10-04-55 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, OCTOBER 4th, 1955 AT 8 P.M. Present: Norman Minchew Marvin Carr E. Gerry Adams L.J. "Jack" Feather R.S. Thames, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.F. Waggoner, Jr. , Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr. Ninchew. The Preliminary Tax Assessment Roll for the year 1955 as prepared by the Tax Assessor, Richard Hamilton, was presented. Mr. Adams presented the following Resolution approving and adopting the Preliminary Tax Assessment Roll for 1955 and setting the date fthr the meeting of the Council as an Equalization Board for Thursday, October 20th, 1955 at 8 P.M. in the Town Hall, which Resolution was read in full, and moved it' s adoption: RES0LUT I0N463'/7 RESOLUTION APPROVING THE PRELIh'INARY TAX ASSESSMENT ROLL FOR THE YEAR 1955. WHEREAS, The Town Tax Assessor has completed the Preliminary Tax Assessment Roll of the Town of Atlantic Beach, Florida, for the year 1955, and has submitted the same to the Town Council, and WHEREAS, It appears that all property, real and personal, in the Town of Atlantic Beach, subject to taxation has been assessed on said Tax Assessment Roll, and the Tax Assessment Roll is in due form. NOW THEREFORE BE IT RESOLVED BY THE TOWN COUNCIL OF TH2 TOWN OF ATLANTIC BEACH, FLORIDA, That the said Preliminary Tax Assessment Roll, be, and the same is, hereby approved. BE IT FURTHER RESOLVED That the Town Clerk shall post at the Town Hall and at two other public places in the Town and shall also cause to be published daily for four consecutive days in a newspaper published in the City of Jacksonville, Duval County, Florida, notice that said Tax Assessment Roll has been submitted to the Town Council and approved, and also requiring all persons desiring to have corrections thereof made, whether in listing, valuation of property or otherwise, to file with the Town Tax Assessor on or before the 02 rtL day of October, 1955 , at 8 P.M. their petition to the Town Council setting forth their objection to said Assessment Roll and the correction they desire made, and that also on the j o- day of October 1955 at 8 P.M. the Town Council shall meet at the Town Hall for the purpose of equalizing said assessments and making proper correction therein. Said motion to adopt said Resolutionnwas' seconded by Mr. Carr. Said motion having been duly considered the President put the question thereon and the call vote was as follows : Aye : Adams, Carr, Feather, Thames, Minchew Nay: None Whereupon the President declared said motion carried and said Resolution duly passed. Upon motion of Mr. Adams , seconded by Mr. Thames the Town Clerk was directed to post and publish the following notice re : 1955 Preliminary Tax Assessment Roll and Equalization Board meeting : TOWN OF eauc 13e4c%-Uo'a4a NOT I C E NOTICE OF COMPLETION OF PRELIMINARY TAX ASSESSMENT ROLL OF THE TOWN OF ATLANTIC BEACH, FLORIDA, FOR THE YEAR 1955. "TO WHOMIT MAY CONCERN: You are hereby notified that the preliminary Tax Assessment Roll for the Town of Atlantic Beach, Florida, for the year 1955 has been completed and submitted to and approved by the Town Council. All persons desiring to have corrections made thereof, whether in listing, valua- tion of property or otherwise, are required on or before the ;, _ day of October, A.D. , 1955 at $ P.M. , to file with the Town Tax Assessor of the Town of Atlantic Beach, their objections and corrections they desire made. The Town Council will meet at the Town Hall in the Town of Atlantic Beach, Florida, on theAo-d, day of October, A.D. , 1955 at 8 P.M. for the purpose of equalizing said assessments and making proper correction therein. Mr. Thames introduced by Title Only an Ordinance Approving and adopting the 1955 Tax Assessment Ao11 on first reading. Said motion was seconded by Mr. Adams, and having been duly considered the President put the question and the call vote was as follows: Aye : Adams , Carr, Feather, 2hames , Minchew Nay: None Whereupon the President deIlared said motio4 carried and said Ordi- • nance approved on first reading. Upon motion of Mr. Thames the Ordinance was presented for adoption by Title only on second reading. The motion was seconded by Mr. Adams, and having been duly considered the President put the question and the call vote was as follows : . Said motion to adopt said Resolution was seconded by Mr. Carr. Said motion having been duly considered the President put the question and the call vote was as follows : Aye: Adams , Carr , Feather, Thames, Minchew. Nay: None Whereupon the President declared said motion carried and said Resolution # 55-18 duly passed. There were several contractors and developers present who discussed with the Council the diffuculty they are having in securing septic tank permits from the County. Messrs. EA. Mawhinney, Ed Smith, and George Bull were among those discussing their problem on this matter with the Council. It was the opinion of the Council that the general contractor should be responsible for proper installation of tank and plumbing and should have an understanding with the Town as to the proper elevation of the plumbing before the permit is let and the roughing-in work is done . There was further discussion whereupon Mr. Adams presented an Ordinance by Title Only said ordinance to cover installation and regulation of septic tanks in the Town, and moved its adoption on first reading. Said motion was seconded by Mr. Feather, and having been duly considered the President put the question and the call vote was as follows : Aye : Adams, Carr ,Feather,Thames , Minchew. Nay: None 4111 Whereupon the President declared the said motion carried and said Ordinance apprived on first reading . Upon motion of Mr. Feather it was presented on second reading. The motion was seconded by Mr. Thames and having been duly considered the President put the question and the call vote was as follows : Aye: Adams, Carr, Feather, Thames, Minchew. Nay: None Whereupon the President declared said motion carried and said Ordinance passed on second reading. Mr. Harcourt Bill advised the Council that he would like to see started a study, step by step , towards building a sewerage system. He feels we should start working now. It was agreed that the sooner we start the sooner the work will start and the better. Mr. Minchew will look into matter and appoint a committee to work on the suggestion.
