MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN
COUNCIL HELD AT THE TOWN HALL ON MONDAY, DECEMBER 9TH,1946,

The regular matters of bhsiness were deferred until
after a conference with Mr.. Joe Williamson and Mr. Russell(Geo.S. )
of Russell and Axon, Engineers , who were present to discuss
the Sewerage program. Mr. Williamson revgl,twed the Sewerage
Project and presented a contract covering Sanitary Engineer-
ing Services , giving explanations and information requested.
The matter was thoroughly discussed, and upon motion of
Harcourt Bull, Jr. seconded by W.D. Merritt the contract was
accepted with terms as presented.i,
Upon motion of Mr. Minchew, seconded by Mr. Williams,
C .R. Frazier was authorized to sign all correspondence with
the government on the approved project .
Upon motion of Mr. Minc ew, seconded by Mr. Williams
the minutes of the regular RoIovember 12 , 1946 were approved.
Upon motion of Mr. Minchew, seconded by Mr. Williams
the minutes of the adjourned meeting of November 27th, 1946
were approved.
Mr. Minchew, chairman of the Public Safety Committee
reported on the Neptune Voluntary Fire Dept. Mr. Minfhew has
had another talk with Mr. Jarboe , and brings a recommenda-
tion from the Public Safety Committee that we donate ? 300.
towards the new fire equipment and that a charge of $60.
be paid for each fire call. The matter was discussed, as
well as the question of fire rates , and Mr. Travis and 4Ir.
Rosborough are going to see about getting a reduction in
fire rates for Atlantic Beach. Upon motion of Mr. Minchew,
seconded by Mr. Williams the recommendation of the Public
Safety Committee that we conate $100. to fire equipment
and $60. charge be paid on each fire call was accepted.
Mr. Penman appeared in behalf of the Jacksonville Beaches
Chamber of Commerce relative to advertising of the Beaches ,
requesting a donation. The matter wasrreferred to the Finance
and Taxation Committee.
Upon motion of Mr. Minchew, seconded by Mr. Merritt
an Ordinance ambmdiing Ordinance entitled "An Ordinance Fixing,
Imposing and Levying a Reasonable Garbage Collection fee , etc"
by changing sub-section B of Section 1 to show annual fees
as itl$.00 on private living units , $46.00 on Commercial "A" ,
and $33.25 on Commercial "B" units, was passed on third and
final reading.

Upon motion of Mr. Bull seconded by Mr. Merritt , approval
was given of work done by Mr. Durden in correcting the markers
• north of 10th St. and the Town Clerk was authorized to make
payment for same when the nap is submitted and approved.
The Town Clerk advised that the Seawall Funds had been
transferred as authorized.
Mr. Frazier reported as to answers he has received to

letters sent the Ocean Front property owners about concrete
steps , and suggested that a meeting of the Ocean front -owners
be called sometime in January to go over plans. He has re-
ceived many good suggestions in the letters. There was a
great deal of discussion on this subject of steps, and it
was de,cldedcd that we have several tentative plans and
sketches made up and have a meeting of the owners as suggested.
Relative to the 7th SI:reet Ramp, IMIr. Frazier suggested
that we geture broken-up concrete from the old army camp
site and pile it in, then cover over with a rich mixed-in
place material, then mop over. Upon motion of IIIA.. Williams
seconded by Mr. Minchew it was. turned over to Mr. Frazier
and he was authorized to preceed with the work .
Mr. Rosborough reported on the new Red Cross Life Saving
building and advised that ; 1010. had already been donated,
Mrs. E.F . McCullough giving $10150. with the underatanding
that it be credited to Atlantic Beach. The Finance and Tax-
ation Committee rece'ommended that the balance be secured by
public subscription and this was unanimously agreed upon.
There was some discussion on the Ordinance for 10%
Utility Tax but no action waa taken.
A letter wasrread from Mr. Geo. A. Pierce , Corm issioner
of Utilities, J cksonville assuring the Council that just as
soon as conditions improve and material can be secured the
Saltair Lights would be installed.
On the matter of Waterworks it was decided to have a
special meeting of Council on Monday night , December 16th
1946 at $ P.M. for consideration of this . 12-a.&.0 GC .fc .
It was advised by the Town Attorney that the Ordinance
amending the Zoning Ordinance to allow the Little Theatre in
the location named, will have to be published, and the Town
Supervisor was instructed to have same done .
Upon motiof of Mr. Bull, seconded by Mr. Williams the
following Resolution was adopted:
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH, DUVAL COUNTY , FLORIDA
THAT the Town Clerk be authorized to refund to the
office of Leonard W. Thomas, Clerk of Circuit Court ,
Duval County, Florida the sum of $5.63 overpayment in-
surplus on Receipt #1998-A as per letter of December 4,1946.
Upon mction of Mr. Merritt , sseconded by Mr. Bull, the
Treasurer's report was approved. The balances as of Dec-
ember 1st , 1946 were General Fund $5 ,211.$6; Seawall Fund
$5 ,737.92, plus $4500. in Jacksonville Federal Savings &
Loan Assn.
Upon motion of Mr. Williams , seconded by Mr. Merritt
membership in the Florida League of Municipalities was
approved and the Town Clerk was instructed to send the
$70. membership dues. -
Upon motion of Mr. Williams, seconded by I'-Ir, Minchew
the following bills were approved for payment:

Upon motion of Mr. Williams , seconded by yr.Merritt the
following Resolution was passed:
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA
THAT the taxes for 1938 and 1937 be omitted from
the Tax Roll on Lot:45 , Block 11•and Lot 26, Block 12
as a certificate that payment had been made was given
on these lots in error in 1943.
Upon motion of Mr. Merritt the meeting adjourned to
meet on Monday, December 16th, 1946 at $ P.M.
