01-11-60 v A MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JANUARY 11, 1960 AT 8 P.M. Present: Wm. S. Howell J.B. Claiborne Preben Johansen Charles R. Grage, City Clerk The Meeting was called to order by the Mayor Commissioner, Mr. Howell. Mr. Moore presented Resolution No. 60-1 concerning the death of Mrs. Florence S. Bull and moved its adoption, seconded by Dr. Whitehurst and having been duly considered the Mayor put the question thereon and the motion was unanimously carried. A copy of said Resolution No. 60-1 as adopted is attached to these minutes and made a part thereof. Minutes of the meeting of December 28, 1959 were approved as written upon motion of Mr. Moore, seconded by Dr. Whitehurst. Mr. Howell recognized visitors present and called for any business from the floor. Mrs. John M. McMillan and Mrs. Harry Howell, Jr. appeared to inquire what progress had been made on the dog situation. Mr. Waggoner reported on information received from the Humane Society and after considerable discussion it was decided that the City Manager contact Dr. Morgan, Duval County Health Department, concerning the County Dog Warden coming into the City of Atlantic Beach. A letter from the United States Navy concerning the construction of the branch of the Expressway to the beach was read. A motion to make this letter available to the press so that it might be presented to the public was made by Dr. Whitehurst and seconded by Mr. Moore and was unanimously passed. A letter from the City of Jacksonville Beach on the above subject was also read. Minutes 1-11-60, Page 2 A letter from Smith & Gillespie, Engineers concerning contemplated paving and drainage plan was read and filed for information. The request from Mr. Wm. N. Morgan to connect his proposed Duplex on lots 15 & 16, Block 1, Ocean Grove Unit #1, to the City Sewer Lines was discussed and it was decided that Mr. Morgan be informed that it will be necessary for him to pay a tap charge equal to the' assessment that would have been made plus the actual cost of the lateral serving his property and if necessary he would be required to make an agreement with the City to exclude lot 15 from the use of such sewer service. A letter from the planning department of the Florida Development Commission was read concerning the preparation of a master plan for the City and a motion to invite a representative from the Planning Department to meet with the City Commission on February 15, 1960 to discuss this matter was made by Dr. Whitehurst, seconded by Mr. Moore and passed. Mr. Waggoner asked the Commission's advice concerning the location of a carport on the property of Mr. Frank Keith, 316 8th Street, and it was decided that this carport should not be closer than 71/2 feet to the property line in accordance with the zoning ordinance. Mr. Waggoner requested permission to hold a Special Master Plumbers Examination for Mr. G. W. Brannen after considerable discussion this request was denied. A Plat of Selva Marina Subdivision Unit #4 was presented. Mr. Moore presented Resolution #60-2 covering approval of said plat with the Mayor Commissioner and City Clerk authorized to sign P ame and moved its adoption, seconded by Dr. Whitehurst and passed. Copy of said Resolution #60-2 attached to these minutes and made a part thereof. A Plat of Selva Marina Subdivision .Unit #5 was presented. Mr. Claiborne presented Resolution #60-2A covering approvr,.l of said plat with the Mayor Commissioner and City Clerk Authorized to sign same and moved its adoption, seconded by Mr. Moore and passed. Copy of said Resolution #60-2A attached to these minutes and made a part thereof. Certificate of Indebtness #2 to the Selva Marina Realty Company in the amount of $4700.00 was presented and the Clerk was in- structed to deliver same to the Selva Marina Realty Company. . i Minutes 1-11-60, Page #3 A tentative Plat of a new subdivision on Mayport Road being developed by Fred L. Ahern was presented. All changes required by the City (omission having been incorporated in said plat Mr. Johansen moved that said tentative plat be approved, seconded by Mr. Moore and passed. Mayor Howell appointed Commissioner Claiborne and Commissioner Moore to fill the vacancies on the Beaches Civil Defense Council. Mr. Johansen complimented the City Manager on the progress made in cleaning up the City. There being no further busi ess the Mayor declared the meeting adjourned. .401114A1 . FRANK THOMPSON Bull, widow of the late Harcourt Bull, Sr. , CITY ATTORNEY has taken from our midst a good friend and J. F. WAGGONER, JR. honored citizen, and CITY MANAGER Whereas, the City Officials of the City of ADELE S. GAtlantic Beach feel that we have lost one who CITY CLERKK TREASURER was a great help to and interested in Atlantic J. L. RUSSELL Beach, CHIEF OF POLICE NOW, THEREFORE, it is hereby made a matter of record that the City expresses its sincerest regret at the passing of our friend and extendes deepest sympathy to her loved ones in their hour of sorrow, AND BE IT FURTHER RESOLVED THAT a copy of this resolution be given to her sons, Harcourt Bull, Jr. and George Bull.
