09-09-52 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, SEPTEMBER 9TH,1952 AT 8 P.M. Present: E. Gerry Adams Glover Weiss D.W. Bremer N.A. Minchew R.S. Thames, Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.D. Brotchie, Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President,Mr. Adams who called for reading of minutes. Minutes of the meeting of August 12, 1952, 9:30 P.M. were read and upon motion of Mr. Thames, seconded by Mr. Weiss were approved as read. Minutes of the first meeting of the newly elected Council held August 12, 1952 at 10 P.M. were read and upon motion of Mr. Minchew, seconded by Mr. Weiss were approved. Minutes of the adjourned meeting of August 15, 1952 were read, and upon motion of Mr. Bremer, seconded by Mr. Thames were approved. Mr. Adams recognized visitors present and called for business from the floor. Mr. C.E. Young made an appeal for financial assistance for Service Club which is trying to furnish enter- tainment for service boys visiting at our Beaches over the week-ends. They are especially anxious to have an orchestra for their Saturday night dances. The refreshemaits, and chaperons for these dances are furnushed by various clubs and organizations. The Council is very sympathetic with this work, but will have to study to see what can be worked out, due to certain limitations in our charter. Mr. Adams announced the appointment of Committeesasfollows: Chr. LAWS & RULES : R.S. Thames, Glover Weiss, E.Gerry Adams FINANCE & TAXATION: D.W. Bremer, Chr. , R.S. Thames, E. Gerry Adams PUBLIC WORKS: Glover Weiss, Chr. , N.A. Minchew, E. Gerry Adams POLICE & PUBLIC SAFETY: N.A. Minchew, Chr. , D.W. Bremer, E. Gerry Adams . The issuance of Certificates of Conveinence and Necessity was discussed, and upon motion of Mr. Bremer, seconded by Mr. Minchew the following certificates were renewed: Beach Yellow Cab Co. Poor Boy Cabs - Charlie Kohn Beach Transfer - Walter (Sonny) Compton, Owner Jacksonville Beach Truck Lines - Ronald M. Altman to be effective September 1, 1952 for one year. The Town Supervisor reported that the paving of the streets had been started but the rains have them in mud so will have to wait • for them to dry before work Baan continue. The balance of the crew is working on lowering the levels in the ditches and cleaning up the Town. The Treasurer 's report was presented and upon motion of Mr. Bremer, seconded by Mr. Thames it was approved with the following balances : General Fund $9,268.43 Seawall " 1,265.28 Waterworks " 154.49 Cigarette " 1, 537.45 A letter was read from Mr. George W. Mozo, Jr. advising that since he was no longer a resident of the Town, having sold their home in Atlantic Beach, he was resigning as Treasurer of the Town. Upon motion of Mr. Thames, seconded by Mr. Bremer • this resignation was accepted with regrets and expression of appreciation for the services rendered by Mr. Mozo as Treasurer. There was a discussion as to a new treasurer, and the matter was referred to the Finance and Taxation Committee to make recommendation. Upon motion of Mr. Bremer, seconded by Mr. Thames the Town Clerk was directed to redeem one Seawall Bond if the funds warrant. Upon motion of Mr. Bremer, seconded by Mr. Thames the Town Clerk • was authorized to transfer $1500.00 to Waterworks Fund from Cigarette Tax Fund, This amount was previously loaned to the Cigarette Tax Fund by the Waterworks Fund, The bills were next studied, and upon motion of Mr. Bremer, seconded by Mr. Minchew the following were approved for payment: General Waterworks Cigarette Atlantic Blvd. Ice & Fuel Cp $ 18.64 $ - $ - Quinn R. Mr. Weiss advised that Mr. Lee Dollar of the City of Jackson- ville, Fla. is ready to start on making the survey and number- ing the places in Atlantic Beach. He is waiting for a letter from the Town authorizing him to proceed. This Service will. be free of cost to the Town. Mr. Brotchie advised that he would get necessary letter off at once.
