Howell , Jr. were also present. ihe reading of the minutes of the regular month- ly meeting as well as the minutes of the special meeting held on rebruary 16 , 1939 , was postponed to the regular monthly meeting in March. -'rior to the meeting, there had been considerable informal discussion with mr. Alex tsrest, representing the Duval Engineering Company, relative to the btreet improve- ment Project and the possibility of doing further street improvement. : r. Uutler moved that the Town undertake addition- al street improvement on such streets as may be decided upon later; that the '!'own employ or secure the services of a fully competent engineer to prepare a project to be submitted to N.P.A. ; that the engineer be some man like nngus or of similar qualifications and that the Chair appoint a committee to make such arrangements and for the purpose of further conferring vith the Duval mngineering and Contract- ing Comnany to secure the proper set-up to conform to all necessary specifications. The motion was seconded by Mr. Rosborough and unanimously adopted. The Chair then designated the public ;forks Committee , f . t. bugg, Chairman, J . C . Uutler and E. L. Chiasson, with the understanding that they were to proceed with the arrangements for the employment of an Engineer, and to take the necessary preliminary steps to set in motion the preparation of a Froject to be submi tted to the Council as a whole at the earliest possible date. rr. Outler suggested that the wheels should be set in motion to call an election of the free-holders just as soon as possible for the purpose of approving a bond issue and to pass upon a plan of special assessments against abutting property owners for the project , end to include In the bond election such other bonds as may be determined upon at a later date. Considerable discussion was had as to the various matters that should be submitted at this time . it was determined that the issue for lnc'nerator and Uarbage should be submitted to a new vote. it was the general opinion that the electorate should be permitted to pass upon the municipal building matter either for the purpose of vacating the previous issue in whole or in part. The suggestion was concurred in by the whole member- ship and the Town Attorney was instructed to go as far as possible at this time in setting up the mechanism for such an election. The Town Attorney suggested that the previous bond issues should be vacated. Action on this matter was post- poned to a later date. 411 r. rosborough moved that the rublic .Forks Committee be vested with the power to employ an h;ngineer. Mr. trout seconded the motion which was unanimously adopted. she matter of a waterworks for the down was thor- oughly discussed. The chair proposed to secure figures on a water works, the plan to include figures from the Town of Neptune for the furnishing of water to be dis- tributed through the gown of Atlantic beach mains. The matter of a modified building for municipal purposes was discussed. The Mayor advanced suggestions as to office space , space for fire engines , garage space and possibly an engine room for future water works. The city Supervisor was asked about figures on street lights. He advised that he would have exact figures for the next meeting. Also he advised that the matter of information relative to insurance rates would be the subject of a full report at the next meeting. Mr. Nosborough was asked relative to plans for stop signs on arterial highways in the Town. The Mayor , who was on the Committee with mr. Posborough in refer- ence to this matter , was designated to prepare a report and recommendation in the matter. Discussion was had in reference to the outstand- ing indebtedness of the Town for materials on the • incinerator rroject. Mr. Rosborough moved that a letter acknowledging the indebtedness on the part of the Town be given to benks making inquiry on behalf of any creditor whose bill is thirty days or more past due; such a letter to agree to pay the indebtedness when funds are available , together with interest from date of creditor ' s note to the bank at 5% per annum. Mr. uutler seconded the motion which was unanimously adopted. There being no further business for consideration , upon motion , seconded, put and carried, the meeting adjourned.
