The meeting was called to order by the President, Mr. Adams, and went
immediately into session as an Equalization Board for the Special Assess-
ment Roll covering the paving of portions of 1st, 2nd, 11th, 12th Sts.,
East Coast Drive and Plaza. There were no complaints registered on the
Preliminary Roll, therefore upon motion of Mr. Thames, seconded by Mr.
Kirby the following Resolution was adopted:

NOW, THEREFORE, BE IT RESOLVED BY SAID TORN COUNCIL, That
Each and every, all and singular, the said Special Assessments
contemplated and set out in the said Special Assessment Roll
prepared and published as aforesaid and herein above set out
• hereby are and so stand finally approved and confirmed and are
now declared to be and shall remain legal, valid and binding
liens upon all the said property against which they are made
until paid.
This Resolution shall take effect immediately upon its passage.
Bids covering the Street Paving were received, tabulated and action
was deferred to a later meeting of the Town Council.
Minutes of the regular meeting of July 14, 1952 were read and approved
upon motion of Mr. Thames, seconded by Mr. Kirby.
Minutes of the adjourned meeting of July 22nd, 1952 were read and upon
lotion of Mr. Thames secondee by Mr. Frerr-r were approved.
Mr. Adams recognized visitors present and called for any busin$ss from
the floor.

Mr. C.H. Montague requested that something he done to fix his driveway
which was torn up at the street end when the street was paved. Mr.
Brotchie advised that the former owner built the drive way out into the
street, without securing a permit to do the awrk, and it was necessary
to break it up at the street part for the paving. Upon motion of Mr.
Bremer, seconded by Mr. Thames approval was given for this driveway to
be fixed with mixed-in-place asphalt when the streets are being paved.
Mrs. Donald Smith advised that she was ill during part of the registration
ttme and did not get to register, and would like for consideration to
to be given towards having a permanent registration of voters in Atlantic
Beach. She also spoke relative to need of extra police for natroling due
to speeding in the Town.

Mr. Brotchie advised that the County is making a survey and will advise
later as to a light at Atlantic Blvd. and Mayport Rd.
Mr. Brotchie advised that the right-of-way T rom Ma port��. to Tidewater
could be secured by the Town at a total cost of $200. which completes
the parallel section to AlA. Upon motion of Mr. Thames, seconded by
Mr. Kirby this Council went on record as being in favor of securing this
right-of-way but deferred action on the purchase until later.
Mr. Brotchie reported on the condition of the sewerage line from the
Copper Kettle to Campbell's rug Store. This line connects with the
Neptune Sewerage System. Thii levels need correcting and new pipe
laid . There was a discussion and upon motion of Mr. Bremer, seconded
by Mr. Thames, approval was given for the Town Manager to proceed with
correcting the situation.
The Treasurer's report was presented and upon motion of Mr. Bremer,
seconded by Mr. Kirby it was approved with the following balances:

Waterworks " 355.70
Cigarette " 743.95
The Bills were next studied and upon motion of Mr. Kirby, seconded by
Mr. Thames the following were approved for payment:

The Mayor recommended that the Council approve the purchase of 50
bags of cement to be used in connection with the ppaycourt et the
colored playground. Upon motion of Mr. Kirby, seconded by Mr. Thames
approval was given for the purchase of the 50 bags of cement as recom-
mended.
Upon motion of Mr. Thames the meeting adjourned to Tuesday night
August 12, 1952.

made and prepared in accordance with the
Resolution passed and adopted by the Town
Council of said Town on July 22, 1952, pro-
viding for the improving of 2 portion of
First Street, Second Street, Eleventh
Street, Twelfth Street, East Coast Drive,
and the Plaza in said Town.
WHEREAS, all things essential to the validity of each and
every, all and singular, the Special Assessments contemplated
by and set out in that certain herein above mentioned end
described Special Assessment Roll have been done and completed
including the publication of said Roll as required by law, and
WHEREAS, said Assessments have, by this the `town Council and
Governing Authority of the said Town of Atlantic Beach, Florida ,
sitting as an Equalization Board (after publication of notice
thereof as required by law) to hear and consider any and all
complaints as to said Assessments, been this night fully con-
sidered, no complaints having been made by anyone as to said
Assessments, and the same having been this night determined to
be properly equalized and adjusted as set forth on said Roll
as published as aforesaid and being in words and figures as
follows :
