MINUTES OF THE REGULAR IEETING OF TEL ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY, AUGUST 14TH, 1956 AT 8 P.M.

The meeting was called to order by the President, Mr. Minchew.
Minutes of the adjourned meeting of August 7th, 1956 were read
and upon motion of Mr. carr, seconded by Mr. Wardrep were approved
as read.
Mr. iinchew presented and caused to be read in full Ordinance #193
being an Ordinance entitled " An Ordinance amending Section 21 of
Ordinance #172 of the Town of Atlantic Beach, Florida,etc" to increase
the gallonage allowance on water in Atlantic Beach. Mr. Carr moved
that all rules be suspended and that said Ordinance be passed on third
and final reading, which motion was seconded by Mr. Wardrep. Said motion
being duly considered the president put the question thereon and the
motion was unanimously carried . Whereupon the President declared said
Ordinance $ 193 duly adopted on third and final reading.
There being no further old business for this Council to consider at
this time , they went into session as a Canvassing Board to receive
the report from the election officials covering the 1956 General
Municipal Election.
The following Resolution #56-11 was presented by Mr. carr who moved
its adoption. Said motion was seconded by Ar. Wardrep and being duly
considered the President put th6 question thereon and the motion was
unanimously carried. Whereupon the President declared said Resolution
#56-11 duly adopted as follows :

WHEREAS, the Inspectors and the Clerk of the General Municipal Election
held in Atlantic Beach? Florida on August 14, 1956 for the purpose of
electing a Mayor and five Councilmen, canvassed the votes cast and did
make the returns on the same in words as follows :

FOR THE PURPOSE OF ELECTING A MAYOR AND FIVE COUNCILMEN.

We, the undersigned, being the Inspectors and Clerk appointed to con-
duct the General Election in the Town of Atlantic Beach, on Tuesday, August 14th,
1956, for the purpose of electing a Mayor and five Councilmen, hereby certify
that we conducted said election on said date, and counted the ballots cast for
and against the candidates whose names are printed on the ballots and find the
results to be as follows:
we number of qualified voters, according to the Registration Book, was 621
The number of such qualified voters who participated in said election, and who
cast ballots in said election, was .

NOW THEREFORE BE IT RESOLVED, That it is hereby unanimously voted that
said returns be accepted as reported,
AND BE IT FURTHER RESOLVED' and it is hereby found and determined by the
Town council of Atlantic Beach, ilorida, acting in the capacity of a Lan-
vassing Board, that a majority of the qualified voters, who participated
in said General Municipal Election cast their votes in favor of the
above candidates as follows:
FOR MAYOR: John A. Reid 403
For councilmen:
Glover Weiss 320
Norman Mine hew 318
Robert L. Wardrep 297

Wm. S. Howell 267
and it is further found and determined that the above named candidates
are duly elected to serve for the next two years.
Upon motion of Mr. Wardrep the meeting adjourned at 8:40 P.M.

MINUTES OF THE NEWLY ELECTED TOWN uOUNuIL OF THL TOWN OF ATLANTIC BEACH,
FLORIDA HELD AT THE TOWN HALL ON TUESDAY, AUGUST 14th, 1956 AT 8:50 P.M.
In line with the findings of the Lanvassing Board, the following were
sworn into office by the Town Clerk:
John A. Reid, Mayor
and
Marvin carr
Wm. S. Howell
Norman Minchew
Robt. L. Awrdrep
Glover Weiss, councilmen.
The Mayormpresided and called for nominations for President of the
council. Mr. uarr moved that Mr. Norman Minchew be elected President
of the council, which motion was seconded by Mr. Weiss. He called for
further nominations , and there being none he put the question and the
call vote was : Aye , Carr , Wardrep, Weiss
Pass, Howell, Minchew
Whereupon the Mayor declared said motion carried, and Mr. Minchew
duly elected as President.
The meeting was then turned over to Mr. 4inchew as President.
Upon motion of Mr. uarr, secobded by Mr. Wardrep, Mr. Weiss was elected
Vice-President of the council.
Upon motion of Mr. Wardrep, seconded by Mr. Weiss, Mr. Frank Thompson
was appointed Town Attorney.
Mr. Reid advised that he was not ready fo make a recommendation for
Municipal Judge at this time. A letter is on file from Judge uraig that
he does not wish to be considered for re-appointment.
The Mayor recommended J.L. Russell as Town Marshall. Upon motion of Mr.
uarr , seconded by lir. Weiss this appointment was approved as recommended.
Uppn motion of Mr. uarr, seconded by Mr. Howell the firm of Tyson &
Meek was approved as auditors for the year 1956.
Upon motion of Mr. uarr, seconded by Mr. Wardrep Mr. Richard Hamilton
was appointed Tax Assessor.
Upon mation of Mr. Howell, Seconded by Mr. uarr, Mr. J.F. Waggoner, Jr.
was retained as Town Manager.
Upon motion of Mr. Wardrep, seconded by Mr. uarr, Mrs. Adele S. Grage was
appointed Town clerk, Tax collector and Town Treasurer.
Upon motion of Mr. Howell, seconded by Mr. Wardrep Mr. Edward Bullock was
appointed Fire chief.
Upon motion of Mr. Weiss, seconded by Mr. uarr the present Town employees
were retained.
Mr. Weiss moved that the council have two regular meetings a month on
the 2nd and 4th Tuesday nights at 8 P.M. at the Town Hall, which motion
was seconded by Mr. Howell. Mr. uarr advised that he felt that one regular
meeting a month with the council being in adjourned session as they have
been doing was sufficient. After due consideration Mr. Minchew put the
question and the call vote was : Aye , Howell, Minchew, Wardrep, Weiss,
Nay: uarr
Whereupon the President declared the motion carried.
Upon motion of Mr. Wardrep, seconded by Mr. Weiss, Ars . Grage and Mrs.
Mozo were designated to tabulate the straw ballot covering sale of alco-
holic beverages on Sunday in Atlantic Beach. Ballots to be counted Wednes-
4111 day morning.
Upon motion of Mr. Wardrep the meeting adjourned from day to day.
