MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY, AUGUST 28TH, 1956 AT $:30 P.M.

The meeting was called to order by the President, Mr, Minchew.
The minutes of the regular meeting of August 14, 1956 were read and
upon motion of Mr. Howell, seconded by Mr. Weiss were approved as read.
The minutes of the regular meeting of the newly elected Town Council of
August 14, 1956 were read and upon motion of Mr. Weiss, seconded by
Mr. Wardrep were approved as read.
The minutes of the adjourned meeting of August 15, 1956 were read and
upon motion of Mr. Carr, seconded by Mr. Weiss were approved as read.
The minutes of the adjourned meeting of August 21, 1956 were read and
upon motion of Mr. Howell, seconded by Mr. Weiss were approved as read.
Mr. Erwin Bowery requested that steps be taken to clear vacant lots as a
mosquito elimination and health improvement measure and presented a copy
of the City of Jacksonville Beach Lot Clearing Ordinance to be used as a
guide for proposed ordinance. Mr. P. H. Gay, Mr. Bonnie I. Smith and
Mr. Dan McNeil, Commissioners of the East Duval County Mosquito District,
stated that they hoped that some form of cooperation between the Mosquito
District and the Town comparable to the arrangement with the City of
Jacksonville Beach Could be worked out. This proposal was referred to
the Laws and Rules Committee to investigate our present ordinance and
to compare it with the lot clearing ordinances of the City of Neptune
Beach and the City of Jacksonville Beach.
Mayor Reid appointed Mr. Angus H. Dunlop as Municiple Judge and requested
approval from the Council. Upon motion of Mr. Carr, seconded by Mr. Weiss
this approval was confirmed.
Motion made by Mr. Weiss that final estimates of the Southeastern
Contracting Company be approved in the amounts of $744.10 on the pipe
work and $1500 on the plant to be paid from the Water Works p
�t jeconded by Mr. Howell, motion carried.
After considerable discussion concerning the Sanitary Landfill contract
with the East Duval County Mosquito Control District Mr. Weiss made the
motion, seconded by Mr. Carr to accept the yearly charge of $1100 on a
new contract to be submitted covering location of landfill. The motion
was carried.
Upon motion of Mr. Weiss, seconded by Mr. Howell permission for The Beach
Bank to transfer collateral bonds in the amount of $5000 covering the
Town's deposits was approved.
A letter from the Rev. Mr. Carrol Kendrick of the Neptune Baptist Church
commending the Council on their action in passing Ordinance No. 191 was
read.
Mr. Menchew presented the Insurance policies becoming due for renewal in
the near future and stated that he thought considerable money could be
saved if various other Insurance Companies were considered. Motion
made by Mr. Carr that the Finance and Taxation Committee investigate
this matter and report back on same, seconded by Mr. Wardrep, the motion
40 was carried.
Mr. Howell suggested that the minutes of each Council meeting be prepared
the following day and copies delivered to all Council members, the Mayor,
and the Press. Mr. Weiss put this in the form of a motion, which was
seconded by Mr. Howell and carried.
