MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, DECEMBER 12TH,
1960 AT 8 P.M.

The meeting was called to order by the MayoriCommissioner,
Mr. Howell.
The minutes of the meeting of November 28th, 1960 were ap-
proved as written upon motion of Mr. Moore, seconded by
Dr. Whitehurst and carried.
Mayo:7 Howell recognized visitors present and called for any
business from the floor. Mr. Russell F . Smith advised that
now that the letters had gone out and there was no apparent
benefit , he felt it was time that the Commission took
some definite action relative to dogs. The Commission was
unani,'Lous in their opinion that some action must be taken in
this matter. The matter was discussed and Dr. Whitehurst
moved that the Mayor express to Mr. Smith and his committee
the gratitude of the Commission for the report which they
have made and recommendations which they submitted, and that
the report as submitted on October 24th, 1960 be accepted and
recorded and that the Committee be releived of further duties,
amd that the Mayor appoint a Committee from the Commission to
draw up an Ordinance covering the dog problem for submission
to the Commission in full. The motion was seconded by Mr.
Johansen and carried.
Mr. Smith asked to be put on record that at no time in past
or in the futur.r: has he or will he attempt to usurp the powers
of the Commission. His offer was to help not to usurp.
Mayor Howell thanked Mr. Smith for the work that he personally
had done and also his committee. He then appoited the follow-
ing committee to work up a dog ordinance:

A letter was presented from the Chief Clerk of the Florida
House of Representatives advising that bills to be presented
to the 1961 Session must be in the Chief Clerk' s office by
March 28, 1961. This pertains to bills of local measure. The
letter was received for information and filing.
A letter was received from Smith & Gillespie, Engineers offering
their assistance in making engineering studies for a master plan
for the City for future needS due to growth of City. It was
received and filed.
A letter was received from Captain R.E. Farkas, Co,"^'anding Of-
ficer of U.S. Naval Station at Mayport thanking and commending
our Police Department for their understanding and handling of
Military personnel, and also their co-operation. The letter
was received and filed.
Mr. Waggoner presented a plat of Atlantic Beach Vila which is
complete except for the land description at the top. He advised
that the surveyor, Mr. Durden is in hospital and did not get
this part of the plat done, otherwise the plat is in order, and
he recommends that it be approved subject to this information
being filled in. There was a discussion and upon motion of Mr.
Johansen, seconded by Mr. Moore Resolution # 60-30 was adopted
to approve the Atlantic Beach Villa Unit #2 plat , same to be
signed when the proper information of property is filled in at
top. Copy of Resolution #60-30 is attached to these minutes and
made a part thereof. (Approval covers lot size, st. layout, esemente
and the like)
Resolution # 60-29 was presented covering accepting a certain
portion of Salifish Drive as to paving, sewer and water lines,
etc. Mr. Moore moved the adoption of said Resolution, seconded
by Mr. Claiborne and carried. Copy of Resolution #60-29 is at-
tached to these minutes and made a part thereof.
Mr. Hi..well presented an Ordinance in writing covering adopting
a personnel program for the City. Mr. Claiborne moved its adop-
tion on first reading by Title only, seconded by Dr. Whitehurst
and carried. January 9th, 1961 was set as the date for Public
Hearing on said Ordinance .
Mr. Howell next read Ordinance #20-60-4 in full covering the
Budget for the Fiscal Year 1961 and the Commission went into
session for a Public Hearing on this Ordinance said notice of
Public Hearing having been, posted in line with charter. No one
appeared either for or against, therefore the Mayor declared
a.id Public Hearing closed, whereupon Mr. Moore moved that said

Ordinance #20-60-4 be adopted on second and final reading,
seconded by Dr. Whitehurst and having been duly considered the
Mayor put the question and the motion carried. Mr. Claiborne
suggested that the miscellaneous items in the budget be pin-
pointed more in our next budget, if possible. Dr. Whitehurst
mentioned the new Beaches Hospital and their expense and thinks
we might anticipate possible request for assistance with same.
Mr. Moore moved that the Rules be suspended and that the Regular
Meeting set for December 26th, 1960 be waived in favor of a
Special Meeting at a later date, seconded by Mr. Johansen and
carried.
Mr. Moore moved that Christmas Gifts be made to City Employees
in line with usual procedure as followed last year, seconded
by Mr. Johansen and carried.
T ere being no further business the Mayor declared the meeting
adjourned.

RESOLUTION NO.
WHEREAS, The Interstate Contracting Company, developers of
Royal Palms Subdivision, have completed all of the sewer
lines, water lines , storm drainage lines , curbs and gutters,
and paving in Sailfish Drive from the west intersection with
the Plaza to Wahoo Lane, and,
WHEREAS, the facilities have been installed according to the
approved plans and specifications and have been inspected by
the City Forces and,
WHEREAS, the Interstate Contracting Company has posted a one
year maintenance bond in the amount of $17 , 580. 50 to insure
their proper construction,
NOW THEREFORE BE IT RESOLVED BY THE CITY OF ATLANTIC BEACH,
FLORIDA, That,
The City of Atlantic Beach accept these sewer lines , water lines,
storm drainage lines, curbs and gutters, and paving in Sailfish
Drive from the west intersection with the Plaza to Wahoo Lane,
for maintenance and operation.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That
The Subidivison Plat of Atlantic Beach Villa Subdivision,
Unit No. 2, submitted to the City Commission on December 12,
1960 be and _the same is hereby approved, and that the Mayor-
Commissioner and City Clerk be instructed to sign said Plat.
