10-02-41 v MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH
TOYN COUNCIL , SITTING AS AN EQUALIZATION BOARD, HELD AT
THE TON HALL AT 8 P. M. OCTOBER 2nd , 1941 .

The time and place of this meeting having been
fixed in accordance with law and duly advertised by
three seoerate postings of a notice of same , which
notice was also given by four consecutive publications
in the Jacksonville Journal , the meeting was called to
order by the ~resident.
No complaints were submitted by personal a nearance.
Only one complaint was filed. This complaint was not
filed in accordance with the requirements of law , that is ,
with the Tax Assessor. Nevertheless, the complaint of
T. T. Phillips , owner of Lots 10, 11 , 14, 21 , 22, 23, 25 ,
27 , 28, 29, 43 , 42, 44, 45 , 46 and 47 , Atlantic Beach
Terrace, was given consideration. His clair of high
assessment was fully discussed. After due and full
consideration by unanimous action on the part of all
members of the council present , the request of Mr. Phillips
was denied.
At this ti, e, attention was called to the assessment
against the property of S. S. Jacobs , the assessment for
i orovement being placed by the Assessor at $6 ,000. This
assessment was discu-sed and u',on motion of Mr. Allen ,
seconded by Mr. Chiasson , the assessment for improvements
was reduced from $6 ,000 . to µ4500.
Thereupon Mr. Chiasson introduced an ordinance
entitled "AN ORDINANCE TO APPROVE AND ADOPT THE TAX
ASSESSMENT ROLL FOR THE YEAR 1941 , AND TO DETERMINE AND
FIX THR RATE OF TAXATION AND MAKE THE ANNUAL TAX LEVY
OF THE YEAR 1941" .
Mr. Jacobs moved that the milleage to be collected
for general purposes be fixed at 12 mills. This motion
was seconded by Yr. Allen and 12 mills was inserted into
the ordinance at the proper place. Upon motion of Mr.
Allen, seconded by Mr. Chiasson ,"one mill"was inserted
in the ordinance at the proper place for Sewall purposes.
Mr. Chiasson moved the passage of the above ordinance
on first reading. His motion was seconded by Mr. Allew
and the ordinance was passed on first reading.
Mr . Chiasson moved the assage of this ordinance on
third reading. The motion was seconded by Mr. Allen
and the ordinance passed on second reading.
Several other matters, more or less of a routine
nature , which included waterworks, the connecting link
through the Hotel Reservation between Ocean Boulevard
on the "outh and the same on the North .
There being no further business for consideration,
the meeting adjourned.
