Mayor - Sick The meeting was called to order by the President, Mr. Minchew. Minutes of the regular meeting of September 9th, 1957 were approved es written upon motion of Mr.., Wardrep.; seconded by Mr. Carr. M`rMinc>iew recognized visitors present and called for business from this floor0. Mr P.H. Gay asked that he be excused from pay- ing the garbage collection fee as there is no one living in the apartrent at his place since the Hungarian family moved and he does .ot have any garbage in connection with this business. Mr. Gaye request was granted:, Mr. Waggoner brought up other garbage delinguents and asked council direction on their disposition* as he !las made efforts to collect or get letters from them but has not succeeded. The Council advised the Town Manager to go along wi`;h them until the next meeting and see if they could be taken care of before then 0 by either payment or letter as set-up by the Ordinance. A proposal was received from Pierces Garrison, Wulbern to act as F' soal Agents for the Town of the Sewerage Project. There was a d a.scussion and Mr. Thompson <advisea that he thinks the Town should heve a figure from the Engineer to give to the Fiscal Agent before we accept his proposal and ask him to go forward with plans, also tha°_, we should hear from the state Board relative to our request for a grant, as we might need more than the $2505000. initially. It ores decked to postpone action on this matter until the next meeting when we hope to have the above information Mr. Donald Fox presented a plan from the Minnesota Mutual Life Insurance Co. covering retirement plans on employees. The Council will take under consideration and make a determination at a later date after their study of the plans. The matter of Lot Cleaning was presented by Mr. Carr and discussed at length. The Town Manager was requested to make a map showing the lots that need cleaning and this will be studied and determination of the lots to be cleaned will be made from that. Mr. Minchew presented Ordinance #207 being an Odd,iinnce fixing, levying and establishing feel and charges to be paid by the owners of certain propert3..es and premises situate in the Town of Atlantic Beach, Florida for the privilege of using the sewage disposal sys- tem of the City of Neptune Beachv Florida. for third and final reading. The Ordinance having been read. Mrs. Howell moved that said Ordinance be adopted on third and final reading, which motion was seconded by Mr0 Carr. Said motion having been duly considered the President put the question thereon and the vote was Aye: Carr Howell q Wardrep 5, Weiss , Minchew 11/ Whereupon the President declared said motion carried and said Ordinance #207 adopted on third and final reading„ The matter of using the Jacksonville B.'ach Jail for our prisoners was discussed. Mr. Thompson advised that the Jacksonville Beach attorney had advised him that Jacksonville Beach want's us to make i 14 Minutea 9-23-57 Page #2 arrangements to discontinue use of their jail, as is presently done, hr. Thompson advised that he and Mr. Stratford would meet with a committee from each Council and the City Managers and see what can be worked out. There was a discussion in. which it was brought out that we could give Jacksonville Beach an Indemnity Agreement for any prisoners we have in their jail until other arrangements can be made. hr. Thompson was asked to make arrangements for a meeting of our Police and Public Safety Committee, Town Attorney,; and Town Manager with Jadk- onv11.1e Beach representatives one afternoon as soon. as possi- ble. The Preliminary Tax Assessment Roll for the year 1957 was pre- sented by the Tax Assessor. Mr. Care-presented Resolution #57.=l0 being a Resolution to Approve and Adopt the Preliminary Tax Assessment Roll for the year 1957 and setting the date for the meeting of the Council as an Equalization Board fox Thursday, October 10th, 1957 at 8 P.h. in the Town Hall which Resolution was read in full, and moved .it 's adoption. Said motion to adopt, said Resolution was seconded by Mrs Weiss. Said motion having been duly considered the President put the question thereon and the vote was as follows Aye: Carr Howell, Wa.rdrep Weiss, Minchew Nay: a Zone Whereupon the President declared said motion carried and said Resolution #57010 adhp`;ed, Upon motion of Mr, 'Wardrep;, seconded by Mr. Howell the Town Clerk. was directed to publish and post the notice re: 1957 Prelizalnary Tax Assessment Roll and Equalization Board meeting as set forth in Resolution #57.-100 Mr. Carr introduced by Title Only an Ordinance Approving and Adopting the 1957 Tax, Assessment Roll on first reading. Said motion was seconded by Mr. Howell, and having been duly considered Me President put the question thereon and the vote was Aye: Carr. Howell, Wardrep Weiss, Minchew Nay: None 8 Whereupon the President declared said motion carried and said Ordinance approved on first reading. Upon motion of Mr. Weiss seconded by Mr, Carr the Ordinance was presented on second reading by Title Only. The motion having been duly considered the President put the question thereon and the vote was: Ayes Carr, Howell, 'War d,:ep 0. Weiss, Minchew Nay: None Whereupon the President declared said motio* carried and said Ordinance approved on second reading., Mr© Waggoner advised that Hunnicutt & Associates will have repre- sentatives here for a couple of days prior to the Equalization Board meeting and also at the meeting on October 10th. There was considerable discussion of the traffic problem at Atlantic Blvd. and Mayport Rd. The matter has been discussed with the State Road Department and they are starting on making some changes in the setup at that intersection which it :is hoped will improve the traffic conditions • The Fire Chief made his monthly report which was filed:. There was a discussion of the dog problem in the Town. NOW THS:A EFORE BE IT RESOLVED BY THE TOWN COUNCIL OF THE i TOWN OF ATL1NTIC BEACH, FLORIDA, That the said Preliminary Tax ssessment Roll, be, and the sante is, hereby approved. BE IT FURTHER R That the Town Clerk shall post at the Town Hall and at two other public places in the Town and shall also cause to be published daily for four consecutive days in a newspaper published in the City of Jacksonville, Duval County, Florida, notice that said 'ax ssessment Roll has been submitted to the Town Council and approved, and also requiring all persons desiring to have corrections thereof made, whether in listing, valuation of property or otherwise, to file with the Town Tax k ssessor on or before the /Cid. day of October, 1957, at 8 P.s`.. their petition to the Town Council setting forth their objection to said Assessment Roll and the correction they desire made, and that also on the jazeia day of October 1957 at 8 P.M. the Town Council shall meet at the Town Hall for the purpose of equalizing said assessments and making proper correction therein. RESOLUTION NO. 57-11 BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, Section 1. That no objection is interposed to the introduction and passage of a Special Act of the Legislature of the State of Florida to include within the territorial boundaries of the City of Atlantic Beach, Florida, Sections 5,6,7,$ and 9, Township 2 South, Range 29 East, by amending Section 2 of the City Charter, said proposed Act being entitled as follows: "AN ACT TO AMEND SECTION 2 OF CHAPTER 57-1126 LAWS OF FLORIDA, REGULAR SESSION 1957 THE SAME BEING ' AN ACT TO INCORPORATE THE CIT ' OF ATLANTIC BEACH, FLORIDA IN DUVAL COUNTY, AND TO PROVIDE FOR ITS GOVERNMENT AND PRESCRIBE ITS JURISDICTION, POWERS, PRIVILEGES AND IMMUNITIES, AND TO ABOLISH THE PRESENT MUNICIPALITY OF THE TOWN OF ATLANTIC BEACH, AND PROVIDING FOR A REFERENDUM' , BY IN- CLUDING FRACTIONAL SECTION 5 AND 6 AND SECTIONS 7,$, AND 9 TOWNSHIP 2 SOUTH RANGE 29 EAST WITHIN ITS TERRITORIAL BOUNDARIES: AND TO PROVIDE FOR A AMi REFERENDUM ELECTION FOR THE ADOPTION OR .REJECTION OF THIS ACT." Section 2. That copies of this Resolution be furnished to each member of the Duval County delegation to the Legislature.
