MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH' CITY
COTIIIISSION HELD AT THE CITY HALL ON MONDAY, MAY 11th, 1959
AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
The minutes of the meeting of April 27th; 1959 were approved
as written upon motion of Dr. Whitehurst, seconded by Mr. Moore
and carried.
Minutes of the meeting of May 4th, 1959 c'ere approved as written
upon motion of Mr. Moore, seconded by Dr. Whitehurst and carried.
Mr. Howell recognized visitors present and called for any business
from the floor, but there was none at this time.
A letter was presented to the Commission from• the Zoning Board
of Adjustment, W. Henry Bitzer, Jr. , Chairman, recommending that
Lots 1 and' 2, Block 16 be re-zoned to their status prior to the
January 12, 1959 zoning"Ordinance, which zoned these lots from
duplex to single family. A petition signed by 18 property owners
*ithin a radius of 500 feet was attached. It petitioned the
Commission to rezone Lot 1 & 2, Block 16 to permit the building
of a duplex on said lots. There was a discussion in which Mr.
Moore advised that he felt they should act upon the report of the
Zoning Board of Adjustments , however the other Commissioners feel
they would like to have more information as to the -usage of the
property drithin a radius of 500 feet of these lots. Hr. Waggoner
was asked to get this information to-gether on a map by the next
meeting, as the Commission would like to have more basic informa-
tion in order to study in regard to long term planning, then make
•
decision either for or against.
Mr. Waggoner reported on the progress of the sewer work. The
southern part of the line is well up Ahern St. and the two motels
have already connected on. The part known as Section D will be
completed in a few days and will be ready for confirmation of that
part of the Special Assessment Roll by the next meeting..
Mr. Waggoner Requested direction from the Commission as to when
to send out notices to those property owners still using septic
tanks in Selva Marina Unit f`l to advise them that the sewer line

is ' now ready and that they have 6 months from date to connect to
it. This is in line with Ordinance #198 which provides for the
connecting of sewer facilities in private residences in Selva
Marina Unit #1 with the sewer system of Atlantic Beach. Mr.
Waggoner was directed to send out the notices as of now in line
with said Ordinance..
Estimate #1 on the Sewer Collection Facilities was received from
Joe Reinertson of Jacksonville, Inc. in the amount of a3,714.70.
This Estimate has been approved by the Engineer, Mr. Parks and
the Resident Inspector, Mr. Craig, and Mr. Waggoner recommends
its payment. There was a discussion and upon motion of Dr.
Whitehurst, seconded by Mr. Johansen and carried, approval was
given for payment of this Estimate $1 ,from the Sewer Fund.
Mr. Waggoner advised that the Atlantic Gardens developers hope to
start work in about 3 weeks, and -he would like to know if when
work is started should we ask Mr. Parks to proceed with plans for
force mains . It was the consensus of opinion that when they have
actually started work; then we would get Mr. Parks to start on the
sewer and water plans .
Acting Fire Chief Howell presented the Fire Departments report
for the month of April, 1959, which report was received and filed.
The 16th Ave. S, Jacksonville Beach site which is being considered
by the Hospital Committee was discussed and it was the consensus
of opinion that a letter be written voicing objection to the selec-
tion of this site due to its not being centrally located and its
inaccessability.
Mr. Waggoner suggested that a committee be appointed to go over all
the Ordinances of the City studying them with idea of eliminating
or combining where possible with a view to having the Ordinances
codified. Mayor Howell appointed Mr. Moore to work with he and
Mr. Waggoner on this . ,
There being no further business the Mayor declared the meeting
adjourned. .
