MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, OCTOBER 24th, 1960
AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
Minutes of the meeting of October 10th, 1960 were approved as
written upon motion of Dr. Whitehurst, seconded by Mr. Moore and
carried.
Mr. Howell recognized visitors present and called for any business
from the floor. Mr, Russell Smith advised that he was ready with
a report from the committee which has been investigating the dog
situation in Atlantic Beach. He presented a letter which he and
the committee of interested citizens would like to have sent to
residents of Atlantic Beach appealing to their civic pride in keep-
ing their dogs on their own premises. He advised that the City
Auditor of the City of Jacksonville has agreed to include these
letters in the next light bill going out to Atlantic Beach citi-
zens. There was a discussion of the letter, which was considered
a good approach, but it was suggested that some of the paragraphs
be changed and that the letter be shortened. It was brought out
that the letter would have to be ready before the next Commission
meeting in order to be included in the November light bills. Dr.
Whitehurst moved that the report of the committee be accepted and
a letter be sent as indicated, but that a copy of the letter be
sent each of the Commissioners for approval before being mailed
out, seconded by Mr. Moore and carried.
Mr. Robert Lynch spoke on the condition of the electric system in
Atlantic Beach, and the need for re-vamping and improving of same.
Mr. Howell and Mr . Waggoner advise that they have already discussed
with Commissioner Kennedy of Jacksonville, and intend to stay after
the situation.
Mr. Robt. Lynch reported for the P.T.A. Committee who were working
on the sidewalk project for Sherry Drive. They reported that of
the 22 .resident property owners contacted, 9 were in favor of the
sidewalk, 1 undicided, 1 "for ", but moving away, and 11 against.

In lieu of building sidewalk at this time, the Committee suggested
a plan for traffic control on Sherry Drive for 45 minutes in the
morning and 45 minutes in the afternoon and presented a drawing
covering their proposed traffic pattern. Sherry Drive from Plaza
to Atlantic Blvd. would be closed to vehicular traffic - except
bicycles - during these periods - and with the exception of 2nd
thru 4th Sts. which would be open for cars bringing children to
school. These cars will go down 3rd St and out either 2nd or 4th
Sts. All other streets leading into Sherry Dr. would be closed
to thru traffic from East Coast Dr. to Sherry Dr. This would only
be on school days and at these particular 45 minute periods. The
matter was discussed with suggestions of a gravel or limerock walk,
licensing of bicycles, etc. Mr . Waggoner suggested that a sign
be put on the streets at East Coast Drive where no thru traffic
allowed, and also signs on the barricades on Sherry Dr. giving
information as to time closed. Mr. Moore moved that we adopt the
traffic plan as suggested by the P.T.A. committee on a temporary
basis, seconded by Mr . Claiborne and carried.
The question was asked about covering the drainage ditch in front
of the school and it was the opinion of some present that this was
more important than a sidewalk or traffic regulations.
Mr. Waggoner presented a letter he had just received from Mr. Parks,
our City Engineer relative to paving and drainage on Ahern St. and
asked about calling for bids on this work. It was discussed, and
Dr. Whitehurst moved that the City Manager should call for bids
on this work provided it is in line with legal procedures after
conferring with the City Attorney, seconded by Mr. Moore and carried.
Mr. Waggoner presented a request from Albert Campbell to put up a
tent on George St. to show movies to the colored children. It
was discussed and the question of fire hazard, keeping order and
meeting State requirements was brought out. The matter was re-
ferred back to Mr. Waggoner to investigate further.
Mr. Waggoner advised that we are entitled to 9 new street lights,
and he would like to know if he should plan to put some of them
in the new Royal Palms Sub-division, or scatter them in areas in
east part of the City. It was discussed and the City Manager was
advised to put where most needed and bring a report on same to
next meeting.
Mayor Howell presented Resolution #60-23 covering transfer of
funds in the 1960 Budget. There was discussion following which
Dr. Whitehurst moved its adoption, seconded by Mr. Moore and
carried. Copy of Resolution # 60-23 is attached to these minutes
and made a part thereof.

Mayor Howell presented Ordinance #90-60-10 in writing covering
rear yard requirements and amending Zoning Ordinance #90-59-3 and
read same in full. The Commission then went into session for Pub-
lic Hearing on said Ordinance. Certified Copy of Proof of Publica-
tion is attached to these minutes and made a part thereof. There
was a discussion following which Dr. Whitehurst moved that said
Ordinance #90-60-10 be adopted on second and final reading, second-
ed by Mr. Claiborne and the vote was:
Aye: Claiborne, Moore, Whitehurst, Howell
Nay: None
Absent: Johansen
Whereupon the Mayor declared said mytion carried and said Ordinance
#90-60-10 adopted on second and final reading.
Mayor Howell presented Ordinance #67-60-2 prescribing street pav-
ing requirements in sub-divisions and re-sub-divisions and amend-
ing Ordinance #67-58-1 and read same in full. The Commision next
went into session for Public Hearing on said Ordinance in line
with notice posted as required by charter. There was a discussion
in which Mr. Harcourt Bull advised that he was not aware of this
Ordinance and would like action delayed until it could be studied
further. It was brought out that this Ordinance was based on the
up-grading of requirements by the County on which our sub-division
Ordinance was patterned. The Public Hearing was declared closed
following which Mr. Claiborne moved that we hold up any action on
said Ordinance until November 14th, 1960 and that the City Manager
will confer with Mr. Walter Parks, our Engineer for more informa-
tion, seconded by Dr. Whitehurst and carried.
The Commissioners expressed their pleasure at having such a largg
group present.
There being no further business the Mayor declared the meeting
adjourned,

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, FLORIDA, That;
The following funds be transferred in the 1960 budget as
shown below:
1. One thousand -seventy-five ($1075.00) Dollars from
Account 601, Labor to Account 201, Administration Personnel.
2. Two hundred - fifty ($250.00) Dollars from Account
211, Election Expense to Account 202, All Insurance.
3. Fifteen ($15.00) Dollars from Account 303, Supplies
to Account 308, Building Maintenance.
4. Four hundred ($400.00) Dollars from Account 830,
Miscellaneous to Account 804, Chlorine.
5. Seven hundred - fifty ($750.00) Dollars from Account
1050, Unallocated and One thousand ($1000.00) Dollars from
Account 904, Contract Lot Clearing to Account 401, Gasoline
and Oil.
6. Two hundred ($200.00) Dollars from Account 704, Street-
ends, One hundred - fifty ($150.00) Dollars from Account 706,
Grading Street, Four hundred ($400.00) Dollars from Account
903, Tools and Supplies to Account 402, Maintenance and Tires.
7 . Two hundred - twelve ($212.00) Dollars from Account
1002, Administration Equipment to Account 1003, Public Safety
Equipment.
