Transfer of Funds for Street Lights 8. Commissioners MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, NOVEMBER 23RD, 1959 AT 8 P.M. Present: Wm. S. Howell Preben Johansen Chas. R. Moore W. Laney Whitehurst, Commissioners and Frank Thompson, City Attorney J.F. Waggoner, Jr. , City Manager Adele S. Grage, City Clerk Visitor: J.B. Claiborne, Commissioner-Elect The meeting was called to order by the Mayor-Commissioner, Mr. Howell. Mr. Howell presented Resolution #59-24 expressing our regrets at the passing of Commissioner Roberts on November 19th, 1959 and expressing sympathy to the family. Mr. Johansen moved the adoption of said Resolution, seconded by Dr. Whitehurst and unanimously adopted. Copy of Resolution #59-24 is attached to these minutes and made a part hereof. Minutes of the meeting of November 9th, 1959 were approved as written upon motion of Mr. Johansen, seconded by Mr. Moore. Minutes of the meeting of November 17th, 1959 were approved as written upon motion of Mr. Johansen, seconded by Mr. Moore. Bids were received on a new Fire Truck and tabulated as follows: The Seagrave Corp. $21, 500.00 F.O.B.Atlantic Beach American-LaFrance 17 , 500.00 Dr. Whitehurst moved that the bids as tabulated be referred to a Committee for study and report at next meeting, seconded by Mr. Moore and carried. Mr. Howell appointed Commissioners. Moore, Johansen and Howell as committee. Mr. Howell recognized visitors present and called for business from the floor. There was none at this time. Mr. Moore presented a letter received from the Ribault Garden Club relative to garbage cans, blind corners, lot cleaning, etc. The items were discussed and it was agreed that all would work to-gether to make the City cleaner and safer. Minutes of 11-23-59, Page 42 A Communication was received from the American Life Saving Corps expressing their gratitude for the donation made by the City to-wards their 1959 budget. Mr. Waggoner advised that the City of Jacksonville have quoted $1, 937 . 50 as estimated cost of installing the 19 new Street lights. The matter was discussed and it was agreed that we must have the lights installed even though the cost is more than anticipated. The Mayor appointed Commissioners Johansen, Moore, Claiborne, and Howell as a Committee to study the Sewer Service Charges on classi- fications not listed in the Ordinance, said committee to meet immediately following the December 1st meeting. Mr. Waggoner presented the Budget for 1960 to-gether with the Bud- get message and budget study as provided for in the Charter. Where- upon Mayor Howell presented in writing an Ordinance entitled "An Ordinance Adopting the Budget for the City of Atlantic Beach for the year 1960, etc. ". The Ordinance having been presented in full, Mr. Johansen moved its adoption on first reading by Title Only, seconded by Dr. Whitehurst and having been duly considered the Mayor put the question thereon and the vote was: Aye: Johansen, Moore, Whitehurst, Howell. Nay: None Whereupon the Mayor declared said motion carried and said Ordinance adopted on first reading. The date for Public Hearing was set for December 14th, 1959 at 8 P.M. The matter of the Sewer Connection charge to Mr. Scudder on 11th Street was again discussed and it was agreed that a meeting should be held with the representative of the Selva Marina Realty Com- pany to see what can be worked out on this problem. The Mayor appointed the entire Commission as a Committee to meet with the Selva Marina Company' s representative and report back to the next meeting. Mayor Howell requests an indefinite postponement of the public hearing and second reading on the Ordinances covering the Police and Firemen Pension plans, as there is still some points to be cleared up. Dr. Whitehurst moved the postponement as requested, seconded by Mr. Moore and carried. Mayor Howell presented Resolution #59-23 authorizing the Assis- tant City Clerk to sign checks during the absence from the office of the City Clerk due to vacation, sickness or disability. Mr. Johansen moved the adoption of said Resolution #59-23, seconded by Mr. Moore and carried. Copy of said Resolution #59-23 is at- tached to these minutes and made a part thereof. Minutes 11-23-59, Page #3 Commissioner Johansen presented Resolution #59-25 transferring $930.00 from Account #601 to Account #1011 in the 1959 Budget to cover difference in 'cost of installation of new street lights, and moved its adoption. The motion was seconded by Dr. Whitehurst and carried.Copy of said Resolution attached and made a part hereof. Dr. Whitehurst presented Resolution #59-26 covering State Road #10 proposing the promotion for immediate construction of a branch of the expressway system of Duval County to serve the Beach Communities in the years to come. Mr. Moore moved the adoption of said Resolution #59-26, seconded by Mr. Johansen and carried. Copy of said Resolution attached to these minutes and made a part hereof. Upon motion of Mr. Johansen seconded by Dr. Whitehurst approval was given for Christmas gifts to the City employees as follows: $25.00 to Administration, Police and Fire Department Employees, and Labor Foreman; $15.00 to laborers with over a year 's ser- vice, and $10.00 to laborer 's with less than a year 's service. Mr. Johansen brought up the matter of Lot clearing and it was ad- vised that the Ordinance is in the process of being made up and should be ready by next meeting. Higginson the Assistant City Clerk be and is hereby authorized to sign all checks for the disbursement of funds of said City. Attest: a-Cle- e S ' City Clerk / (Seal) RESOLUTION NO. 5-9- P> BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA: That WHEREAS, the traffic load on State Road No. 10 between the express- way and State Road No. AlA (Mayport Road) and on State Road No. AlA (Atlantic Blvd. ) between the Mayport Road and 3rd Street in Neptune Beach has increased greatly since the construction of the Matthews Bridge and the expressway, and WHEREAS, the growth of the Beach communities, the development of the lands adjacent to State Road No. 10, and the expansion of the Mayport Naval Air Station have greatly increased the traffic load on this highway, and WHEREAS, it is reasonable to assume that this growth will continue and in all probability double and triple within the next few years, thereby creating an impossible traffic load on the above mentioned highway NOW THEREFORE BE IT RESOLVED, that, the Commission of the City of Atlantic Beach, Florida do all things within its power to promote the immediate construction of a branch of expressway system of Duval County to serve the Beach Communities in the years to come, and BE IT FURTHER RESOLVED That a copy of this Resolution be presented to the Jacksonville Expressway Athority, the Florida State Road Board, the County Commission of Duval County, the Mayor s of our neighboring cities and the Commanding Officer of the Mayport Air Station requesting their support and help in obtaining this much needed improvement. * * * * * * * * Passed by the City Commission on ,21\24 3,-J 19 ,)Jl• Attest: GeLae_ AI-el-- City Clerk (Seal) Introduced by Commissioner W.
