10-09-50 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON MONDAY, OCTOBER 9TH, 1950. AT 8 P.M.

The meeting was called to order by the President, Mr. Adams.
Minutes of the regular meeting of September 11, 1950 were read and
upon motion pf Mr. Kirby, seconded by Mr. Thames they were approved.
Mr. Adams recognized visitors present. The question of furnishing
water to the proposed sub-division lying north of 12th St. and West of
East Coast Drive, as requested by Mr. George Bull at the last meeting,
was reported ori by Mr. Kirby, Chairman of the Public Works Committee.
He advised that a 2" pipe could be run down 12th St. to serve this section
temporarily until a larger pipe is needed, at an estimated cost of
$500. This is with the understanding that the work would be done when
the construction of houses is started, and that the back taxes on this
property be paid. The Council concurred with this report, and so advised
Mr. Bull who was present.
Mr. Bremer reported. that Mr. Wiley Moore had only been in Town one time,
and that was while Mr. Bremer was out of the city, so he had not been able
to get with him to discuss the bus matter, but that he would get with him
as soon as possible.
Mr. Bremer alse reported that Mr. Acosta had advised that he would have
equipment free within the next 60 days to start grading on thf: Holiday.,
Road, which is the old railway right-of-way running from Seminole Rd. to
the Mayport Rd. at Ribault Monument.
Mr. Ernest Henry, Jr. , who was present, asked for a decision on his
request that the sideline restrictions be altered on Lot 1, Block 9.
Mit. Thames conferred with Mr. Thompson, who advised that since this was
a general provision of the Zoning Ordinance that a Public Hearing for the
whole Town would be necessary. Mr. Thames recommended that we not go into
such a change at this time. Mr. Thompson and Mr. Henry conferred, and
the matter was tabled.
On the question of closing hours for liquor places, it was decided to
let them remain as they are at present.
Upon motion of Mr. Thames, seconded by Mr. Bremer the following Resolution
was adopted:
WHEREAS, Interest Coupons #34 from Seawall Bonds 142 thru 150 Inclusive
became due on October 1, 1950, and was therefore paid by. the Town Clerk,
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That
Rpproval be given to the payment made in amount of $180. to cover th&se
interest coupons, and that
The Town Clerk be instructed to destroy said coupons by fire.
Upon motion of Mr. Thames, seconded by Mr. Bremer the Treasurer's report
was approved as presented.
Upon motion of Mr. Bremer, seconded by Mr, Thames the Town Clerk was author-
ized to transfer $1000. from the General Fund to the Waterworks Fund which
will be transferred back when funds are available.
A letter was read'from 'Mrs. Rosborough, expressing thanks from Mr. Rosborough
for the flowers sent by the Councilmen. It was reported that Mr. Rosborough
is better and at home now.
The renewed Insurance policies and Bonds were presented with Payne-Garrison-
Younger Co. statement to cover in amount of $822.71. These renewals are
the same as those carried last year, and upon motion_ of Mr. Kirby, seconded
by Mr. Bremer approval was given for payment in full of this Insurance
statement.
The bills were presented and studied and upon motionrof Mr. Bremer,

Upon motion of Mr. Bremer, seconded by Yr. Kirby, Gordon Blitch & Co. _
were approved as auditors for this year at same fee as for last year.
A letter from Mr. Harcourt Bull relative to "Water & Sewerage Service
to Lot 8, Block 1, via service alley" was considered. His letter states
that the Atlantic Beach Holding Co. owners of Lot 8, Block 1, and the
Atlantic Reach Inprovement Corp., Mr. Chalmers Horne are agreeable to
furnishing a service alley. Mr. Borne owns Lot 6, Block 1. The Town
Manager was requested to write to the Texas Co., owners of Lots 2 & 4,
Block 1 and ascertain if they will be agreeable to a service alley
on the north 15 feet of their lots, and if they will give an easement
for same.
Mr. Bremer advised that the new budget was almost complete, and would
be ready by the next meeting, but moved that in the interim the town
employees be paid on basis of old budget, pending passing of the new
one. This was seconded by Mr. Thames and carried.
Mr. Richard Hamilton, Tax Assessor was present and presented the Preliminary
Tax Rollfor the year 1950. Upon motion of Mr. Bremer, seconded by Mr.
Thames the following Resolution was adopted, approving the Preliminary Ta,c
Roll for 1950 and setting the date for the meeting of the Council as an
Equalization Board for Monday, October 23rd, 1950 at 8 P.M. in the

RESOLUTION A:-PROVING THE PRELIMINARY TAX ASSESSIENT ROLL FOR
THE YEAR 1950.
WHEREAS, The Town Tax Assessor has completed the Preliminary
Tax Assessment Roll of the Town of Atlantic Beach, Florida, for
the year 1950, and has submitted the same to the Town Council,
and
WHEREAS, It appears that all property, real and personal, in
the Town of Atlantic Beach, subject to taxation has been
assessed on said Tax Assessment Roll, and the Tax Assessment
Roll is in due form,
NOW THEREFORE BE IT RESOLVED BY THE TON COUNCIL OF THE TO/IN OF
ATLANTIC BEACH, FLORIDA, that the said Prelim .nary Tax Assessment
Roll, be, and the same is , hereby approved.
BE IT FURTHER RESOLVED That the Town Clerk shall post at the Town
Hall and at two other public places in the Town and shall also
cause to be published daily for four consecutive days in a news-
paper published in the City of Jacksonville, Duval County, Florida,
notice that said Tax Assessment Roll has been submitted to the
Town Council and approved, and also requiring all persons desir-
ing to have corrections thereof made, whether in listing, valuation
of property or otherwise, to file with the Town Tax Assessor on or
before the 23rd day of October ,1950 at $ P.M. their petition
to the Town a�unCIT setting f ort-h elr t objection to said Assessment
Roll and the correction they desire made, and that also on the
23rd day of October 195at $ P.M. the Town Council
shall meet at the Town Hifi-Tr-6r the purpose of equalizing said
assessments and making proper correction therein.
Upon motion of Mr. Thames, seconded by Mr. Bremer the Town Clerk was
directed to post the following notice setting the date for the Town Council
to meet as a Board oflEqualization, thebdate having been set as 8 P.M.
on October 23rd, 1950:
NOTICE OF COMPLETION OF PRELIMINARY TAX
ASSESSMENT ROLL OF THE TOWN OF ATLANTIC BEACH,
FLORIDA, FOR THE YEAR 1950:
"TO WHOM IT MAY CONCERN: You are hereby nitified
that the Preliminary Tax Assessment Roll for the
Town of Atlantic Beach, Florida, for the year 1i50,
has been completed and submitted to and a p :roved by
the Town Council. All persons desiring to have
corrections made thereof, whether in listing, valua-
tion of property or otherwise, are required on or
before the 23rd day of October ,A.D. , 1950 at
$ P.M., tc file with the ` own ax ssessor of the
Town of Atlantic Beach, their objections and cor-
rections they desire made.
The Town Council will meet at the Town Hall in the
Town of Atlantic Beach, Florida, on the 23rd_day of
October ,A.D. , 1930 at $ P.M. for the

proper correction therein. All persons who shall
file petitions as aforesaid will be given the

An Ordinance covering the Tax Roll for 1950 was passed on first reading
by Title only upon motion of Mr. Kirby, seconded by Mr. Thames, It was
passed on second reading upon motion of Mr. Thames, seconded by Mr. Bremer.
Upon motion of Mr. Bremer the meeting adjourned from day to day.
