COUNCIL HELD AT THE TOWN HALL ON MONDAY AUGUST 13Th!, 1951 AT 8 P.M.

The meeting was called to order by the President, Mr. Adams
and went immediately into session as a Board of Equalization
Special Assessment Roll covering the paving of ?ortions of
2nd, 3rd, 7th, 8th Streets and Sherry Drive. Several property
owners were present asking for information as to the type of
paving, drainage, etc. There were no complaints registered
on the Preliminar-y Roll, therefore upon motion of Mr. Mason,
seconded by Mr. Thames the following Resolution was adopted:

NOW, THEREFORE, BE IT RESOLVED BY SAID TOWN COUNCIL, That
Each and every, all and singular, the said Special Assessments
contemplated and set out in the said Special Assessment Roll
prepared and published as aforesaid and herein above set out
hereby are and so stand finally approved and confirmed and are
now declared to be and shall remain legal, valid, and binding
liens upon all the said property against which they are made
until paid.
This Resolution shall take effect immediately upon its passage.
Minutes of the regular meeting of July 9th, 1951 ware read and
upon motion of Mr. Thames, seconded by Mr. Kirby were approved.
Minutes of the adjourned meeting of July 17th, 1951 were read
and upon Motion of Mr. Mason, seconded by Mr. Bremer they were
approved.
Mr. Strudel of the Ocean Beach Reporter advised the Council that
he could have published the Special Assessment Roll for about one-half
of the charge which the Jacksonville Hournal will make. He would
like the opportunity of handling any future rolls, etc. which we
might hove for publication.
A letter was read From Mr. MacCotter, City Manager of Jacksonville
Beach relative to changing Richard Bull Airport to accomodate twin
engine aircraft for commercial use, and to be municipally operated.
There was a discussion and upon motion of Mr. shames, seconded by
Mr. Mason a committee is to look into the matter and make recommen-
dations.
Mr. Brotchie advised that we are fogging and have had reports of
favorable results . The Junior Chamber of Commerce requested that
emmouncement be made of a meeting on Tuesday night, August 14th, 1951
at 8 P.M. at the Community Center where Mr. Mulraney, State Etomologist
and mosquito will speak, and also answer questions about mosquito
control. It was requested that the mayor or some representatife
attend this meeting.
Upon motion of Mr. Kirby, seconded by M#'. Bremer the Town Manager
was directed to get priced on new police car so can be ednsidered
at the next meeting.
A letter was presented from the Copper Kettle, Inc., who was also
represented in person by Mr. P.N. Coleman, V. Pres., making appligation
formlicense to sell alcoholic beverages C.O.P. and in packages in
Copper Kettle buulding, 25 Atlantic Boulevard. They also presented
for inspection their application to the State and County Beverage
8epartment which had been approved for a licence at this location.
Mr. Thompson was consulted and it was brought out that since this
restaurant seats 200 and is over 4000 sq. ft. in area it comes
under the exception class , even though it increases the number
over the minimum allowed by popui stion count. There was discussion
of the matter, and upon motion of Mr. Bremer, seconded by Mr. Mason
approval was given to grant the Copper Kettle, Inc. a liquor license
to be operated only at the present location.
An application was read from Mrs. Geraldine Rehberg, whp previously
operated the Copper Kettle Lounge, requesting that she be allowed to
transfer her license toe different location, namely the Bull Building
on Atlantic Blvd. The question was raised as to whether the 2500 feet
from school or church was still in the law, as this location is about
1100 feet from the school, and also as to whether Mrs. Rehberg's orig-
ihal license carried the no transfer of location clause or not. There
was discussion and upon motion of Mr. Kirby, seconded by Mr. Bremer
the matter was referred to the Town Attorney who will look into the
case and make recommendations.
Mr. Thames reported for the Laws and Rules Committee on the Re-Zoning
of Blocks 19 and 22 which had been requested by petition submitted by
Miss Doris Averitt. The Committee reported that it does not feel that
it will be to the best interests of'the town as a whole to grant this
petition. Upon motion of Mr. Kirby, seconded by Mr. Thames the committees
report was accepted and the following Resolution was adopted:
BE IT RESOLVED by the Town Council of the Town of Atlantic Beach, Florida,
that the report and recommendation of its Law and Rules Committee recommend-
ing that the petition presented by Miss Doris Averitt for the re-zoning
of Blocks 19 and 22 of the Town of Atlantic Beach from Residence "A" to
Residence "B" District, be denied, be and the same is hereby accepted and
approved, and that the said petition be and the same is hereby denied.
Mr. Coleman expressed appreciation of the Council's action on his liquor
license and advised that he had absolute faith in the Town off Atlantic
Beach and its future, advising that he had invested some 880,000. for the
Copper Kettle property and had done some 960,000. wotth of improvements.
The Treasurer's report was approved upon motion of Mr. Mason,
seconded by Mr. Thames. The balances were as follows:

A Resolution finally approving and confirming
those certain Special Assessments fully shown
and set out in that certain Town of Atlantic
Beach, Florida . The Special Assessment Roll
made and prepared in accordance with the
Resolution passed and adopted by the Town
Council of said Town on June 11, 1951 pro-
viding for the improving of a portion of
Second Street, Third Street, Seventh Street,
Eighth Street, and Sherry Drive in said Town.
WHEREAS, all things essential to the validity of each and
every, all and singular, the Special Assessments contemplated
by and set out in that certain herein above mentioned and
described Special Assessment Roll have been done and completed
including the publication of said Roll as required by law, and
WHEREAS, said Assessments have, by this the Town Council and
Governing Authority of the said Town of Atlantic Beach, Florida,
sitting as an Equalization Board (after publication of notice
thereof as required by law) to hear and consider any and all
complaints as to said Assessments, been this night fully con-
sidered, no complaints having been made by anyone as to said
Assessments, and the same having been this night determined to
be properly equalized and adjusted as set forth on said Roll
as published as aforesaid and being in words and figures as
follows:
