MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDA Y, JANUARY 26TH. 1959 AT 8 P.M. Presents Am. S. Howell Preben Johansen Chas. R0 Moore Hugh Roberts W. Laney Whitehurst, Commissioners and Frank Thompson, City Attorney J ,F, Waggoner, Jr. , City Manager Adele S, Grage, City Clerk The meeting was called to order by the Mayor-commissioner, Mr. Howell Minutes of the meeting of January 12th, 1959 were approved as written upon motion of Mr.. Moore, seconded by Mr. Johansen. Bids for Sewage Collection Facilities for the City were re- ceived as follows: Total Inter-American Pipe Line Corp. ,Miam ., Fla $237,511.45 Hercules, Inc. , Jacksonville, Fla. 258,141.60 Joe Reinertson of Jacksonville, Flamm 248,514.90 Lee Engr0 & Const. Co. , Dupont., Ga. 307,,035. 52 Mr. Moore moved that the bids be referred to a Committee with the City Manager and City Engineer for tabulation. study and recommendation, seconded by Mr. Johansen and carried. The Mayor appointed the entire Commission as a Committee to meet with the City Manager and. Engineer. Certified copy of Proof of Publication of Call for Bids on the Sewage Collection Facilities is attached to these minutes and made a part hereof. The meeting went into Public Hearing on the consolidation of Postoffices at the Beach0 Mr. Howell advised that he had re- ceived a letter from the postal inspectors in Jacksonville recommending the consolidation of Atlantic Beach and Neptune Beach postoffices as "Atlantic•-Neptune Beaches Branch" to operate under the Jacksonville Beach Postoffice. He advised that the Commission has written the Postoffice Department as officially going on record as being unalterably opposed to any change in our present postoffice status except that we have no objection to having Neptune Beach served through our postoffice. A telegram was presented from Hon. Charles E. Bennett, Member of Congress, advising that indications are that there is a perma- nent need of a separate postoffice in each of the three beach communities and that no step of consolidation shpuld be consid- ered until office governing bodies of these communities lave requested it.. There was a general discussion among the interest- N Y II .nu t es 1-26-59,59, sage #2 • ed citizens present .and it was the consensus of opinion that we grant the posto f f ice to remain as it is in so far as Atlantic Beach is cpncerned G We will be clad to serve another Beach but not be combined with. It was suggested that a petition be started copies of which are to be sent to the Postoffice Depart- ment and our. Congressman , advising that we are opposed to consol- idation with any other postoffice and we wish to retain the At►antic Beach Postoffice. All those present who so desired signed the petition and Hr. Glover Weiss offered his place of business for the petition to be left for signatures. His offer was accepted. A letter was presented from the R-C-B-S Corporation to which was attached a proposed Special Act of the Legislature to annex the area in the boundaries described therein within the city limits of Atlantic Beach. The R-C-B-S Corp. is the owner in fee simple of the entire area proposed -- bounded by Seminole Beach Road on the East, Mayport Road on the West, the Dewees Grant on the Forth and the City Limits on the South, excluded from this general area is the area presently occupied and used by the Selva Marina Country Club and the inhabited area in the West ones-half of Government Lot 15 of Section 8, commonly known as Clearview Park, They request- ed the City to take th6 necessary action to sponsor and obtain passage of this Special Act by the 1959 Legislature. The matter was discussed whereupon Iir.: Moore moved that the request of the R-C-B-S Corp, be accepted and that the bill be referred to our City Attorney, The notion was seconded by Miro Johansen and carried, Hr. Howell advised that there was a petition being circulated in the North Atlantic Beach area for the remainder of that section ly- ing south of the Dewess Grant line be annexed and brought into the City of Atlantic Beach. A meeting is being called for Wednesday, January 28th$ 1959 at 8 P.M, in this City Hall to discuss the matter with resident property owners, The City Manager advised that Henry G. :Dupree Co. have requested an extension of tine to January 28th;, 1959 and that the Engineer had reconnended that the extension be Granted. The matter was discussed and :Angineer Parks, who was nresent stated that his reason for re- comr_ending the extension of tine ,,as that the City is not ready to • use the lift stations and there is no emergency involved. After further discussion Er. Iloore moved that we grant the extension of tine to the Henry G. Dupree Co, to January 28th, 1959, notion sedonded by ITro ' Jollan>>e:n and *he c.i,:?i_ vote was: Aye: Johansen, Moore, Whitehurst, Ho-►ell Nay: Roberts Whereupon the Mayor dec:Lared said motio t carried. Minutes 1-26-59, Page *3 Upon motion of Dr. Whitehurst, seconded by Mr. Moore and carried, approval was given to the payment of The Florida Tmes Union bill in amount of 02363 to cover legal ad call- ing for bids on the sewage collection facilities, payment to be made from the Sewer Fund. The City Clerk advised that there is an error in the 1958 Tax Roll covering the listing of property belonging to Felix White. He is listed as having E-210 feet of Lot 14, Donnera but he only has 83 feet of the E-210 feet of Lot 14. It was recommended that the 1958 Roll be corrected in this instance and charged to clerical error. Mr. Johansen moved that the error be corrected as requested, seconded by Dr. Whitehurst and carried. Mr. Howell presented in writing an Ordinance regulating the accumulation, removal and disposal of garbage and garden trash in residential and business areas in the City. The location of cans, etc. as set up in this Ordinance were discussed at length by Commissioners and those interested citizens present. The Ordinance specifies that garbage cans set out for garbage collection shall not be placed closer than 20 feet to the street from which garbage service is rendered, nor farther back than the building line. Mr. Moore moved the adoption of this Ordinance on first reading, seconded by Mr. Johansen, and having been duly considered the Mayor put the question thereon and the vote was: Aye: Moore, Roberts, Whitehurst, Johansen, Howell May: None Whereupon the Mayor declared said motion carried and said Ordinance passed on first reading. February 9th, 1959 was set as date for Public Hearing on said Ordinance. There being no further business the Mayor declared the meeting adj ourned / ,/ . S.
