HELD AT THE TOWN HALL ON MONDAY, DECEMBER 10T2, 1956 AT 3 P.M.

The meeting was called to order by the President, Mr. Minchew.
Minutes of the regular meeting of November 26th, 1956 were
appr•'ved as written upon motion of Mr. Howell, seconded by Mr.
Weiss.
Mr. Minchew recognized visitors present and called for any bus-
iness from the floor. The manager of the Kennel Club requested
the Council to consider allowing them to remain open on New Year °s
Eve after 12 midnight, as most of the celebrating on that night
is done after that time. It was the consensus ::.f opinion that it
was settled by the decision of the citizens of Atlantic Beach at
the last election that the closing hour be midnight to comply with
the State law, and the attorney advised that it would take an
Ordinance to amend of change the present Ordinance and that the
time element would not permit such a change in time. It was the
opinion of the Council as expressed that they would not favor chang-
ing the present Ordinance.
The Town Manager reported on table lay-outs for the Council Chamber
and will get further information and prices on the three table cir-
cular plan.
Mr. Waggoner reported that Mr. Parks hopits to have the Preliminary
Sewerage Plans ready before Christmas. He also advised that he has
the necessary forms to make application to the government for assis-
tance in financing the treatment plant.
Mr. Minchew presented and caused to be read Ordinance $197 being an
Ordinance Adopting the Budget for the Fiscal Year 1957. This Ordinance
having been read, Mr. Carr moved that said Ordlnanee be passed on
third and final reading, which motion was seconded by Mr. Weiss
Said motion having been duly considered the President put the question
thereon and the vote was:
Aye: Weiss, Carr, Minchew Wardrep.
Nays Howelbecause of inequality of pay raises.
Whereupon the President declared said motion carried and said Ordinance
adopted on third and final reading.
Mr. C.E. Young requested that the Council be advised that he had not
been able to obtain a title certificate on the car which he bought
from the Town at Public Auction on October 17, 1956? and he would
like to know if the Council would approve refunding him his $80.
and take the car back. Also what could he do about getting money
back which he had spent on the car for storage and wrecker charges,
tire and other work. It was the consensus of opinion that the Town
would give him back his $80. if he returned the car but that they
were not responsible for other charges and he would have to work
11, that out himself. The matter was turned over to the Town Manager to
handle.
The Treasurer's report for the month of November, 1956 was presented
and upon motion of Mr. Weiss, seconded by Mr. Howell was accepted.

Current bills in the amount of $2,080.90 were studied and upon
motion of 'fir. Weiss, seconded by Mr. Howell were approved for
payment.
Final bill from R.S. Thames (corrected to include extra electrical
outlet) in amount of 00.58 was approved for payment upon motion
of Mr. Weiss, seconded by Mrs Howell.
A letter of thanks for the donation made to their welfare fund
was read from the Atlantic-Neptune P.T.A.
Mr. Weiss suggested that the Town Manager give some thought to
having the tennis courts lighted at night. There was also a
discussion as to playground and recreational facilities for our
young people, and Mr. Harcourt Bull suggested that he thought a
long range program should be considered looking towards acquiring
the property between Sherry Drive and Saltair Boulevard from back
of the shhool to the point, as it is low land not good for building
development, but could be made into a good park and playground
area. There are some scattered ownerships but believe it could
be acquired. It was the opinion of the Council that something
should be done.
The Police Department did their regular routine work as reported
by Town Marshall Russell.
Fire Chief Bullock reported 5 fire runs inside the Town and 2 out-
side Town with only $150.00 loss on the intown fires. There were
2 first aid cases and there a teitator was used twice.
Upon motion of Mr. Weiss, seconded by Mr. Wardrep the Christmas
gifts to employees was approoved as follows: $25.00 to Administration
and Police; $15.00 to laborers with over a year service, and $10.00
for laborers under a year service.
Mr. Harcourt Bull advised that Tyson & Meek are in the process of
making an audit on the sewer system records for the Selva Marina
Co. and he hopes the transfer to the Town can be made by January
1st. He understands the State Board of Health has waived the build-
ing of a filter bed until at least 20 houses are connected tp the
system and have written a letter of approval which he expects to
receive in a few days. When the maximum number of houses as ap-
proved by the State Board of Health has been reached and if the Town
has not gone ahead with their sewerage project, then the Selva
Marina Company will have to build the filter bed as required at
that time. He was advised that if a report is received from Mr.
Parks bef®ne January 1st , then this matter will be considered at
the same meeting.
It was brought out that we would have to set up a Sewerage Service
charge by the time we take over the system, therefore upon motion
of Mr. Howell, seconded by Mrs Weiss an Ordinance covering these
charges was passed by Title only on first reading. Upon motion
of Mr. Howell, seconded by Mr. Weiss, it was passed on second read-
ing by TAtle only.
Mr. Burke Sasnett, a member of the Volunteer Firemen and a new
resident in the Town, stated that he wanted to compliment the Town
on its ' Publid Safety Departments - Fire and Police m 9 as he felt
they were both doing a very good job.
Upon motion of Mr. Carr the meeting adjourned from day to day.
