ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, OCTOBER
16TH, 1956 AT 8 15 P.M,

The meeting was called to order by the President, Mr. Minchew9 and
immediately went into session as an Equalization Board to receive
complaints or requests for changes in the 1956 Tax Roll. Certificate
of Publication covering the notice of this meeting is attached hereto
and made a part of tLese minutes.
Mr. Harcourt Bull requested consideration of the Council to the assess-
ment against the Beauty Shop building and the Wood treatment Plant
building, both located on the R.C.B.S0 Corp, acreage on Airport Lane,
as he feels they are assessed too high and not equal to other assess-
ments on the roll. There being no further complaints the Council
decided to take this one under consideration and make a decision
at the adjourned session immediately following.
The Council next went into adjourned session and took under consider-
ation the request of Mr. Bull as stated above. After due considera-
tion Mr. Howell moved that the Beauty Shop building be reduced to
41,000, instead of 41,500., and that the Wood Treatment Plant build-
ing remain at 42,500. as assessed. The motion was seconded by Mr.
Wardrep and carried.
Mr. Minchew introduced and caused to be read in .full Ordinance No. 196
being an Ordinance entitled:
AN ORDINANCE to Approve and Adopt the Tax Assessment Roll for
the year 1956, and to L-zetermine and Fix the Rate of Taxation
and make the nnual Tax Levy of the year 1956"
Whereupon Mr. Howell moved that the said Or, nance be adopted on third
and final reading. This was seconded by Mr. Wardrep and a discussion
as to millage followed, Mr. Weiss would like to see a slight token
reduction in the millage as he feels it would cause a good feeling in
the Town and also set a good example for other places to follow.
Mr. Wardrep and Mr. Minchew feel that we should remain at the 11 mills
as set up for the 1956 budget in order to do the things that need to
be finished under the 1956 budget. Said motion having been duly
considered the President put the question thereon and the vote was

Absent: Carr
Whereupon the President declared said motion carried and said Ord=
inance No. 196 duly adopted on third and final reading with tax rate
of 11 mills as specified in the Ordinance.
Bids for the alterations and addition to the Town Hall were received
and tabulated as follows:

• Upon motion of Mr. Howell, seconded by Mr. Wardrep the contract for
the work was awarded to Mr, R.S. Thames, the low bidder.
Mr. Richard Hamilton, Tax Assessor talked with the Council on the
need of reworking the Tax Roll as to valuations and descriptions,
and advised that it would be to the advantage of all to have this
work done and have the tax load spread equally on the roll. Mr.
Harcourt Bull else urged a re-working of the Roll by next year's
Tax Roll. It was the consensus of opinion that this should be done,
and it is planned to include in the 1957 Budget.

There was a lengthy and serious discussion as to the electrical
situation in the Town. ter. Weiss advised that he felt a survey
should be made by the City of Jacksonville without further delay.
14r. Waggoner advised that he had written Jacksonville as directed
and had had no reply from them. It was definitely brought out that
something must be done, as Neptune Beach was not without current
all day during the winand raih, while Atlantic Beach only had
current for about 3 hours in the afternoon and the current for
both comes from Jacksonville. It was decided that the entire
Counpiil would go in with the Public Utilities Committee to see
J4r0 J. Dillon Kennedy, Commissioner of Public Utilities on this
matter. It was brought out that current failure in Atlantic
Beach is becoming more frequent and of longer duration even
without the storms.
Mr. Howell brought up the matter of dogs - barking dogs in par-
ticular = and advised that there had been definite complaints in
one instance. Mr. Russell has been to see the owners, but to date
the dog is still barking. He would like some Council action on
the matter. There was discussion and the Council directed that
a letter be written aver the Presidentgs signature that the owner
have the dog cease and desist the continual barking as it is in
violation to Town Ordinance, and if not done we will have to take
further action.
Upon motion of Mr. Wurdrep the meeting adjourned from day to day,
at 10:15•
