MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE,CITY HALL ON MONDAY, MARCH 24TH, 1958

The meeting was called to order by the MayorrCommissioner,
Mr. Howell.
Minutes of the adjourned meeting of March 17th, 1958 were
approved as written upon motion of Mr. Johansen, seconded by
Mr. Roberts.
Mr. Howell recognized visitors present. Mr. Arthur J. Craig
talked to the Commission about the Beaches Civil Defense work.
He advised that Mr. W.A. Weatherford, of the Duval County Civil
Defense, says that an elected official is not mandatory for
appointment to the Beaches Division of the Council, but is
preferable. Mr. Craig requested that the City appropriate
p200.00 towards the expenses of the Beaches Civil Defense,
as they are already obligated to approximately 4600.00 in
surplus equipment which they were fortureete to secure. There
will be other expenses from time to time, and it is understood
that City of Jacksonville Beach has ear-marked 4600.00 in their
budget for use of Civil l Defense. There was discussion follow-
ing which Mro Marvin introduced Resolution #58-9 appropriating
$200 from unallocated Funds to be used for Civil Defense by
the Beach Unit and moved its adoption. The motion was seconded
by Mr. Johansen and having been duly considered the Mayor put
the question thereon and the vote was unanimous for adoption.
Whereupon the Mayor declared said motion carried and said Resolution
# 58-9 adopted. Copy of said Resolution is attached to these min-
utes and made a part thereof.
Mr. Moore presented Resolution # 58-10 designating nominees to
the Beaches Division of the Dorval County Civil Defense Council
and the position of Director thereof and moved i, 4 adoption
naming, Wm. S. Howell, Marion Marvin, and Hugh Roberts to serve
on the Council and Arthur J. Craig as director. Said motion was
seconded by Mr. Johansen and having been duly considered the Mayor
put the question thereon and the vote was unanimous for adoptioh.
Whereupon the Mayor declared said motion carried and said Resolu-
tion # 58-10 adopted. Copy of said Resolution is attached to these
minutes and made a part thereof.
Mr. Robt. Debell registered a protest against building duplexes
on 50 foot lots, and asked that something be done to stop the
building of dupexes until the Zoning Ordinance is revised and
passed. Mrs. H.P. Dixon also spoke against the duplexes. There
was considerable discussion of this subject and Mr. Harcourt Bull

suggested that you require on a duplex that they have 50 foot
frontage for each living unit with a garage or carport for
each unit not to extend more than 5 feet in front of the main
building. There was further discussion and upon motion of Mr.
Moore, seconded by Mr. Marvin the City Attorney was directed to
draw up an Ordinance amending Zoning Ordinance #50 in line with
Mr. Bull°s suggestions. The Attorney advised that if such an
Ordinance was passed on first reading , having been presented in
writing, that you could perhaps freeze issuing permits for further
duplexes until final passage of the Ordinance.
Mrs. Dixon spoke for a group of ladies making up a Civic Committee
of tate Garden Circles advising that they would like to recommend
that everyone use a blind for their garbage cans. They realize it
will take publicity and work to get this done and the Garden Circles
are offering an $18.00 sward, for the most attractive garbage can
blind. Mrs. Chas. Moore also spoke and asked the co-operation of
the Commissioners themselves and their help in getting others to
look after their cans. They were assured of the co-operation of
the Commission in this effort.
Mr. Howell recognized a g.oup of Fletcher students who were pre-
sent.
A communication was read from Mrs. June Wright, Realtor advising
that Mr. Leroy Johnson, owner of the N. 10 feet of Lot 1 and the
south s7 feet of Lot 2, Block 41 now zoned as Residence "At° peti-
tions that this property be re-zoned as Residence "Ce due to the
fact that it is between the Hotel Bath House and a multiple dwelling
and it zould be impossible to sell this property for a home. The
matter was discussed and upon motion of Mr. Marvin* seconded by Mr.
Moore the City Attorney was directed to write an Ordinance amending
Zoning Ordinance #50 to Rezone in line with request from Mr. Johnson,
with off street parking.
Mr. Waggoner advised that he had received a Retirement Plan from
one of the Insurance companies and was referring same to the Commission.
It was referred to Mr. Moore to look into and report back to the
Commission.
Mr. waggoner advised that he would be gone April 13th to 16th to the
City Managers ' Meeting at Clearwater, Fla.
Mr. Waggoner advised on the results so far of his survey of property
usage and house occupancy. Mr. Williford ( Lots 5 & 6, Block 32) has
advised that he only has two units '- one in the house and one in the
garage). It has been reported that he has more than one unit in the
house, therefore the Commission directed Mr. Waggoner to call on Mr.
Williord for a certificate of usage.
Mr. Waggoner &dvised that Theresa Richards who owns a place on
Frances Ave. , Donner°s Sub-division had requested that she be allowed
to have a small grocery in her home and also sell barbecue - not for
consumption on premises. This is Residence "D" zone. Upon motion of
Mr. Moore, seconded by Mr. Johansen the matter was referred to the
Zoning Committee.

A report which was made by the License Committee of the
Tri-City Advisory Planning Commission and referred to
the governing bodies of the three Beaches as a recommenda-
tion,was referred to our License Committee upon motion of
Mr. Marvin, seconded by Mr. Johansen.
Zoning Committee will meet following the Special Meeting
of the Commission on March 31st, 1953.
Mr. Marvin introduced and caused to be read in full an
Ordinance entitled:
EAn Ordinance Adopting the Florida Model Traffic
Ordinance for Regulating the Movement of all STehi-
cular, Pedestrian and Other Traffic within the City
of Atlantic Beach, Florida"
and moved its adoption on first reading. Said motion was
seconded by Mr. Johansen and having been duly considered the
Mayor put the question thereon and the vote was:
Ayes Johansen, Marvin, Moore, Roberts, Howell
Nay: None
Whereupon the Mayor declared said motion carried and said
Ordinance duly adopted on first reading.
Mr. Marvin introduced and catsed to be read in full an
Ordinance entitled:
"An Ordinance imposing and levying a tax on each and
every purchase of electricity, metered or bottled gas
(natural, liquefied petroleum gas or manufactured)
within the corporate limits of the City of Atlantic
Bleach, Florida; etc.f°
and moved its adoption on first reading. Said motion was
seconded by Mr. Johansen and having been duly considered the
Mayor put the question thereon and the vote was:
Ayes Marvin, Moore, Roberts, Johansen, Howell.
Nay: Nona
Whereupon the Mayor declared said motion carried and said
Ordinance adopted on first reading. The sum of $500. fine
and/or 30 days to be inserted in Section 6.
The Mayor directed the City Clerk to contact the telephone com-
pany and have the listing in the new book under "Emergency Calla"
to for the Fire Dept. Chi-9-2331 , if no answer dial CH-6-2345.
The Police Dept. would like the same listing of numbers.
Mr. Howell advised that he has attempted without success to
contact County Commissioner Mallard. It was suggested that he
send him a registered letter.

Mr. Johansen asked about our charging churches for water
and it was advised that under the Waterworks Revenue Bond
Ordinance we have to charge for all water used.
It was decided to have a special Adjourned Meeting next Monday
night, March 31st, 1958 at 8 P.M° to consider the zoning Ordi.
nance amendments
Upon motion of Mr. Roberts the meeting adjourned to March 31st,

RESOLUTION NO. 58-9
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That
It does hereby appropriate Two Hundred ($200) Dollars
for the use of the Beaches Division of the Duval County
Civil Defense Council, to be paid from the unallocated
funds of the 1958 budget; and that said funds be dis-
bursed from time to time by the City Treasurer upon
request from the Beaches Division of the Duval County
Civil Defense Council without further authority of
this Commission.
Passed by the City Commission on March 24th, 1958.

A RESOLUTION DESIGNATING NOMINEES TO THE
BEACHES DIVISION OF THE DUVAL COUNTY CIVIL
DEFENSE COUNCIL AND TO THE POSITION OF
DIRECTOR THEREOF.
WHEREAS, the City desires to participate in an organized
Civil Defense effort and accepts the suggestion that a Beaches
Division of the Duval County Civil Defense Council be created,
and
WHEREAS, it is now appropriate to designate three elective
officials from the City to become members of the Beaches Division
of the Duval County Civil Defense Council, and to recommend a
Director thereof;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
