02-01-49 v MINUTES QF THE ADJOURNED MEdTING OF THE ATLANTIC BEACH TO'W'N COUNCIL HELD AT THE TOWN HALL ON y,Q,Vr. idg u • Present : P .P . Ganzel D.P . Mason W.G. Kirby Hugh Rawls, Councilmen and Frank Thompson, Town Attorney C.R . Frazier , Town Suporsivor Adele S. Grego, Town Clerk The mooting was called to order by the pr::sidont, Mr. Ganzel who advised that Mr. Bremer could not be present due the the sudden death of his Father that afternoon . The Town Clerk was requested to write a letter to Mr. Bremer and his family extending -sympathy of the Council and the official body of the Town. Thi matter of Waterworks was discussed and Mr. Garrison of Pierce & Co. who was present, was requested to hold up work on the economics for the time being. The er_rineors have advised that the cost will be approximately 1;40 ,000. ;//Z more than their previous estimate, and it is felt that oc should give some more study to the entire program. Mr. Carrison advised that they had only done come preliminary work so far , and wore only too glad to co-operate with the Council in any way possible, and in his opinion we could market and sell k224,000. in bonds. In the discussion Mr. Ganzel road a letter from Georgi Bull making nroposl to the Town of 01500. cash for the proposed waterworks site including the 6" artesian well, contingent upon the passing of bond issue. Ther was considerable. discussion end upon motion of Mr. Mason, seconded by Mr. Kirby ell plans for the waterworks eretot oro outlined be tabled and the matter referred back to the Finance and Public Works Committoos, including all waterworks matters. Upon motion of Mr. Kirby , seconded by Mr . Mason, :ho following Resolution was passed and the matter was turned over to Mr . Thompson, the Town Attorney to handle : BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH: 1. That the Duval County representatives in the State Legislature be and they are hereby urged and re- quested to introduce at the next Session of the Legis- lature and seek the passage of a Bill to amend Chapter 10,486 , Laws of Florida , Acts of 1925 , so as to authorize ocean front proprietors to erect and maintain upon the ocean beach defenses against the inroads of the sea . 2, Be it further resolved that the Mayor and Town Council of this Town do hereby approve the proposed Bill to accomplish the aforesaid purpose attached to this Resolution. There was a discussion of insurance on new equipment but no decision at this time. le. Mason recommended that the Town Marshall and the Deputy Marshall be commenced for their good performances in the last two wooks . The eritir . Council agreed. There was a discussion as to the financing for the new trucks unci police car , and upon motion of Mr. Kirby, se ondod oy Mr . Rawls, the Town Clerk was authorized to pay the Hul Lynch Co. , Inc. all of the $3516.05 from the General Fund. There wus a discussion of the Saltaie streets , as to the type of paving the Town :will approve for maintenance. Letter from Mr . Bull giving different types and costs was referred to Mr. Thompson amu Mr . Frazier whp will got out a letter to the other property owners to see if they want the paving clone . The Town w )ulu be agreeable to an equit- able proposition, just eo the Town clogs not have to put out any money. Letters from Mr. Austin Miller and Mr. Harvey Mabry were refereed to the Town Clerk to answering riving them necessary inf-orinati on as to their water bills, upon motion of :sir. Kirby, seconded by Mr . Mason. Mr . Mason moved that the Utility Tax be rescinded, but these was no second, This motion fell ewed a dineur`ion sf Utility Tax. Upon motion of Mr. Rawls, seconded by Mr . Kirby the mutter of Utility Tax was referred to Finance & Taxation Committee to see how much the revenue from this tax is , and see if our economics coin stand dispensing, eith it. They are to make their recomn_er_uetior.s. Mr. Rawls was re requested to start working on the mutter of getting some help from Duval County on drainage and county roads. The Council discussed with the Town Attorney possible charter changes. The most important seems to be that part dealing with Bonus, also bringing ccrtnin strects into the Town lire tr , changing the warrant system, changing number of Councilmen, etc . Upon motion of Mr. Rawls, seconded by Mr . Kirby the Town Attor- ney wee requested to re-draft the Bond Section of the charter for presentation to the Legislature. Upon motion of Mr . i;awls, seconded by Mr . Kirby The Attorney war. requested to to draw necoscery paper to void that oertion of the charter which excludes the following streets from the Town, and make them a pa.'t of the Town: Ocean Blvd. ; Plaza from Sherry Drive iactward. These was a discuscion of -elle street lights, and upon motion of Mr. Rawls, seconded by Mr . Kirby, it Was authorized for 4 street lights to be installed as previously outlined. The call vote vias Rawls, Kirby , Ganzel , "aye" ; Mason " no" . Mr. Mason's vote was because of the location of the 2nd street light, as he felt it should be on the corner of Sherry and 2nd St. rather than three spent- west of last Coast Drive. Ther , was u discussion with er. Thompson of the Seawall ilmergency collections, and cults. Mr . Thompson advises that rather than bring suit against all , it would be best to bring suit against one man and make it a test care . Thera was a discussion, and it was. agreed that the matter be left to judgement of the Attorney in handling. Upon motion of Mr. Kirby, the meeting adjourned. Ilk Attest: F.P .
