HELD AT THE TOWN HALL ON TUESDAY, BEBRUARY 15TH, 1955 AT 8 P.M.

The Town Council of the Town of Atlantic Beach, Florida met in
adjourned session, pursuant to law and the rules of said Council
in the Town Hall of said Town at 8 P.M. February 15th, 1955.
The meeting was called to order and upon the roll being called,
there were present:
Norman A. Minchew, President of the Council, presiding and the
following named councilmen: E. Gerry Adams , Marvin Carr, L.J.
Feather, and R.S. Thames .
Assent: none
Councilman Feather introduced and caused to be read in full a
bill for an Ordinance entitled :
" AN ORDINANCE ordering and providing for the holding
of a special election of the Town of Atlantic Beach,
Florida, on the question of issuing 44)260,000.00 Atlantic
Beach, Florida Utility Revenue Bonds for the erection
and construction of a Waterworks System of said Town" ,
and moved that all rules be suspended, and that said purported
Ordinance be declared passed on third reading, which motion was
duly seconded by Councilman Carr ; and said motion having been
duly considered, the President put the question thereon, and
upon the roll being called, the following voted:
Aye: Adams , Feather, Carr, Minchew, Thames.
Nay: None
Whereupon the President declared said motion duly carried and
said proposed ordinance duly passed pn third reading.
Councilman Thames introduced and caused to be read in full a
bill for an Ordinance , entitled:
" AN ORDINANCE providing for the erection and construction
of a Waterworks System of the Town of Atlantic Beach,
Florida; authorizing the issuance of 4260,000.00 Utility
Revenue Bonds of said Town to finance the cost of such
erection and construction; and providing for the payment
of the principal and interest thereof from the net reve-
nues derived from the operation of said Water System, and
from the proceeds of the utilities service and cigarette
taxes heretofore levied by said Town. "
and moved that all rules be suspended and that said proposed
ordinance be declared passed on third reading, which motion
was duly seconded by Councilman Feather; and said motion
having been duly considered, the President put the question
thereon, and upon the roll being called, the following voted:
Aye : Adams, Carr , Feather, Minchew, Thames.
Nay: None
Whereupon the President declared said motion duly carried and
said proposed ordinance duly passed on third reading.

Mr. George Carrison, Fiscal Agent for the Town, was present and
discussed with the own the possibility of a sewer project at
this time. It is his opinion that 1/2 million dollar debt is
all that the Town can stand at this time, and as we are consider-
ing $250,000. to 260,000. for waterworks, that does not leave
rnough to do a sewer project. It was the concensus of opinion
after discussion that we wait until the waterworks contract is
finished , then we will know just how much of our debt possibili-
ty has been used and how much would be available for sewerage.
Upon motion of Mr. Thames the meeting adjourned from day to
day at 9:40 P.M.
