MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN
COUNCIL HELD AT THE TOWN HALL ON TUESDAY, MAY 7TH 1957 PiT

The reappraisal of the taxable real property In the Town was
discussed and the bids as received and tabulated at the last
meeting were considered° It was brought out that the low bidder,
Cole-Layer-Trumble Co. , were disqualified as the specifications
required thit the work be done under the direction of a member
of the American Institute of Real Estate Appraisers and they
could not meet this requirement; The two remaining bids of
$6,000. fr':m R.H. Hamilton and $5,800. from Hunnicutt and Asso-
ciates were discussed and considered and upon motion of Mr. Weiss,
seconded by Mr. Howell Resolution # 57-6 was presented and motion
made for adoption. Said motion having been duly consi.derdd the
President out the question thereon and the vote was

Whereupon the President declared said motion carried and said

RESOLUTION # 57-6
BE IT RESOLVED BY VIE TOWN COUNCIL OF THE TOW OF ATLANTIC BEACH,
FLORIDA, That
The offer and proposal of Hunnicutt & Associatei of St. Petersburg*
Florida (Addressed to the Mayor and Town Council, Atlantic Beach,
Florida and dated April 16 195'x"a. to appraise al real estate in
said Town for ed valorem tax purposes and to perform the service
and furnish to the Town maps, charts, and other documents as par-
ticularly set forth in said proposal for the. consideration of
Fifty-eight Hundred Dollars !$5800.00) to be paid by the Town as
therein set forth, be and the same is hereby accepted, and

re;;c=i :o6 from the City of Neptune Beach and it was Mr. Thompson's
opia.va treat it would be doubtful if the Town could lawfully enter
into an agreement in the form as submitted. The Town Manager was
directed to return Neptune Beach's agreement to them with the re-
quest that they consider the agreement which the Town of Atlantic
Beach presented to them and which was based on the conditions dis-
cussed at the last meeting between the committees from the two
towns, upon motion of Mr. Carr, seconded by Mr. Howell and carried.
A letter was presented from Sheriff Al Cahill advising that if the
Council would agree to and recommend the appointment of Town Marshall
Russell as a Deputy Sheriff to enforce the County's Resolution clos-
ing the beach for a distance of one mile north of the Town Limits for
the same periods as the Town's beach is closed and to also set up,
maintain and remove the barriers at the appropriate times without
any expense or cost to the Sheriff's Office or the County commission
that he would so deputize Marshall Russell. The matter was discussed
during which the questions of legal liability, costs, the Marshall 's
authprity for stopp$ng offenders, etc, were raised° It was suggested
that the residea4 of North Atlantic Beach hire someone, or arrange

through the County Commissioners to set up, maintain and remove
the barriers. Upon motion of Mr. Howell, seconded by Mr. Weiss
directions were given that the Town Marshall not be allowed to
go outside the Town of Atlantic Beach except on Town business
when on duty.
The Town Clerk will be out of town on vacation the latter part
of the month and it will be necessary for payroll checks to be
signed, therefore it was requested that approval be given for
the assistant Town Clerk to sign checks in the absence of the
Town Clerk. Therefore upon action of Mr. Carr, seconded by Mr.
Howell the following Resolution #57-7 was unanimously adopted:

BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH, FLORIDA, That
In the absence or disability of the Town Clerk of said Town,
the Assistant Town glerk be and is hereby authorized to sign
all checks for the disbursement of funds of said Town.
BE IT FURTHER RESOLVED, That all checks so signed by the
Assistant Town Clerk should be sufficient authority for the
depository on which drawn to honor same, and
BE IT FURTHER RESOLVED That the Town Clerk be and she is auth-
orized and directed to furnish the Beach Bank a ceritfied copy
of this Resolution.
Ordinance #190 being an Ordinance prohibiting the sale, serving,
etc. of alcoholic beverages at any place outside of the building
or structure of the vendor was brought oyt of committee and
presented for third and final reading. The Ordinance having been
read and amended by adding after "Florida Statutes" in Sections 1
and 2 the words " whose place of business is situated in Business
"Ari Zone as defined by Ordinance #50 as amended", Mr. Howell
moved that said Ordinance be adopted on third and final reading as
amended which motion was seconded by Mr. Weiss. Said motion having
been duly considered the President put the question thereon and the
vote was

Absent : Wardrep.
Whereupon the President declared said motion carried and said
Ordinance #190 adopted on thrid and final reading.
Mr. Weiss asked if something could be done to clean up the unsight-
ly condition along Atlantic Boulevard since this is the entrance to
our Town. There is nothing in our laws at present to cover the
situations that exist„ but the matter will be given further study
and consideration.
There was discussion of zoning in the Town and the fact that some
areas are at present unzoned. As soon as the Town Manager has
completed the maps he is preparing, study will be given to this
zoning problem.
Upon 'Edition of Mr. Howell the meeting adjourned from day to day at
9 :45 P.M„
