COUNCIL HELD AT THE TOYN HALL AT 8 P. M. THURSDAY,
FEBRUARY 19, 1942.
The Clerk called the Boll and the following answered °resent :

Pursuant to the following call for a special meeting, the
President called the Council to order:
"To:

S. S. Jacobs, Councilmen , and
C. R. Frazier, Town Clerk.
You, and each of you are hereby notified of and respectfully
urged to be present at a special meeting of the Town Council
of the Town of Atlantic Beach, Duval County, Florida , to be
held at the Town Hall in said Town at 8 P. M. , Thursday, the
19th day of February , 1942 , for the purpose of:
( a) Considering all matters pertaining to defense and
particularly the consideration of an Ordinance passed
on First and Second Reading at the Peguler Monthly
meeting.
(b) Considering a uniform alarm system and all appropriations
that may become necessary in national defense.
( c) Take whatever action may he necessary et this time in
connection with the water works system of the Town.

All business was dispensed with except those mPtters
referred to .
A discussion was had in reference to funds to carry on de-
fense work through the Beaches Defense Council ; the situation
was explained regarding the lack of first aid materials and
the appPrent inability to obtain them through the powers that
be in Jacksonville.
The question of a centralized alarm system wes also
thoroughly discussed. pursuant to this discussion the follow-
ing Resolution, offered by Mr. Chiesson and seconded by Mr.
Cranford was unanimously Adopted:
That the Town immediately put at the disposal of the Defense
Council the sum of U00 to be used for the purphase of first
maid
material and surgical equipment; that this sum of money
be held in readiness to apply at once to such purpose , either
in whole or in part.
Mr. Chiasson moved that additional funds be pledged at this
time for application upon the purchase of such necessary equip-
ment and material as may not be furnished by the Federal
Government fund, subject to call if a majority of the
Council , including the Mayor , as a committee to control. such
disbursements, a majority of the Committee ruling and that it
will not be necessary for such matters to be acted upon before
either a Regular Meeting of the council or a special call
Meeting; that the Committee of the whole, by a majority may
act immediately without the authority of a regular
constituted meeting of the Council.
This motion was seconded by Mr. Cranford and unanimously
adopted.
The City Supervisor raised the question of the present
condition of the water works; the matter was thoroughly
discussed and particularly in reference to the dependability
of' mains, fire hydrants, et cetera , in case of an emergency.
It was the recommendation of the City Supervisor that caution
be used in determining the true condition of the water system.
Thereupon by unanimous consent, the City Supervisor was direct-
ed to communicate with Mr. Joe Nilliamson, Jr. , the Town ' s
Engineer for the water works project and secure his services
provided his agreement to render assistance upon an actual
expense basis still holds good.
There being no further business for consideration, the
meeting was adjourned.
