retarders as a qualification for warranty on most projects. However, on some installations involving extreme interior heat and/or relative humidity, extremely cold winter environments, etc., a vapor retarder may be advisable. The Specifier and/or Installer shall be responsible for determining those installations where a vapor retarder is required. Consult with BCRS for recommendations for such projects or other specialty usage structures such as freezer/cold storage facilities. 2. Air pressure barriers are required under the following circumstances: a. Structures with extreme interior positive pressure(0.5 to 1.0 inches of water)or structures with large openings such as warehouses or aircraft hangers. b. In lieu of an air pressure barrier in these circumstances, two layers of insulation with offset joints from top to bottom may be installed. 3. When installing vapor retarders and air pressure barriers,all side laps, end laps,penetrations, walls, etc.shall be sealed in accordance with that manufacturer's instructions. 4. Under normal conditions on recovery installations,the existing built-up roofing may be considered an adequate air pressure barrier. 3.03 WOOD NAILERS AND BLOCKING A. Nailers shall be anchored to resist a minimum force of 175 pounds per lineal foot in any direction. Fas- tener spacing shall be a maximum of 3 feet on center. Fasteners shall be installed within 6 inches of each end. Spacing and fastener embedment shall conform to Factory Mutual Loss Prevention Data Sheet 1-49. B. Finally, as you are aware, during the installation of the new roof, a tenant in the building, Ice-Tech, Inc., sustained water damage. Although you have given Calvin Cole assurances that Resilient would indemnify the tenant for all damages, that has not yet happened. In summary, demand is hereby made that Resilient; I. SCOPE OF WORK FOR A MECHANICALLY FASTENED BONDCOTE PVC ROOF SYSTEM 1. Perform a pre-job rooftop inspection with a representative of the building owner. 2. Properly clean and prepare existing roof surface. 3. Install 1/8" per foot tapered EPS insulation. The EPS insulation will start at 1/2" at gutter edge and end at 6 '/z" on the high side. 4. Install X" Densdeck insulation over tapered EPS insulation fastening both materials simultaneously. The board will be attached with approved fasteners using six (6) fasteners per board. 5. (see attachment) Section 3.02 Substrate Preparation A states that BondCote recommends test cuts and fastener pullout tests to verify deck condition and adequate fastener pullout resistance on tear off and recovery applications. The test results of this recommendation was not available for our review. (see attachment) Section 3.02 Substrate Preparation D7 states that on recovery applications, all existing wet insulation and roofing shall be removed and replaced with new materials. The specifier and/or installer shall be responsible for locating and replacing wet materials. The test plug observed by the BondCote technical representative and the local building inspector constitutes a non- comforming condition. Had the test plug been made prior to the new application,these items would have been made known and properly addressed. Section 3.04 Insulation Installation B states that the surface of substrate shall be inspected before installation of the insulation. The substrate shall be clean, dry and smooth, with no execessive roughness, contamination or broken,ruptured or de-laminated surfaces. With regard to the Dense Deck attachment,your structure is in the 120 mph wind zone coastal region(see attachment). INSTALLATION: Install Protection Material over dry clean surfaces positioning the materials long direction to run parallel to and between the field seams where possible.Heat weld all perimeter edges of the material removing any wrinkles or bridging as needed. Probe welds and repair any voids as needed. B. ALTERNATE CONCRETE PAVERS:Pavers shall be precast concrete units specifically designed to be used for rooftop traffic protection. MA-7 Rev.6/15/03 E. VAPOR RETARDERS AND AIR PRESSURE BARRIERS: 1. BondCote Roofing Systems does not require the installation of vapor retarders as a qualification for warranty on most projects. However, on some installations involving extreme interior heat and/or relative humidity, extremely cold winter environments, etc., a vapor retarder may be advisable. The Specifier and/or Installer shall be responsible for determining those installations where a vapor retarder is required. Consult with BCRS for recommendations for such projects or other specialty usage structures such as freezer/cold storage facilities. 2. Air pressure barriers are required under the following circumstances: a. Structures with extreme interior positive pressure (0.5 to 1.0 inches of water) or structures with large openings such as warehouses or aircraft hangers. b. In lieu of an air pressure barrier in these circumstances, two layers of insulation with offset joints from top to bottom may be installed. 3. When installing vapor retarders and air pressure barriers, all side laps, end laps,penetrations, walls, etc.shall be sealed in accordance with that manufacturer's instructions. 4. Under normal conditions on recovery installations, the existing built-up roofing may be considered an adequate air pressure barrier. 3.03 WOOD NAILERS AND BLOCKING A. Nailers shall be anchored to resist a minimum force of 175 pounds per lineal foot in any direction. Fas- tener spacing shall be a maximum of 3 feet on center. Fasteners shall be installed within 6 inches of each end. Spacing and fastener embedment shall conform to Factory Mutual Loss Prevention Data Sheet 1-49. B. Thickness shall be as required to match substrate or insulation height, with a maximum allowable variance of+or- 1/4 inch. C. Any existing woodwork that is to be reused shall be firmly anchored in place, shall resist a minimum force of 175 pounds per lineal foot in any direction and be free from rot. 3.04 INSULATION INSTALLATION A. Accomplish installation of insulation and roofing so that area covered will be watertight by the end of each workday. B. The surface of the substrate shall be inspected before installation of the insulation. The substrate shall be clean, dry and smooth, with no excessive surface roughness, contamination or broken, ruptured or delaminated surfaces. C. The insulation shall be laid out with its longest dimension perpendicular to the long membrane direction. All end joints shall be staggered with no gaps greater than 1/4 inch. D. Insulation shall be neatly cut to fit snugly around penetrations and projections. E. The insulation shall be mechanically attached to the roof deck with BCRS Fasteners and 3"Plates. See BCRS DETAIL DRAWINGS for insulation attachment requirements based upon board size. F. Install tapered insulation where necessary to provide drainage as required by specifier. G. Multi-layer insulation installations may be used in lieu of an air pressure barrier over air permeable decks(See 3.02,E)or when otherwise required by specifier. H. The second layer of insulation shall be laid out so that its long joints are offset from those of the first layer by a minimum of 6 inches. All end joints shall be staggered with no gaps greater than 1/8 inch. I. On FleeceBond installations, the membrane may be installed directly over smooth and level substrates, such as plywood or concrete decks,smooth BUR,etc. 3.05 MEMBRANE INSTALLATION A. Accomplish installation of roofing so that area covered will be watertight by the end of each workday. B. The surface of the substrate shall be inspected before installation of the membrane. Continuous metal hook strips are required if BCRS Coated Metal fascia exceeds 5 inches in width. Hook strip is to be fastened 12 inches on center into wood nailer or masonry wall, or as otherwise shown in BCRS DETAIL DRAWINGS or Factory Mutual Loss Prevention Data Sheet 1-49. 3.07 ROOF WALKWAYS A. Roof walkways are recommended around routinely maintained rooftop equipment or for roof areas sub- jected to foot traffic as directed by Owner or Specifier. B. Roof walkways consisting of BCRS Traffic Protection material is to be installed as shown in BCRS DETAIL DRA WINGS. C. Roof walkways other than BCRS Traffic Protection Material and their attachment, are not covered under any BondCote Roofing Systems Warranty. 3.08 TEMPORARY NIGHT SEALS A. Install a night seal at the end of each day's work. Contractor has the option to use whatever method is preferred; however, any contaminated membrane must be discarded upon commencement of the next day's work. The coping consist of white aluminum. The soil stacks are P.V.C.pipe. Pitch: Flat; Positive Its' to a 12". FINDINGS The roof shows numerous signs of deck irregularities with compressive deflection at various locations. The areas of deflection are also creating ponding water locations throughout the assembly. The membrane has excessive amounts of vertical and horizontal travel at various locations. The perimeter edge flashing on the west parapet wall has several locations of irregular compartment deflection behind the nailing flange. Voids were observed in the perimeter edge flashing at the electric meter cans. Mitered joints are not flush,form fitting or sealed. Irregularities in elevation of roof would lead me to believe that multiple layers of existing assemblies are present. A test plug was not performed,therefore this is only an assumption. The roof systems gutter assembly has down spouts that have not been properly secured (mussing and 'unproper fasteners). Mr. Kooba, it is my professional opinion that the roof membranes show no signs of premature material fatigue,however application of the membranes at various locations, show signs of non compliant details. It is further my opinion that after reviewing your scope of work document from the installing contractor,that item #9 has not been performed. With regard to Items#3 and #4, these items,I feel, are present but are concealed by the roof membrane and cannot be positively identified. With respect to the code uplift fastening I observed that the roof has several areas in which additional sheets of membrane have been installed to cover alterations, modifications and/or repairs. It is my professional opinion that if the dense deck has non compliant fastening issues,then the roof system would require these areas to have additional fasteners installed. The coping consist of white aluminum. The soil stacks are P.V.C.pipe. Pitch: Flat; Positive 1/6" to a 12". FINDINGS The roof shows numerous signs of deck irregularities with compressive deflection at various locations. The areas of deflection are also creating ponding water locations throughout the assembly. The membrane has excessive amounts of vertical and horizontal travel at various locations. The perimeter edge flashing on the west parapet wall has several locations of irregular compartment deflection behind the nailing flange. Voids were observed in the perimeter edge flashing at the electric meter cans. Mitered joints are not flush,form fitting or sealed. Irregularities in elevation of roof would lead me to believe that multiple layers of existing assemblies are present. A test plug was not performed,therefore this is only an assumption. The roof systems gutter assembly has down spouts that have not been properly secured (nussing and improper fasteners). Mr. Kooba, it is my professional opinion that the roof membranes show no signs of premature material fatigue,however application of the membranes at various locations, show signs of non compliant details. It is fiuther my opinion that after reviewing your scope of work document from the installing contractor,that item #9 has not been performed. With regard to Items#3 and #4, these items, I feel, are present but are concealed by the roof membrane and cannot be positively identified. With respect to the code uplift fastening I observed that the roof has several areas in which additional sheets of membrane have been installed to cover alterations, modifications and/or repairs. It is my professional opinion that if the dense deck has non compliant fastening issues,then the roof system would require these areas to have additional fasteners installed. SCOPE OF WORK FOR A MECHANICALLY FASTENED BONDCOTE PVC ROOF SYSTEM 1. Perform a pre-job rooftop inspection with a representative of the building owner. 2. Properly clean and prepare existing roof surface. 3. Install 1/8" per foot tapered EPS insulation. The EPS insulation will start at 1/2" at gutter edge and end at 6 '/z" on the high side. 4. Install 1/4" Densdeck insulation over tapered EPS insulation fastening both materials simultaneously. The board will be attached with approved fasteners using six (6) fasteners per board. 5. Install 0.040 mil Bondcote PVC membrane over the newly installed insulation. 6. The field sheet spacing will be six (6') on center. 7. Install two (2) perimeter half sheets per manufacturer's specifications. 8. Adjacent sheets will overlap a minimum of 6". The seams will be bonded together using hot air weld technique. 9. Install seam sealant to all cut edges. 10. Install new coated metal pitch pans around existing pitch pans and fill with concrete to one inch (1") from top and top with pourable sealer. 11 .Vent Stacks — All rooftop vent stacks will either be field flashed per manufacturer's specifications, using our 12" form flashing or will be fitted with a prefabricated boot. 12.Open perimeters - Install a finished 26 gauge coated metal system. The metal will be fastened using approved fasteners. 13.Complete clean up of roofing materials and rooftop debris. Related Work Included are current necessary safety equipment and procedures to meet OSHA and Resilient guidelines. Non-Related Work Resilient will not be responsible for realignment or recalibration charges of any rooftop satellite dishes or lightning protection systems, necessary to complete the new roofing system. Resilient will not be responsible for the detection, abating, or disposing of any hazardous materials associated with the installation of the new roofing system. Warranty Upon completion of the job, the manufacturer's representative will inspect and certify the new roof system aMd will then present a non pro-rated, transferable, total system warranty to the building owner. If one was issued, it was cancelled. See attached letter from Bondcote Roofing Systems. 2) No sheathing inspection was performed, so therefore Ms. Innes' final inspection request is irrelevant. 3) As you recall, we all witnessed a core test that revealed water trapped between 4 layers of roof and old insulation, which also suggests that the new insulation and decking is not secured to original roof deck. 4) We as the owners, unlike Ms. Innes' misleading letter, have not demanded any final inspection. As we already have our own professional inspections and findings documented. 5) Our demand is for a full refund, so we can hire a capable roofer to replace the defective installation that will meet all codes and manufacture specifications. 6) Furthermore, all Resilient and affiliates absolutely are not allowed on the property.
