10-08-56 v MINUTES UY THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, OCTOBER 8TH, 1956 AT 8 P.M, Present: Norman Ainchew Glover Weiss Marvin Carr Wm. S. Howell Robert L. Wardrep, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.F. Waggoner, Jr., Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr. Minchew. Minutes of the regular meeting of September 24, 1956 were approved as written upon motion of Mr. Howell, seconded by Ar. Weiss. Minutes of the adjourned meeting of September 28, 1956 were approved as written upon motion of Mr. Carr, seconded by Mr. Weiss. Mr. Wardrep reported that he should have some definite plan to submit by the next meeting on retirement for Town employees. Mr. Ninchew appointed the following committee to work up a proposed new charter for the Town for presenta'ion to next Legislature: Walter Freeman, Chairman, Harcourt Bull, H. Lynton Tyson, Wm. S. Howell, and Robt. L. Wardrep. It was reported that Mr. Walter Parks, Jr., Engineer, is doing quite a lot of ground work on the preliminary sewerage study, testing ouE some of the old sewerage lines to see if can be salvaged and used in the proposed new system. He hopes to have his report ready in two or three weeks. Mr. Waggoner reported on a letter received giving information on the Bill passed giving aid to small municipalities under the Water Pollu© tion Act and advising that forms were not yet ready for making applica- tion for assistance under this Act. Mr. Weiss feels that we should contact Mr. Charles Bennett, Representative M.C. , getting the proper procedure and asking that we be kept informed so that we can get an application in immediately when they are ready. It was the consensus of opinion that Mr. Waggoner be asked to write Representative Bennett on this. The Treasurer°s report for the month of September 1956 was presented and upon motion of Mr. Carr, seconded by eir. Howell was approved. Current bills in the amount of $1,686.58 were studied and upon motion of Mr. Wardrep, seconded by dir. Carr were approved for payment as listed and filed. The Town Manager°s report was received and filed, Mro Waggoner advised that plans and specifications for remodeling the Town Hall were out for bids and he hoped to have them back in time for the meeting on October 16th, 1956. Mr. Waggpner advised that he has talked to Ar. George Simons relative to rezoning the Town, and Mr. Simons will be out one day this week to go over the Town and give him an idea as to what the cost will be for 0 this service. Mr. Wardrep advised that he had talked to Ben McCormick relative to a sidewalk on Sherry Drive and they will lay the sidewalk and let the Town pay for it by the month without interest. The matter was refereed to the Streets and Highways Committee for further stud,. A Page 2 © October 8,1956 Ordinance No. 195 being an Ordinance entitled: " AN Ordinance providing that :Lt shall be unlawful for any owner or operator of any restaurant or place where foods are served for consumption on the premises, or any person engaged in the business of operating an esablishment for public entertainment in the Town of Atlantic Beach, Florida, to permit, suffer or allow to be consumed on the premises used for the operation of such business or businesses any alcoholic beverages as defined in. the Beverage Act of the State of Florida between the hours of 12 o'clock midnight Saturday and 7 olclock A.M. Monday, and between the hours of 12:01 o'clock A.M. and 7 o'clocA.M. on<iall other days, and pro- viding penalty for violation thereof" was introduced by Mr. Minchew and read in full. Mr. Wardrep moved that said Ordinance beassed on third and final reading with Sec. tion 2 thereof showing $500 . fine and 30 days imprisonment, which motion was seconded by Mr. Carr. Said motion having been duly con- sidered the President put the question thereon and the vote was: Aye: Carr, Howell., Wardrep Weiss, Minchew Nay: None Whereupon the President declared said motion unanimously carried, and said Ordinance adopted on third and final reading° The Ordinance was referred to the Mayor vaho immediately signed and returned to the Town Clerk. The Town Clerk reporzed that the liquor license at the Kennel Club had been transferred from Robert D. Wilcox to Louis Stuart. The Mayor approved the transfer of the license subject to approval by the State Beverage Director, which was done. The Fire Chief reported that they had answered 3 calls. He has in- spected the school to-gather with an inspector from the rating bureau of the Southeastern Underwriters, and that they will have a report ready soon. He also reported on the fire on Sunday, October 7th at the Rogers place located north of the Town limits. The Town Mars:iall gave a report and advised that Eddie Bullock and Eddie Russell are working with the School Boy Patrol now. Mr. Carr asked that further steps be taken to clear out the bad core ners, especially at 3rd and East Coast Drive. The Town Manager ad- vised that they were working on this project now, and had cleared quite a few corners, but some of the shrubbery is on private property and we will have to contact the owners before we can go in on their property and cut it down, and some of them live out of Town. He will continue his efforts to correct these conditions. Mr. Weiss advised that he felt the Fire Department should have neces- sary equipment to function properly° It was suggested that they need different type gas masks to the ones they now have, and the Town Man- ager advised that he was ordering 2 of the better masks as needed. It was suggested that they have the SOS type fog nozzles, and after discussion, Mr. Carr moved that we purchase 2- 1. 40 foil/nozzles, 1-2i" fog nozzle and 2 gas masks for the Fire Departmbnt, which motion was seconded by Mr. Weiss and carried, Upon motion of Mr. Wardrep the meeting adjourned from day to day at 9:20P.M, 7 C 4Th 2?1tlut. //Cut -__Ls Attest: Norman Minchew, President ad,e„ .
