TOWN HALL, AUGUST 20th, 1946 AT $ P.M.
The meeting was called to order by the temporary President Beale
Travis with the following members present :
Beale Travis , President
Norman A. Minchew
W. E. Williams , Jr.
Will D. Merritt
Harcourt Bull , Jr. , Councilmen
and
G. L. Rosborough , Mayor
Frank Thompson, Attorney
C . R. Frazier, Town Supervisor
Adele S . Grage, Town Clerk
The minutes of the meeting of the newly elected Council held on
Tuesday evening, August 13th, at 9:45 were read and approved.
The first matter of business was the election of Officers.
Upon motion of W. E. Williams Jr. , seconded by N. A. Minchew,
Will D. Merritt was nominated as President . Upon motion of
Harcourt Bull Jr. , seconded by Will D. Merritt , Beale Travis was
nominated as President .
The Mayor took the chair and a ballot vote was called for with
following results : Travis , 3; Merritt , 2. The Mayot declared
majority vote for Travis , and Mr. Travis took the President 's
chair.
Upon motion of Will D. Merritt , seconded by N. A. Minchew,
W. E. Williams Jr. was nominated Vice President and upon motion
of W . E. Williams Jr. , seconded by Harcourt Bull Jr. , N. A.
Minchew was nominated as Vice President . Mr. Williams requested
that his name be withdrawn as he felt someone who was on the
Beach all the time should hold this office. Iir. Merritt with-
drew his nornination,and the Town Clerk cast a unaminous ballot
for N. A. Minchew as Vice President .
Upon mttion of N. A. Minchew, seconded by Harcourt Bull Jr. ,
C . R. Frazier was approved as Town Supervisor, Building Inspector,
and Health Officer. The Town Clerk cast unaminous ballot for
C . R. Frazier.
Upon motion of N. A. Minchew, seconded by Will D. Merritt , Adele
S . Grage was retained as Town Clerk and Tax Collector. The
Town Clerk cast a unaminous ballot for Adele S. Grage.
Mr. Rosborough recommended that J. L. Russell remain as Town
Marshall. Upon motion of W. E. Williams Jr. , seconded by N. A.
Minchew this recommendation was approved, and the Town Clerk
cast unaminous ballot for Mr. Russell as Town Marshall.
Mr. Rosborough introduced F. P. Ganzel to the Council and
recommended that he be elected to serve as municipal judge.
Upon motion of Will D. Merritt , seconded by W. E. Williams Jr.
this recommendation was accepted.
Mr LeRoy Johnson, Maintenance Man for City of Jacksonville, was
recommendated by_ the Mayor as Deputy Marshall and upon motion
of Harcourt Bull Jr. , seconded by N. A. Minchew, Mr. Johnson was
so appointed.
Upon motion of Harcourt Bull Jr. , seconded by W. E. Williams Jr. ,
411 Frank Thompson was retained as Town Attorney.
A motion was made by Harcourt Bull Jr. , seconded by Will D. Merritt
for the appointment of J. Alvin Register as Tax Assessor, subject
to his acceptance and was carried. Mr. Rosborough was asked to
contact Mr. Register and should he refuse , the Mayor was asked to
notify the Finance and Taxation Committee.
Upon motion of W. E. Williams Jr. , seconded by N. A. Ninchew,
Fred Allen was renamed as Treasurer.
The President named the following Committees :

N. A. Minchew, Chairman; W. E. Williams Jr. and Beale Travis
Mr. Frazier outlined history of negotiations for the Hotel Reser-
vation Road to date . Mr. Frank Thompson advised that the Dedic-
ation had not been completed, but was still in process of hand-
ling. Harcourt Bull Jr. moved that no action be taken by the
Town Council to accept the Hotel Reservation Road Dedication as
tendered , in fact that we take active steps a ;ainst acceptance
and that the conditional Resolution (previously adopted) be
withdrawn by the Attorney.- This motion was seconded by N. A.
Minchew and after discussion, the motion was carried. The matter
was referred to the Public Works Committee who are to make
recommendation to Council on the Hotel Reservation Road.
It was unanimously agreed that the roping of the Beach be discon-
tinued after Labor Day.
It was pointed out that Harcourt Bull Jr. and N. A. Minchew, now
being on the Council, were not qualified to serve on the Board of
Appraisors for miscellanous streets. It was stated that the
reason the Board had not functioned to date was because of the
difficulty in securing figures and estimates on types of paving
materials. Harcourt Bull Jr. suggested S . S . Jacobs and N. A.
Minchew presented name of George Bull for appointment in their
place , with George Bull as chairman. The committee now stands
George Bull, Chairman ; S . S . Jacobs and Mrs . June Wright .
Mr. Bull advised there is not much time to work on Budget .
Mr. Frazier stated that some figures for preliminary study have
been prepared and are ready for use of Finance and Taxation
Committee.
The status of the Sewerage to date was outlined by Mr. Bull. It
was suggested by Mr. Travis that a letter be sent to property
owners asking whether or not they want the sewerage and Mr. Bull
suggested that it also state that failure to answer neans consent .
However, no action was taken on this. It was the opinion of the
Attorney, Mr. Thompson, that once the benefits, etc. were estab-
lished that there would be no trouble in making assessments against
the property. The Sewerage program was referred to the Public
Works Committee for recommendations.
Mr. Bull brought up the question of the waterworks. Mr. Travis
will talk to Mr. Adams on this. There was considerable discussion
on this subject and it was brought out that we should get some
very definite information on size and location of mains , certified
account of Waterworks books , in fact we should know exactly what
we are getting.

On the matter of Drainage , Mr. Bull referred to his letter of
July 8th relative to Mr. Richheimer$'s report . The Town Clerk
was requested to make copies of Mr. Bull's letter for each member
of Council, Drainage was referred to the Public Works Committee
for recommendations.
Mr. Minchew brought out the bad condition of Atlantic Blvd. from
the hump ( just East of East Coast Drive ) to the runway. It was
suggested that the Public Works Committee contact same Committee
of Neptune Beach Council and see if they can get the County to
repave that strip of Atlantic Blvd.
Mr. Bull brought to the attention of Council the question of the
fire truck at Neptune Beach. Mr. Travis gave story of past
arrangements with Vol. Fire Dept . Mr. Bull suggested that the
Town of Atlantic Beach underwrite and guarantee a pro-rata portion
of amount deficient and also pay our part of cost of future oper-
ations ; and that same be known as Neptune-Atlantic Vol. Fire Dept . ,
in fact some definite arrangement should be made. However, Mr.
Jarboe ,who was present , did not agree with this idea. The matter
was referred to Public Safety Committee to take up with Neptune
and see what can be worked out .
Mr. Frazier advised he has material ready for county to put in
manhole for drainage at corner. They promised to be down the
21st. He also advised that he was making an extension from
Saltair well to Atlantic Blvd.
Mr. Jarboe said he has poles for lights at Atlantic Blvd. runway
and will set up if we can get Mr. Johnson to see about the elect-
ric ' connections. Mr. Frazier advised we would co-operate anyway
possible and felt sure Mr. Johnson would do all he could.

** It was brought out in the discussion that the County will
not participate in the paving of this road as the County
does not construct any pavement on roads which do not have
a sufficient right-of-way. The right-of-way as covered by
this dedication is only 27 feet , and the County minimum is

Dear Mr. Frazier:
Confirming our conversation of August 15, this
is to advise that it will be impossible for Duval County
to participate in any of the Bonstruction work on that
portion of First Street in Atlantic Beach included be-
tween Seventh Street and Tenth Street . The reason for this
is that the County does not construct any pavement on
roads which do have a sufficient right-of-way, and the
30 feet right-of-way which you have on this particular
stretch of road is not adequate. May I suggest that
you present this matter to your Council and make a request
for an additional 20 feet which will barely be sufficient
for a pavement to be placed thereon.
Atlantic Beac , as well as all of the sea side resorts
in Duval County, is growing at a most rapid rate , traffic
is increasing by leaps and bounds and it is the duty of
public officials to keep reasonable pace with future traffic
needs of a community. Therefore it would be most unwise to
construct roads on rights-of-ways less than 50 feet and the
present ruling is that all new rights-of-way should be at
least 60 feet .
