MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, MAY 23rd, 1960 AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell
Minutes of the meeting of May 9th, 1960 were approved as written
upon motion of Mr. Johansen, seconded by Mr. Moore.
Bids were received for construction of Sewage Pumping Station °E"
and Force Main on Mayport Road. Certified copy of Proof of Publi-
cation of Call for Bids on this project is attached to these min-
utes and made a part thereof. The bids as opened were as follows:
Hydro-Utility, Inc. $34,467 .36
Interstate Contracting Co. 26,842.05
Joe Reinertson of Jacksonville 22, 000.00
W.S. Smith Construction Co. 30, 000.00
The bids were discussed following which Mr. Moore presented Reso-
lution # 60-10 accepting the low bid of Joe Reinertson of Jack-
sonville, and moved its adoption subject to the approval of Mr.
Walter J. Parks, our Engineer. The motion was seconded by Dr.
Whitehurst and unanimously carried. Copy of Resolution #60-10
is attached to these minutes and made a part thereof.
Bids were next received for the labor, equipment, etc. to install
Water Distribution System Extensiin on Mayport Rd. south of Donner
Road. Certified copy of Proof of Publication of Call for bids on
this project is attached to these minutes and made a part thereof.
The bids as opened, were as follows:

Joe Reinertson of Jacksonville 2, 175.00
Wm. S . Smith Construction Co. 4,466.70
The bids were discussed, following which Dr. Whitehurst presented
Resolution #60-11 accepting the low bid of Joe Reinertson of Jack-
sonville and moved its adoption subject to the approval of Mr.
Walter J. Parks, our Engineer. The motion was seconded by Mr.

Moore and unanimously carried. Copy of Resolution #60-11 is attach-
ed to these minutes and made a part thereof.
Mr. Howell recognized visitors present and called for any business
from the floor. There was none.
Mr. Waggoner presented a Plat of Atlantic Beach Villa, Unit #1, which
is 1/2 of the original preliminary plat which the Commission approved.
This plat is basically like the preliminary plat and is in order ex-
cept for 1 easment which they failed to put on. There was a discus-
sion of this plat following which Mr. Moore presented Resolution
#60-12 accepting plat of Atlantic Beach Villa, Unit #1 (easment to
be added before signed) , same to be signed by the Mayor and City
Clerk. The motion was seconded by Mr. Claiborne and carried. Copy
of Resolution # 60-12 is attached to these minutes and made a part
thereof.
Mr. Waggoner presented a letter from the Duval County Commissioners
advising that on the dog situation there are too many legal ramifica-
tions to appointing our Police Officers as Dog Wardens, and they have
hired an additional Assistant Dog Warden and have agreed that the Dog
Warden extend his activities to the Beaches Area.
Mr. Waggoner asked permission to continue the services of Arthur J.
Craig as inspector due to the sewer and water extension work coming
up and to raise him to $325. per month. There was considerable dis-
cussion of the matter following which Mr. Moore moved that Mr. Craig
be retained with $25.00 per month increase for the balance of this
year, seconded by Mr. Claiborne and carried.
There was a discussion of Air Conditioning Units and the need to con-
sider regulations on outside installations that could be a nuisance.
Mr. Johvnsen presented Resolution #60-9 transferring $375. to the
Mayor 's Fund for School Boy Patrol trip to Washington and moved its
adoption, seconded by Dr. Whitehurst and carried. Copy of Resolution
#60-9 is attached to these minutes and made a part thereof.
The Mayor presented a Resolution expressing the opinion that the 10%
Excise Tax on local telephone service should not be extended past
the present expiration date of June 30th, 1960. There was no action
taken for lack of motion to adopt.
There being no further business the Mayor declare• h- reefing
adjourned.

RESOLUTION NO. 6471
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, THAT
Three Hundred Seventy-five ($375.00) Dollars from the
unallocated funds be and the same is hereby transferred
to account number 210, fayor'e Fund, in the 1960 Budget,
for the School Boy Patrol trip to Washington.
Passed by the City Commission on May 23, 1960.

RESOLUTION NO. 60-10
A RESOLUTION ACCEPTING THE BID OF JOE REINERSTON
OF JACKSONVILLE, INC. FOR THE CONSTRUCTION OF
SEWAGE PUMPING STATION E AND FORCE MAIN IN THE
CITY OF ATLANTIC BEACH, FLORIDA.
WHEREAS, Walter J. Parks, Engineer for said City, did
prepare plans and specifications for construction of Sewage Pumping
Station E and Force Main in said City and,
WHEREAS, The Clerk of said City did publish, in accordance
with law, notice calling for sealed bids for the construction of
said work, bids have been received by the City Commission and
said Commission has found and determined that the bid of $22, 000.00
submitted by Joe Reinertson of Jacksonville, Inc. is the best low
bid for the doing of said work.
NOW THEREFORE, BE IT RESOLVED by the City Commission of
the City of Atlantic Beach, Florida, That,
The bid submitted by Joe Reinertson of Jacksonville, Inc.
for construction of Sewage Pumping Station E and Force Main be and
the same is hereby accepted, subject to approval of Walter J. Parks,
Engineer, and the proper officers of this City be afid they are here-
by authorized and directed to execute on behalf of the City a con-
tract with Joe Reinertson of Jacksonville, Inc.

EXTENSION MAYPORT ROAD SOUTH OF DONNER ROAD IN THE
CITY OF ATLANTIC BEACH, FLORIDA.
WHEREAS, Walter J. Parks, Engineer for said City, did
prepare plans and specifications for construction of Water Distri-
bution System Extension Mayport Road South of Donner Road in
said City and,
WHEREAS, The Clerk of said City did publish, in accordance
with law, notice calling for sealed bids for the construction of
said work, bids have been received by the City Commission and
said Commission has found and determined that the bid of $2, 175.00
submitted by Joe Reinertson of Jacksonville, Inc. is the best low
bid for the doing of said work.
NOW THEREFORE, BE IT RESOLVED by the City Commission of
the City of Atlantic Beach, Florida, That,
The bid submitted by Joe Reinertson of Jacksonville, Inc.
for construction of the Water Distribution System Extension Mayport
Road South of Donner Road be and the same is hereby accepted, subject
to approval of Walter J. Parks, Engineer, and the proper officers
of this City be and they are hereby authorized and directed to execute
on behalf of the City a contract with Joe Reinertson of Jacksonville,
Inc.

Unit No. 1, submitted to the City Commission on May 23rd,
1960, be and the same is hereby approved, and That
The Mayor Commissioner and City Clerk be instructed
to sign said Plat.
