HELD AT THE TON HALL ON MONDAY, JUNE 12, 1950 AT 8 P.M.

The meeting was called to order by the vice-President, Mr. Mason,
who called for the reading of minutes.
Minytes of the regular meting of May 8th, 1950 were read, and upon
motion of Mr. Kremer, seconded by Mr. Kirby, they were approved.
Mr. Mason recognized visitors present and called for any business from
the floor. Mr. Keyser asked if there had been anything done to relieve
the dog situation. The matter had previously been referred to the Laws
and Rules Committee, who advised that they did not have a report at this
time.
A letter was read from Janie J. Simons of Jacksonville Beach, requesting
assistance in getting an area designated on the ocean beach for surf bath-
ing for tore colored race. There was a discussion of the matter and Mr.
George Bull very ably stated the situation, and advised that the State-
owned Talbot Island has a very good bathing beach. The Mayor advised that
it was his understanding that Mayor Prather, of Jacksonirille Beach, was
going to appoint a committee from the three beaches to consider this matter.
The Town Clerk was instructed to write Mayor Prather, with copy to Janie J.
Simons, that we will co-operate with his committee in considering this matter.
0. letter was read from Hibiscus Garden Circle requesting that fogging be done
again this year, There was a discussion, and upon motion of Mr. Kirby, sec-
onded by Mr. Bremer, the Town Manager was instructed to do ahead with the
fogging program as set up in the budget, but see ifmprice can be revised downward.
A letter was read from Mrs. Irene Koerner requesting that something be done
to help the condition of 1Dth5Street. Mr. Brotchie advised that shell had been
put in holes and that the street has been bladed the best we could, but that due
to the excessive dry spell, we cannot do much to relieve the situation.
Mr. Brotchie reported that Mr. Slaughter was not equipped to do the sidewalk
job, and he recommended that the contract be let to Mr. F.J. Scheffler who was
the next lowest bidder. Upon motion of Mr. Kirby, seconded by Mr. Bremer, the
Town Manager was authorized to let the contract to Mr. Scheffler, and the Mayor
and Town Clerk to sign the contract for the Town.
Mr. Brotchie presented an estimate on the work done by the Duval Engr. Ctr.
Co. for 10,384 yards of sheet asphalt surfacing at $.467 per sq. yd. or $4,854.33.
He recommended that 10% he retained, as work has not been satisfactorily completed.
Upon motion of Mr. Kirby, seconded by Mr. Bremer approval was given for the pay-
ment of this estimate less 10%, or a net of $4368.90 , to be paid from the cigar-
ette tax monies.
There was a discussion of the cigarette tax and upon motion of Mr. Bremer, sec-
onded by Mr. Kirby, approval was given for the cigarette tax fund to be used
for the repairing, reconditioning and re-surfacing of streets.
Upon motion of Mr. Bremer, seconded by Mr. Kirby the Treasurer's report was
approved as presented. Balances were as follows:
General Fund $12,787.19
Seawall Fund 1,900.74
Waterworks Fund 2,303.02
Mr. Brotchie advised that the Water Tank Co. would be here within the nedt
few weeks, and that we have the struts and paint here already, so that there
will not be any delay when theytstart.
Upon motion of Mr. Bremer, seconded by Mr. Kirby, the following bills were

Mr. Bremer reported for the committee on the Palm trees in first block
on Ocean Blvd. Their recommendation is that the trees be tiimmedUas' pre-
viously suggested, but that they not be removed. This recommendation was
accepted upon motion of Mr. Kirby); seconded by Mr. Bremer.
Mr. Bremer suggested that Mr. E. Gerry Adams be appointed to fill the
unexpired term of F.P. Ganzel as Councilman. There was a discussion of
this vacancy, and upon motion of Mr. Bremer, seconded by Mr. Kirby,Mr.
Adams was selected to fill the unexpired term of councilman left vacant
by Mr. Ganzel's resignation. The call vote was: Bremer and Kirby "aye",
Mason "nay". Mr. Mason stated that his nay vote was not against Mr. Adams,
hut that he felt they should wait until Mr. Thames was present before voting
on the matter.
A request was presented that the Town contribute $25. towards the expenses
of the Fletcher Girls Swimming Team to the swim meet downstate, as Jackson-
ville Beach has authorized $50., and Neptune Beach $25. , and as the team
represents all the Beaches at the meet, they would appreciate Atlantic Beach
helping, too. There was a discussion and upon motion of Mr. Kirby, seconded
by Mr. Bremer approval was riven to donate $25. from the advertising
fund for this. The call vote was Bremer and Kirby "aye", Mason "nay".
A letter was read from the Aetna Finance Co. requesting that the a-
mount withheld from Willie Dudley's wages in line with the Salary-
wage assignment note be remitted to them. There was a discussion
and upon motion of Mr. Kirby, seconded by Mr. Bremer the Town Clerk was
directed to turn over to them the $50.92 withheld if in keeping with
the Town Attorney's judgement.
Upon motion of Mr. Kirby, seconded by Mr. Bremer the following Resolu-
tion was passed:

Warrant # 10468 be voided as same is duplicate, and that warrants #
10470 and 10474 be voided as they were issued in error for incorrect
amounts .
Upon motion of Mr. Kirby, seconded by Mr. Bremer, the following Resolu-
tion was adopted:

The Registration Books for the August 8th, 1950 municipal Election
be open from July 14th, 1.950 thru August 2nd, 1950 for registration
of electors , same to be open during the hours of 9 A.M. to 5 P.M.
on week-days, and 9 A.M. tc 12 Nod; on Saturdays, and that
Candidates must qualify between July 14, 1950 and 12 Noon of
July 29th, 1950, and shall pay a qualification fee of $5.00.
The matter of Tax Assessor was discussed, and upon motion of Mr.
Kirb.,�, seoonded by Mr. Bremer, Mr. Richard Hamilton was appointed
at the same fee as last year.
A letter was read from Anderson & Eggers operators of the Sunoco Oil
Station, making application for a portion of the Town's business. The
Town Manager was advised that it was left to his judgement to give
them whatever business he could.
Upon motion of Mr. Kirby, the meeting adjourned from day to day.
