REGULAR SESSION AT THE TOWN HALL ON TUESDAY, MARCH 5TH , 1946
AT 8 P .M.

The meeting was co116d to order by J.A. Cranford,
President.
Minutes of the last meeting were read and approved as
read.
V.R. Rooney, former Town Marshall was intvoduced as a
visitor.
E.L. Jones advised that he had talked to Gerry Adams
relative to the Hotel Reservation Road and that Mr. Adams
advised that ho would get right after getting the dedication
made.
The Bommittee to work on FHA matters has eat had a meet-
ing due to the fact that members from one of the other Beaches
have not yet been appointed.
Mr. C. E. Burleson , State Road Dept. Engineer came to
the beach immediately on receipt of the Resolution relative
to condition of State Rd. if 140. He talked the situation over .
with Mr. Frazier, and advised that they would get right after A•
tiqc l-t-a n;. Mr. Frazier was instructed to write him in
appreciation of their prompt attention to the matter.
Mr. Jones has talked to Mrs. Chambers, Principal of Atlantic-
Neptune School, relative to the traffic situation. Mrs. Chambers
has also talked to Mr. Frazier on this matter, and plans to use
the School patrol. Mr. Frazier advises that on checking this
matter he finds there are very few children crossing Atlantic
Blvd.
The Treasurer' s Report showing #8553.58 in General Fund,
and $4111.45 in Seawall Account was approved on motion of
E.L. Chiasson, seconded by E.L. Jones.
Upon motion of E.L. Jones, seconded by E.L. Chiasson the
following bills were approved for payment:

4111/ Upon motion of E.L. Jones, seconded by Don Goodling
the Plat of the Donner Sub-division as presented was approved
with this exception " except that the acceptance and approval
of this. Plat is not to be deemed or held as an acceptance
of the dedication of the streets and alleys shown thereon
which mutter is to be held in abeyance subject to further
action of Council. This approval shall extend no further
than to approve same as to conform to the Ordinance regulating
Zoneing, and shall not be deemed or held as obligating the
Town to open or maintain said streets or alleys or any of them. "

Upon motion of E.L. Chiasson, seconded by Don Goodling
the transfer of $1500. from the Contingent fund to "Extra-Labor"
was authorized,
The matter of Sewerage was discussed at length. The Pub-
lic Works Committee was asked to contact an Emginecr on sewerage
matters relative to giving us a preliminary survey. Mr. Frazier
was asked to contact Mr. Williamson of Russell & Axon and arrange
for a meeting with him, due to the fact that this company has
already done considerable preliminary work on this sewerage ques-
tion for us just prbpr to the war.
Upon motion of E.L. Chiasson seconded by E.L. Jones, an
Ordinance "Repealing Dog Orpkne ce #70" wan passed on first read-
ing. Upon motion of E.L. Chiasson , seconded by Don noodling
it was passed on second reading.
An Ordinance "Appointing a Board of Appraisors for Paving
and hard surfacing Certain Streets as listed in Ordinance# "
was approved on first reading upon motion of E.L. Chiasson,
seconded by E.L. Jones. Upon motion of E.L. Chiasson, sefonded
by E.L. Jones, it was passed on second reading.
An Ordinance "Amending Ordinance # 50 relative to two-
family houses in Residence A section" was passed on first read-
ing uion motion of E.L. Chiasson, seconded by E.L. Jones. Upon
motion of E.L. Chiasson, seconded by E.L. Jones it was passed
on second reading.
Mr. Thompson and Mr. Frazier are going over the "Weed Ordi-
nance" and suggest needed changes.
The Council gave unanimous expression of appreciation of
City of Jacksonville 's Electric Department placing Mr. LeRoy
Johnson here as maintenance man.
Upon motion of E.L. Jones, seconded by E.L. Chiasson
the Mayor's appointment of Mr. Johnson es deputy marshall
was approved.
Mr. Frazier advised that he had ordered some equipment
for the playground and was getting same installed as quickly
as possible. Mr. Goodling was asked to see what: the coast would
be for a concrete tennis court.
Mr. Frazier advised that the fire plug had been ordered,
but not yet received.
Upon motion of E.L. Jones, seconded by Don Goodling an
Ordinance " Covering tie-in with Neptune Beach Sewerage" was
passed on first reading after discussion. Upon motion of E.L.
Jones, seconded by Don Goodling it was passedoon second reading.
The Town Attorney was asked to draw up this Ordinance, making
sure that Atlantic Beach is protected as to ownership, etc .
Mr. Frazier was authorized to take a foe in escrow, and go ahead
with the work.
Mr. Castleberry of the State Public Health Dept. spoke to
the Council re= ative to sanitary conditions in the Town , especially
as regards sewage disposal. Upon motion ofE.L. Chiasson, seconded
by E.L. Jones an Ordinance amtittaot"regulating sewage disposal
facilities" war, passed on first reading. Upon motion of E.L.
Chiasson, seconded by E.L. Jones, it was passed on second reading.
Mr. Castleberry recommended an Ordinance outlawing "pitcher
pumps" in the Town, and upon motion of E.L. Jones, seconded. by
Don Goodling this Ordinance was passedoon first reading. Upon el
motion of E.L. Jones, seconded by Don Goodling it was passed
on second reading.
After considerable discussion the application of George
W. Richmond for a Hauer license was approved. Upon motion
of Don Goodling, seconded by E.L. Chiasson the following
Resolution was passed:
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH, FLORIDA: That,
WHEREAS The Town Council on September 7, 1943 passed a
Resolution to issue only two retail liquor licenses in the
Town of Atlantic Beach, one of which is to bo for the Hotel
Reservation,
AND WHEREAS, the Town Council has received an application
from Mr. Geo. W. Richmond located on Atlantic Blvd. west of
Mayport Road,
BE IT THEREFORE RESOLVED that Mr. Gee. W. Richmond be
givena liquor licence to mmaxatta retail liquor.
Upon motion of E. L. Chiasson, seconded by E.L. Jones, the
Town Clerk was instructed to notify in writing, in line with
provisions of Ordinance #71 , Mrs. Lula C. Williford regarding
condition os septic tank on South 1/2 of Lot 1 , Block 11,
Atlantic Beach.
Upon motion of E.L. Chiasson , seconded by Don Goodling
the following Resolution was adopted:
WHEREAS, The Heckscher Drive on the North side of the St.
Johns River in Duval County , Florida, has been freed from
toll and is now open to the general public , and
WHEREAS, Fort George Island has been secured as Public
Lands and there is a possibility that passage may be opened
from the said Fort George Island to Fornandine , Florida, and
WHEREAS , it would be a great asset to the State of Florida,
Duval County, Florida, and the Jacksonville Beaches Communities
to have a crossing of the St. Johns River at or near Mayport,
Florida,
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL
OF THE TOWN OF ATLANTIC BEACH, FLORIDA,
That the said Town strongly advocate the establishment of
a vehicular ferry :affording passage over the said St. Johns
River for connection with thoroughfares on the South side of
the river at , or near Mayport , FlIrida, to the Heckscher Drive
on the North side of the said St. Johns River.
A letter was read from the Beaches Health Council express-
ing appreciation to the Council for their continuance of paying
for the phone service at the Health Center.
Mr. Frazier' s written report was sent to the Councilmen in
advance of the meeting and has been filed.
Mr. Harcourt Bull suggested that a general survey be made
in the Town , having permanent corner posts placed on the Blocks.
Mr. Frazier was instructed to contact a surveyer and report
approximate cost et the next meeting.
Mr. George Bull gave a detailed report of n conference he
had had with an Explosive Engineer relative to drainage . The matter
was referred to the Public Worrks Committee whp are to meet with
Messrs. Bull end work out some definite proposition to present
41/ to Council; and something definite to have for discussion with County.
Upon motion of Don Goodling, the meeting adjourned.
