02-25-57 v MINUTES OF TEE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, FEBRUARY 25th, 1957 AT 8 P.M. Presents Norman Minchew Glover Weiss Marvin Carr Wm. S. Howell R.L. Wardrep, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.F. Waggoner, Jr,, Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President Mr. Minchew. Minutes of the regular meeting of February 11, 1957 were approved upon motion of Mr. Howell, seconded by Mr. Weiss, Mro Minchew recognized visitors present and called for any business from the floor. Mr. Harrison Rucker spoke for a delegation present and advised that on the matter of closing the beaches they would like to suggest that the beach be closed off during daylight hours from March 15th through November 15th. pro W.L. Whitehurst advised that he would like to see the beach closed off with pilings. There was discussion in which it was brought out that all of this had been considered for months as evidenced in minutes of preceding meetings. It was also suggested that residents north of 15th St0 on Ocean Front were desirous of getting the beach closed off at some point north of the Town and are planning to contact the County authorities regarding this. The matter was deferred to a later date for action on the Ordinance for third and final reading° The audit report for the year 1956 was received from the auditors, Tyson & Meek. Upon motion of Mr. Howell, seconded by Mr. Weiss the auditors report uas accepted and approval was given for the payment of their bill for services rendered in amount of $500.00. Upon motion of Mr. Howell seconded by Mr. Carr the following Resolu- tion was adopted: RESOLUTION NO0 57.4 WHEREAS, The purposes for which the following Funds were created have been accomplished, NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTMC BEACH, FLORIDA, That The Waterworks Construction Fund in the Atlantic National Bank of Jacksonville Florida be closed out and that the balance of $37084 be transferred to the "Utility Revenue Bond Fund", and that, The Saltair Paving Fund and the Cigarette Tax Fund (Receipts are now deposited in the Water Revenue Account) in the Beach Bank be closed out as these accounts are no longer active, and that The remaining unpaid "Special Seawall Emergency" Assessments be transferred to the General. Fund, and the Special Seawall Emergency Fund in the Beach Bank be closed out. The above Resolution is in line with recoomendations of the auditors. 1111 A letter was presented to the Council by the Town Manager showing the count of the parcels of property in the Town of Atlantio Beach as shown on the tax roll. Mr. Waggoner is to get sample copies of specifications, etc. as used by Lake City, and other places in getting bids for assessing the Tax Roll property. He is to contact the Hunnicutt Co. in Tampa, also, for any information they might have. This matter will be considered further at the next regular meeting. P . _ .4 Minutes 2-25-57,5. 57, page #2 The Town Manager advised that Fred Ahern is planning to build 2 houses on the south side of 8th St, in Club Manor and that in observing the 25 foot det-.back deed restriction that it extends the houses into the 30 foot back yard area - one by 5 feet and one by 3* feet. He requested the CouncilAs direction on the matter. There was discussion in which it was decided to contact Mr. Adams the developer, and see if he will change the deed restriction in this particuar block to 20 feet for front set-back, due to these lots being only 100 feet in depth. A letter received from Mr. Floyd Glisson, City Manager for the City of Jacksonville Beach relative to our use of the Jackson- ville Beach jail for our prisoners was discussed and the Town Manager was directed to write Mr. Glisson and see if a plan could be worked out for our continued use of the jail at some fee or charge, either for a definite long term agreement or until we can make arrangements for a jail ourselves. He will report back to the Council at a later date. A letter was received from the East Duval County Mosquito Control District advising that we are entitled to 39 days per annum of the Landfill Operation and requesting a site location if this service is desired. Since we have no site at this time suitable for the operation the Town Manager was directed to so advise the Mosqui- to control District, upon motion of Mr. Weiss, seconded by Mr. Carr. Mr. Waggoner advised that we will start cutting off water for non- payment of yearly rental charge to-morrow. We have extended the time 10 days past the 30 day allowance, and have sent out notices 10 days ago. Mr. Howell advised that he would like for the Council to appropri- ate approximately $5720 for films to tae shown to children. He advised that a projector and screen were available. After some discussion it was decided to analyze the matter and make a decision later. Mr. Howell advised that the Fire Department was going ahead with the free film that they have. Mr. Bullock advised that the Fire Department would like to take over the recreation problems of the Towi, that the Volunteer Firemen could direct baseball, football and other games and sports. He is to bting in a suggested recregtiona1 program for the Councils consideration. Upon motion of Mr. Wardrep the meeting adjourned from day to day at 9040 P.M.
