04-17-56 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN
COUNCIL HELD AT THE TOWN HALL ON TUESDAY, APRIL 17, 1956 AT
8 P.M.
Present :
Norman Minchew
L.J. "Jack" Feather
R.L. Wardrep, Councilmen
and
J.A. Reid, Mayor
J.F. Waggoner, Jr. , Town Manager
Adele S. Grage, Town Clerk
Frank Thompson, Town Attorney (late)
The Council met, pursuant to notice of cause for revocation
of beer license of Budd Charles LymanAnchor Inn, and no
hearing having been demanded the Council considered the evi-
dence in the case as provided for by Ordinance No. 163. Mr.
Minchew stated that he thought it a good idea for the Council
to go on record that when anyone is convicted for selling to
minors they can expect the maximum penalty as provided by
Ordinance. It being determined by the records that Budd
Charles Lyman and his employee, Laverne Creamer, were found
guilty in municipal court on `'larch 30th, 1956 for serving
beer to a minor, and this is the second convietion for Lyman
it was moved by Mr. Feather that the license of Budd Charles
Lyman at the Anchor Inn be suspended for a period of ninety(90)
days to become effective 5 days from date notice is served.
This was seconded by Mr. Wardrep and carried.
The Council recessed and reconvened in adjourned session
to consider matters of business.
G.M.
Mr. George Russell and Mr./Rushton of Russell & Axon, Engineers
of Daytona Beach were present and conferred with the Council on
the sewerage project. Mr. Russell reveiwed the work done by
his firm in 1947 and revised in 1954. He advised that the Town
would have to tell them which of the "future lines" in the orig-
inal estimate had now become needed lines due to the Town's
growth. He estimated that they could bring these estimate up-
to-date so that a fiscal agent could use them in about 3 weeks
for a cost of $300. He advised that if we had them do this that
it would not obligate the Town to go on further with then although
they of course would like for us to. Due to the increas in
construction costs in past two years he thinks the total estimate
for this project would be approximately $418,000. He advised
that his company would credit the Town $13,500. in lieu of the
$10,000. which has already been paid them if they are given the
contract as Engineers. He also advised that the $300. report
would include operating costs but not financial statement. The
Council will take their proposal under advisement and will advise
them later.
Upon motion of Mr. Feather, seconded by Mr. Wardrep the following

The Town Clerk advised that due to a clerical error the=:taxes of
Mr. A.G. McFall on Lots, 830 to 837, 849 and 850 Saltair were
extended to include Homestead Exemption instead of deducting
the exeiption and advised that we owe Mr. McFall $55.00 refund
on Receipt #18261. Upon motion of Mr. Feather, seconded by
Mr. Wardrep the following Resolution was adopted :
Whereas a clerical error was made in extending the 1955 Tax Roll
on Lots 830 thru 837 and 849 and 850 Saltair by failing to de-
duct the Homestead Exemption,
NOW THEREFORE BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH, FLORIDA, That
The amount of $55.00 be refunded to Mr. A.G. McFall on Receipt
#18261 to cover the amount of the Homestead Exemption, and that
