11-11-52 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN
COUNCIL HELD AT THE TOWN HALL ON TUESDAY, NOVEMBER 11TH, 1952 AT
8 P.M.

The meeting was called to order by the Vice-President, Mr. Weiss
due to the absence of Mr. Adams, who was sick.
Minutes of the regular meeting of October 14th, 1952 were read
and upon motion of Mr. Minchew, seconded by Mr. Thames were ap-
proved as read.
Mr. Weiss recognized visitors present, giving especial recognition
to John Goodling who was attending as a part of his Boy Scout merit
badge work. Mr. Weiss called for any business from the floor.
Mrs. E.A. Smith appeared on behalf of the Fletcher Band Parents
Association . Mr. W.S. Gufford was also supposed to he resent
to present their request for coi4operation in a:plan for financing
this phase of training at the High School. Mr. Gufford was unable
to attend this meeting but talked to Mr. Minchew previously. Mr.
Rinchew advised that Mr. Gafford would like to have a member from
our Council and the Neptune Bead} Council work with him as a com-
mittee to see what could be done to Ilelp carry on the training ex-
pense of having a Band at the High School. The School Board fur-
nishes a very small amount for this program. Mr. Weiss appointed
Mr. Minchew to work with Mr. Gufford on this committee. � �

Mr. Ernest Keyser spoke on behalf of organizing an Auxiliarylfire
department in Atlantic Beach. Mr. Keyser feels that this should
be one separate and apart from the Civilian Defense one. Council
will study the matter.
Miss Jean Holmes presented a petition for a Public Hearing to
re-zone her. Lot 10 Block 43 from Residence A to Residence B.
tire. Holmes, Miss Holmes ' mother, advised that the house was a
duplex when they bought it, but that due to so much company, and large
family, they had used it as one family since they have owned it.
The facilities are there , but have not been used. Since it is
now used as single family in a single family zone, it will have
to be rt.-zoned. After discussion, upon motion of Mr. Thames,
seconded by 4r. Bremer a Public Hearing on this matter was set
for the next regular meeting, December 9th, 1952 at 8 P.M. and the
Town Clerk was directed to follow the usual procedure of advertising
and noticed.
Upon motion of Mr. Thames, seconded by Mr. Bremer an Oddinance
Amending Ordinance #50 to cover above re-zoning was passed on 1st
reading by title only, upon motion of Mr. Thames, semnded by Mr.
Bremer it was passed on 2nd reading.
Felix White with a delegation from Donner 's sub-division presented
a letter from the Beaches Negro Chamber of Commerce, Inc . requesting
that something be done to make some of their roads passable in rainy
weather, particularly the one that goes to the Methodist Church. The
Cthuncil advised that they wish to co-operate all possible, and Mr.
Brotchie is to see about putting more shell where needed.
op. There was no, report yet on the new sub-division planned by Mr.
Ed. Smith, just east of the Dommer' s Sub-division. •
Upon motion of Mr. Bremer, seconded by Mr. Thames, approval was given
to the action of the Laws and Rules Committee in approving the transfer
of the Ken Musseau Liquor License to Mrs. Thelma Jackson &nd •M.W. McCook.
Mr. Thames presented Ordinance for 3rd and final reading amending
Ordinance # 107 changing water rates and other charges . Upon
mo4ion of Mr. Thames, seconded by Mr. Minchew the Ordinance was
passed on 3rd and final reading.
The Town Clerk reported that Interest coupons #38 from Seawall
Bonds # 14+, and 145 have been redeamed and cancelled. Upon
motion of Mr. Minchew, seconded by Mr. Bremer the Town Clerk was
directed to destroy these coupons by fire.
Upon motion of Mr. Tnames, seconded by Mr. Bremer approval was
given for payment of $200. to Mr. Richard Hamilton for services as
Tax Assessor for 1952.
A letter was read from Mrs. George Greer asking for contribution
for the Beaches Youth Center. There was a discussion and the matter
was deferred to a later date.
Mr. Brotchie reported that nothing had been heard from Mr. Bowers
of the Jacksonville Humane Society, and that nothing had been done
to date.
A letter was read from Mrs. Chas. Gaines, and Mr. Chas. Gaines, jr.
thanking the Council for the Res4ution on Mr. Chas. Gaines, Sr. 's
death.
A letter of thanks was read from the Atlantic-Neptune P.T,A. expressing
appreciation for the donation to their welfare fund for needy children
at the school.
The Town Manager reported that the drainage ditch work on 5th and 6th
Streets is about finished, as well as other storm drainage on streets
leading to Sherry Drive. He also advised that the work of the Mosquito
control District is going right along and will be joining up with Sherman
Creek in a few days. He also reported that he is starting pipe laying
next week, and also is going to build another building to cover our
equipment on the Hotel reservation, as Mr. Adams is tearing down the
present building. He plans to build around th present pump house.
The building to be about 22 X 24' .
Upon motion of Mr. Thames, seconded by Mr. Bremer, approvallas given
to re-imburseing of Mr. Brotchie $ 250. which he had to pay in cash
for the fuel pump to go on the grader. It was a second-hand pump, in
good condition bought from Mr. George Cutenha, Fernandina, Fla.
Upon motion of Mr. Minchew, seconded by Mr. Thames the auditor 's report
as prepared by Blitch, Tyson & Meek, Jacksonville, Fla. was accepted
and the Town Clerk was directed to pay their bill in amount of $400.
Mr. Weiss advised that he had talked to Mr. Glover Taylor and Ar. Taylor
said that the Town might have the ri2rap that is piled on sides of
Atlantic Blvd. for just the cost of moving and placing where wanted,
He feels that it would strengthen the Seawall considerable if it were
placed along the front of the Seawall for the entire length of the
Town, and would like for the office to get out a letter to the prop-
erty owners alomng the front, to see if they would be willing to
stand the expense of hauling that rip-rap that goes in front of their
property, estimating that it will cost from $50. . to $100. for each
50 foot lot. There was a discussion and upon motion of Mr. Bremer,
seconded by Mr. Thames the Town Clerk was directed to send out a
letter to the ocean front property owners to see if they think this
plan advisable, and if they are willing to pay their share of the cost.
The Council deferred any action on appointing a Town Treasurer, until
all members of the Council could be present.
The Town Ckerk made a report of the balances in the Town Funds
as of November 1st, 1952.
The bills were studied and upon motion of Mr. Bremer , seconded by
Mr. Minchew the following were approved for payment:
