Upon motion of Mr. Howells seconded by Mr. Carr the minutes
of the regular meeting of November 25ths 1957 were approved
as written.
Mr. Minchew recognized visitors present and (ladled for any
unfinished business, There being none: he celled for a
motion to adjourn.
Upon motion of Mr Wardrep this the last meet ,,ig o± the Town
Council of the Town of Atlantic Beach, Florida was adjourned
at 8:15 PMO

MINUTES OF THE FIRST MEETING OF THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, FLORIDA HELD AT THE CITY HALL ON
TUESDAY, DECEMBER 3RD, 1957 AT 81,5 P'.M�
In line with the provisions of the new charter of the City of
Atlantic Beach, Florida the following Commissioners were sworn
into office by Adele S. Gragef City Clerk?
Wm. S. Howell, Mayor-Commissioner,, Seat #1
Preben Johansen, Seat #2
Hugh Roberts, Seat #3
Charles R, Moore 8 Seat
Marion F, Marvin, Seat #5
The Commissioners then took their seats and the meeting was
called to order by the Mayor-Commissioner Wm- 5,., Howell, who
recognized visitors present.
Commissioner Johansen introduced in writing an Ordinance entitled
"An Ordinance Establishing the Fiscal Year of the City of Atlantic
Beach, Duval County, Florida" and moved its adoption on first read-
ing. Said motion was seconded by Commissioner Roberts and having
been duly considered, the Mayor put the question thereon and the
vote was:
Aye: Johansen, Roberts, Moore, Marvin, Howell
Nay: None
Whereupon the Mayor declared said motiom carried and said Ordinance
adopted on first reading.
Commissioner Johansen introduced in writing Resolution X57-17C
being a Resolution designating; the depositories for city funds and
providing for withdrawal thereof and moved its adoption t usald
motion was seconded by Commissioner Moore and being duly considered
The Mayor put the question thereon and the vote was
Aye : Johansen, Roberts, Moore, Marvin. Howell
Nay; None
Whereupon the Mayor declared said motion carried and said Resolution
#57-17C duly adopted Copy of Resolution attached and made a part hereof.
Commissioner Marvin introduced in writing an Ordinance entitled "An
Ordinance Adopting the Budget for the City of Atlantic Beach, Florida
for the Fiscal Year 1958, and Appropriating Money to Provide for the
Debts and Expenses of the City as Therein Shown" and moved its adope
tion on first reading. Said motion was seconded by Commissioner
Moore and having been duly considered, the Mayor put the question
thereon and the vote wee

Upon motion of Commissioner Roberts, seconded by Commissioner
Moore the City Clerk was directed to publish in this week's
issue of the Ocean Beach Reporter a Notice of Public Hearing
on the Budget Ordinance, said hearing to be held at the City
Hall on Friday, December 13th, 1957 at 8 P.M.
There being no further business, Commissioner Moore moved
adjournment to December 6th, 1957 at 8 P.M.

RESOLUTION 7 i 7 e2- o
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC
BEACH, DUVAL COUNTY, FLORIDA, That,
Section 1. As required by Waterworks Bond Ordinance #172,
any and all of the revenues derived from the operation of
the Water System of said City, and all of the net proceeds of
the Utilties Service Tax and the net proceeds of the Cigarette
Tax shall be deposited in the Atlantic National Bank of Jack-
sonville, Florida in the accounts as provided in said Ordi-
nance #1.72„ and that
Section 2. All other funds of the City be deposited in the
Beach Bank of Jacksonville Beach, Florida, and that
Section 3. A separate account be maintained at the Beach Bank,
Jacksonville Beach, Florida in which all monies received from
the Waterworks revenue, utilities tax, and cigarette tax shall
be deposited; said account to be a clearing account.
AND BE IT FURTHER RESOLVED THAT,
Section 4. Funds of the City shall be subject to withdrawal only
upon check signed on behalf of the City by the City Treasurer and
countersigned by either the Mayor-Commissioner or the Mayor Pro-
tem.
