03-21-55 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, MARCH 21ST , 1955 AT 7: 30 P.M. Present: Norman Minchew Marvin Carr E. Gerry Adams L.J . "Jack" Feather R.S. Thames, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.D. Brotchie , Town Manager Adele S. Grage, Town Clerk The Town Council of the Town of Atlantic Beach , Florida met in adjourned session, pursuant to law and the rules of said Council, in the Town Hall of said Town at 7: 30 P.M. , March 21st , 1955 to canvass the votes cast in the Special Election held pursuant to Ordinance No. 171 adopted February 15th, 1955. The meeting was called to order and upon the roll being called, there were pre- sent: Norman A. Minchew, President of the Council, presiding and the following named Councilmen: E. Gerry Adams, Marvin Carr, L.J. Feather, and R.S. Thames. Absent: none Councilman Minchew presented the certificate from the election officials which read in words and figures as follows: CERTIFICATE OF RESULT OF SPECIAL ELECTION OF THE TOWN OF ATLANTIC BEACH, HELD MONDAY, MARCH 21, 1955, PUR- SUANT TO ORDINANCE NO. 171 ADOPTED FEBRUARY 15 1955 CALLING THE SANE ON THE L UESTION OF WHETHER .260,000 UTILITY REVENUE BONDS SHOULD BE ISUED. RESOLUTION CANVASSING THE RESULTS OF THE SPECIAL ELECTION HELD ON MARCH 21, 1955 ON THE QUH:STION OF td!ETHER $20,000.00 UTILITY REVENUE BONDS SHOULD BE ISSUED. WHEREAS, the Town of Atlantic Beach, Florida, by ordi— nance duly and regularly adopted at its meeting held on the 15th day of _February, 1955 did call a special election for thk,! purpose of submitting to all electors of said town who were jualified to vote at the last general election held prior to said special election, the question of whether Two Hundred Sixty Thousand )ollars (,260,400.00) Utility tevenue Bonds should be issued to pay for the erection and construc— tion of a water system of said town; and WI:EREAS, it appears that said e._ection has been duly and properly held in accordance with law; that the votes cast thereat have been returned, delivered, and canvassed, and that the returns of said election have been delivered to this Council for the purpose of canvassing said election returns and determining anu certifying the results thereof; and WHEREAS, it appears that the true number of votes cast at said election by the qualified electors was 263 ; and W}{ERII;AS, it appears from the official returns of said election so delivered to this Council and so canvassed by this Council as aforesaid, that the total number of votes cast in said election in favor of the issuance of said ;3onds was 245 ; and that the total number of votes cast in said election against the issuance of said ionds was 18 —1— PATTERSON, FREEMAN, RICHARDSON & WATSON JACKSONVILLE,FLORIDA Mar.21,1955-Pg: NOW, THEREFORE, BE IT RESOLVED, DETERMINED, FOUND, 3 DECLARED, AND HEREBY CERTIFIED by the Town Council of the Town of Atlantic Beach, Florida, at a meeting of said Council duly and regularly held, at which the said official returns of said election have been duly and regularly canvassed in accordance with law as follows : (1) The total number of votes cast in said election • was 263 ; the total number of votes cast in favor of the issuance of said Bonds was 21+5 ; and the total number of votes cast against the issuance of said Bonds was 18 (2) The election was in all respects conducted in accord- ance with the law and all steps in connection with and leading up to said plection have been duly, regularly and lawfully taken and had and all provisions of the Statutes and of the Constitution of the State of Florida have been duir complied with. (3 ) These returns shall be entered and recorded in the minutes of this Council; this Resolution, determnation, finding, declaration, and certification be also recorded in the minutes of thie Council . (4) This Resolution shall take effect immediately upon its adoption. Said Motion to adopt said Resolution was seconded by Councilman Carr. Said motion having been duly considered, the President put the question thereon, and upon the roll being called, the following voted as follows: Aye: Adams, Carr, Feather, Minchew, Thames . Nay: None Whereupon the President declared the motion carried, and Resolution passe ** The question of pumping water from a well already on the Bull airport site to the present plane on the Hotel Reservation was brought up. If done, the lines and pump would be a part of the proposed new water system. The idea also was discussed of securing either a new or second hand fire engine pumper to use in the place of a new pump, then it could be a part of fire equip- ment if and when we have a fire department. It was the unanimous decision of the Council to refer the matter to the Engineers, Smith and Gillespie and get their recommendations on same.
