COUNCIL HELD AT THE TOWN HALL ON WEDNESDAY , JANUARY 12, 1949

The meeting was called to order by the president,
Mr. Ganzel .
Bids and proposals on the furnishing of a garbage truck,
pick-up truck and Police Car with trade-in allowances on
old equipment , were received from the following:
Hal Lynch Motors , Inc.
Quinn R. Barton, Inc.
Riverside-Chevrolet Co.
Burwell Motor Co.
Duval Motors
Southside Chevrolet Co.
It was found that the lowest and best bid was submitted by
Hal Lynch Motor Co. After allowances for the trade-in on
the police car, the International K-5 and International K-2,
and Excise Taxes , the net price of the three pieces of equip-
ment, F-6 2-Ton Truck, Ford Pick-up Truck and Ford Sedan,
is $3516.16 to the Town.
All proposals were thoroughly discussed and alternate proposals
were considered. Mr. Kirby moved that the proposal of the Hal
Lynch P otors be accepted as quoted. Mr. Mason seconded the motion
and it was unanimously adopted that the Town purchase the equip-
ment . Mr. Mason, Chairman of the Finance and Taxation was asked
to negotiate with the Beach Bank for a 12 months financing of the
balance of this equipment.
Upon motion of hr. Rawls , seconded by Mr. Mason, the Town Clerk
was authorized to transfer $100. from the General Fund to the
Special Seawall Emergency Fund and to pay 10% to the creditors
on the latter accounts.
The waterworks was discussed. Mr. Carrison of the Clyde C .
Pierce Corp . was present and again presented a proposal pro-
viding for the appointment of his firm as Fiscal Agents for the
Town in the financing of the building of a waterworks system.
Upon motion of I4r. Bremer, seconded by Mr. Rawls, the following
Resolution was adopted
BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH , DUVAL COUNTY, FLORIDA,
That , the proposal of Clyde C . Pierce Corporation, dated Jan.6,1949
wherein it is agreed and st i pulat4d that the said corporation act
in and for the Town of Atlantic Beach as Fiscal Agent for the Town
for the purpose of assisting in the issuance of Bonds for the purpose
of financing the construction of a waterworks system in the said Town ,
be and the same is hereby accepted, and
Be it further resolved that the item (b) under the last provision
( 3 ) be eliminated and that the Town agrees to Item (a) , and
Be it further resolved that the Mayor and Town Clerk be authorized
and directed to sign the said agreements for and on behalf of the
said I:ayor and Town Council.
The Council then entered in to a discussion with the
Citizens' Drainage Committee on the matter of Drainage.
The Committee composed of George Bull , Chairman, E.H. Bowery ,
and Jason Cutler , Jr. were present.
The advisability of securing the services of a qualified
engineer to make determination as to the proposed work to
be done to provide an outlet through the new right-ef-way
was discussed and it was decided to ask lir. J.B. Bailey
(Hercules Powder Co. ) if he could come to Atlantic Beach
and assist in the preparations of plans and specifications
for the dynamiting of the preliminary work and that after all
plans and specifications had been prepared and before con-
tracts are let , that the opinion of a qualified independent
Engineer be obtained as to whether or not the proposed work
would accomplish the flow of water through the proposed
ditch from the Town to the ourfall at the Marsh Land.
Upon motion of Mr. Rawls, seconded by Mr. Bremer the Town
Supervisor was directed to write a letter to Mr. Bailey and
ask that he come to Atlantic Beach and meet with the Citizen's
Committee , the Town Supervisor and members of the Town Council,
and prepare Olans and specifications to be used for calling
for bids on the dynamiting, etc . of the ditch from Mayport
Road to the Plaza.
Upon motion of Mr. Rawls the meeting adjourned from day to
day.
