12-09-41 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TONN COUNCIL HELD AT THE TONN HALL AT 8 P. M. DECEMBER 9, 1941. The Clerk called the roll and the following members answered present: Fred C. Allen E. L. Chiasson H. G. Isaacs S. S. Jacobs Town Attorney, C. C . Howell , Jr. The minutes of the regular monthly meeting, adjourned from November 11 , night to night, to November 18th, were read and upon motion of Mr. Chiasson, seconded by vr. ellen, were aoproved as read. Mr. Cranford submitted his usual monthly report, which upon motion of Mr. Jacobs, seconded by ur. Allen , was annroved and ordered filed. Upon motion of Yr. Allen, seconded by Mr. Jacobs, the following bills were anThroved and ordered 'paid: Atlantic National Bank ( Insurance) 41.53 Southern Bell Telephone Company 8.97 O . J. Oosterhoudt (Audit) 150.00 Clifford 'Jayne and Garrison Company 7.00 Mason Lumber and Supply Co. 1 .05 R. R. Rosborough and Brother, Inc. 10.00 P. E. gilkerson and Company 1 .60 Duval Motor Company 3.50 223.65 Upon motion of Mr. Chiasson, seconded by Mr. Allen, the Clerk was directed to nay 7aun Equipment Comoany X100."0 on the $400.00 balance due for the rower mower , and to advise the Zaun Equipment Company that this account would be taken care of et the rate of ¶ 100.00 a month until raid. The following resignation of Mr. J. C . Cutler was, upon motion of Mr. Allen, seconded by Mr. Chiasson, unanimously accepted: "I am in receipt of your letter dated November 13th and can appreciate the difficulties encountered in attemating to hold meetings without sufficient attendance to constitute a quorum. It has been apparent for some time my stay here would be indefinite and so as to relieve your situation, I herewith tender my resignation as a member of the Town Council of AtlanticBeech. "It is with considerable regret that I sever e most Pleasant and i.nterestinp relation with the affairs of the Town and the opportunity offered of becoming intimately acquainted with a group of men trying unselfishly to make the little community a better place in which to live than they found it. If at any time I can be of assistance , I shall be only too glad to be called on. "Nith kindest personal regards to ell of you and best wishes for anything the Town undertakes , I am very truly yours , J. C. Cutler" Upon motion of Mr. Allen, seconded by Mr . Chiasson, the following Resolution was adopted: RESOLUTION: WHEREAS Mr. J. C . Outler has served the Town of Atlantic Beach as President and Member of the Town Council for several years and has rendered to' the Town much valuable and unselfish service , and WHEREAS, Mr. Outler has been called into the service of our Great Government and will be absent from the Town of Atlantic Beach for the duration of the war , end ;VHEREAS, because of this fact Mr. Outlet has tendered his resignation as a member of the Town Council , NON THEREFORE BE IT RESOLVED by the Mayor and Town Council of the Town of- Atlantic tseach' that it hereby accepts Mr. Cutler ' s resignation with deep regret but with the feeling that his services are now more valuable , in the position which he holds , to all the neople of the United States and that to begrudge his separation from the Town would be unpatriotic and entirely selfish, nevertheless , his absence from the Council table , which he so diligently and conscientiously attended will be deeply felt , and BE IT FURTHER RESOLVED that on behalf of the remain- ing members of the Town's Official Family and the residents of this community, the remaining members of this body wish him the best of luck and pray that the time will soon come when a just peace , the accomplishment of which he is contributing, will return him to us for further service in his own community. A lengthy discussion was had relative tb e successor to Mr. Outler and it was decided that no anointment will be made at this time. The Clerk was directed to call a special meeting- to be held at the Town Hall at 7 P.M. Saturday , December 15,th for the specific purpose of receiving nominations and action upon such nominations for a successor to Yr . Cutler. The question of Yr. R. E. Sugg 's taxes and seawall assessments was• discussed and the Town Attorney advised that Mr. Sugg had called him over telephone and advised that he would deliver to the Town a considerable portion of' the amount due on the 10th and that he would. nay the balance within a short time. The Clerk was then directed to submit to the Council a statement , brought un-to-date , of all taxes end sea- wall assessments due op delinquent at the next regular Council Meeting. The President of the Council explained in detail in reference to the dedication of the U. S.O. Building at Jackson- ville Beach , advising that many dignitaries would be oresent, that it was the purpose of the Committee having all arrange- ments in charge to take care of the expenses in connection with this dedication in some other manner than at a cost to the U. S.O. , that a plan had been worked out whereby Ponte Vedra, Neptune and Atlantic Beaches would contribute f'40.O0 each and Jacksonville Beach would contribute -T125.00 or more if necessary and that the expenses in connection with this dedication would be taken care of in this manner. Thereupon, Mr. Jacobs moved, Mr. Allen seconded the motion, that the Clerk be instructed to draw a warrant in favor of Tom. Mason, Treasurer, C-. S.O . , in the sum of $40.00 as the amount to be contributed by the Town of Atlantic Beach.. The City Supervisor was authorized to install a twe- way telephone between the Town Hall and the Fire ''arden ' s station on top of the Atlantic Beach Hotel. The question of the renewal of the mortgage on the Town Hall was discussed and SFr. Isaacs, President of the Council , was asked to see Mr. T. T. Thillips of the Gulf Life Insurance Company and either secure a lower rate of interest or say to Mr. Phillips that the Town would pay the mortgage in full at this time. The following Pesolution was introduced by Mr. Jacobs, seconded by Mr. Chiasson and unanimously adopted: 411, WHEREAS, the building on Lot 6 , Block 17 is dangerous, unsightly and otherwise in such condition as to render It a menace to the health, safety and welfare of the community, NOW THEREFORE BE IT RESOLVED by the Town Council that it is the findings of the said Town Council of Atlantic Beach , Florida, that the said structure is dangerous and detrimental to the citizens of the said Town and that it involves an undue risk to the health, morals, convenience and safety of such citizens, and BE IT FUFTHHR RESOLVED that the said Town Council here- by directs the Town Clerk of the said Town of Atlantic Beach to notify the lawful owners, in writing, of the above named property that same must be removed within forty-five days from the date of said notice in writing. Mr. Jacobs , a member of the Facts-Finding Committee in reference to the situation concerning the water works in Atlantic Beach, made a report and emphasized the question raised by the City Supervisor regarding the ownership of all mains, fire 4110 hydrants, et cetera , in the streets. By unanimous consent this question was referred to the Town Attorney, who was requested to go into the matter thoroughly with the City Supervisor and report his findings to the Council. Mr. Jacobs made inquiry relative to the Zoning Ordinance , the activity of Town Officials with regard to prevention of sabotage and improper listing of addresses of telephone subscribers and all of these matters were explained. It was also Mr. Jacobs' suggestion that a plan should be followed by which East Coast Drive would be opened and widened through to 16th Street, if and when such a project may be undertaken. At this point Yr. Chiasson explained in detail relative to a visit from Mr. MacIntosh, Representing the Public ;'Forks Reserve . He stated that the matter had been turned over to the City Supervisor , that the City Supervisor had prepared a list of projects to be ' indluded in the report to be made to the Public Norks Reserve . It was the unanimous opinion of the Town Council that all nrojects that might possibly be considered et a later date be included in this report.
