04-12-55 v i MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOEN HALL. ON TUESDAY, APRIL 12TH, 1955 AT 8 P.M. PRESENT: Norman Minchew Marvin Carr L.J. "Jack" Feather R.S. Thames, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney Adele S. Grage, Town Clerk J.D. Brotchie, Town Manager The meeting was called to order by the President, Mr. Minchew. Sealed bids on the Emergency Waterworks Project were received and opened by the Engineers ' representative, Mr. Birchall, who with Mr. Gillespie of Smith and Gillespie, ngineers , retired to check and tabulate the bids. Minutes of the regular monthly meeting of March 8th, 1955 were read and upon motion of Mr. Feather, seconded by Mr. Thames were approved. Minutes of the adjourned meeting of March 21st, 1955 were read and upon motion of Mr. Carr, seconded by Mr. Feather were approved as read. Minutes of the adjourned meeting of March 29th, 1955 were read and uppn motion of Mr. Carr, seconded by Mr. Thames were approved. Minutes of the adjourned meeting of April 5th, 1955 were read and upon motion of Mr. Feather, seconded by Mr. Carr were approved. Mr. Thames introduced and caused to be read in full Ordinance No. 173 entitled: "AN ORDINANCE. to forbid and punish any act within the Town limits of the Town of Atlantic Beach, which shall be recognized by the lgws of Florida as a misdemeanor" and moved that all rules be suspended and that said Ordinance be passed on third and final reading, which motion was seconded by Mr. Carr. Said motion having been duly considered, the President put the question thereon and the vote was as follows : Aye : Carr, Feather, Minchew, Thames . Adams , absent. They, therefore recommend that the Joe Reinettson of Jacksonville, Inc. be awarded the contract as the low bidder. • Mr. Feather introduced the following Resolution and moved its adoption: RESOLUTION #55-4 WHEREAS, The Engineering firm of Smith and Gillespie have tabulated and studied the bids as received on the Emergency Waterworks Improvement Project , and found Joe Reinertson of Jacksonville, Inc. to be the apparent low and best bidder, and WHEREAS, Said Engineers have recommended that the contract for said project be awarded to the Joe Reinertson of Jacksonville , Inc. , and WHEREAS, the Town Council have given this matter due and careful consideration, NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That Joe Reinertson of Jacksonville, Inc. be, and the same are , hereby awarded the contract covering said Emergency Waterworks Improve- ment Project as bid. Said motion to adopt said Resolution was seconded by Mr. Carr, and having been duly considered the President put the question thereon, and upon the Roll being called the voteuas as follows: Aye : Carr, Feather, Minchew. Pass : Thames Absent: Adams Whereupon the President declared said motion carried, and said Resolution duly passed. Mr. Brotchie reported on Street Paving and advised that he has all figures ready on paving of First Street between East Coast Drive and Sherry Drive and that it will cost approximately $1.34 per property front foot. The question of paving 11th, 12th, and 15th Streets between Ocean Blvd. and Beach Ave. , and Mr. Brotchie advised that if these could be done at the same time as 1st St. it would save some costs of advertising, etc. and could be done for $1.00 per property foot. The lower price being due to these streets already being graded and stabalized. Mr. Brotchie is to contact the property owners on these streets and as soon as has information ready the Council will hold an adjourned meeting. A letter was read from the Ribault Garden Club asking co-operation of Atlantic Beach officials in making the beach areas a Bird Sanctuary. They also enclosed a suggested Ordinance, as it will take legal action in order for it to have any authority. The matter was discussed and referred to the Laws and Rules Committee. The matter of publishing the "Invitation for Bids" on the main waterworks project was next discussed. Mr. Thompson advised that it should be given the broadest coverage possible in order to get as many interested bidders as we can on the project. There was discussion and upon motion of Mr. Thames , seconded by Mr. Carr the Town Clerk was directed to run this legal notice twice for 2 consecutive undays in the Florida Times Union. Motion carried. Mr. Minchew advised that since we now have a fire truck that some- one should be responsible for handling it. Mr. Thames moved that Eddie Bullock be appointed Acting Fire Marshall. The motion was seconded by Mr. Feather and carried. Mr. Brotchie reported on other work being done , and raised the question as to whether we could get Legislation that would permit the County to spend money on streets within the Town Limits . There was a discussion and it was decided it would take more time than we now have as the Legislature is already in session. Tire Town Clerk was directed to contact our auditors, Tyson & Meek, to set up books covering waterworks to conform to Ordinance #172. . Certified proof of publication of the legal notice covering "Invitation to Bid" on the Emergency Waterworks Project is attached hereto and made a part of these minutes.
