03-17-39 v MINUTES OF A SPECIAL MEETING OF THE ATLANTIC BEACH TONN
COUNCIL HELD AT THE TONN HALL AT 8 P. M. ON MARCH 17 , 1939.

The meeting was called to order by 4'. L. Chiasson,
t'resident, and the minates of the regular meeting of March
7 , 1939 were passed for reading at the next regular meet-
ing.
After discussion of a waterworks for the Town, Mr.
Outler made the following motion:
WHEREAS, under date of March 9, 1939, Col. Gilbert
A. Youngberg and Associates, consulting Engineer, Jackson-
ville , Florida , addressed. e letter to the 'Town of Atlantic
beach setting up a schedule of fees to be charged by the
said firm of Engineers to handle the affairs of the Town
in the construction of a water works , and wHEREAS,
Paragraph (a) of the said letter was in words and
figures as follows :
(a) Preparation of I.P.A.+ application, with
preliminary plans and estimates of costs covering materials
and labor required - f125.00.
Now, therefore , be it resolved by the mayor and
Town Council of the said 'Town that it d& and it hereby
does , obligate itself to pay to Gilbert AS. Youngberg and
Associates the sum of One Hundred and Twenty-five ( 1125. )
dollars , for services to be rendered in preparing the
preliminary plans and estimates of costs covering
materials and labor required to submit an application to
V.P.A. for the construction of a water works in the Town
covering a project to provide a circulating distribution
system and production plat for the area west of the Ocean
to and including Sherry Drive , within the Town limits.
Mr. Sugg seconded the motion , which was put and
parried.
The Chair explained the plans to remodel the
present Town Hall and to add a wing thereto , so as to pro-
vide additional office space, and space for a fire engine.
He read a letter from March and Saxelby, Architects,
dated March 13, 1939, setting fees to be charged by them
for preparing plahs , preliminary estimates of material
costs and an application to N.P.A. for contemplated work.
Thereupon Mr. Trout made the following motion:
BE IT RESOLVED BY THE MAYOR AND TONN COUNCIL OF THE
TONN OF ATLANTIC BEACH that the Town do, and it hereby does ,
obligate itself to pay to the firm of March and Saxelby,
Architects, the sum of One Hundred ( $100. ) dollars as their
fee for preparing the necessary preliminary plans, estimates
of material costs , etc . , and an application to N.P.A. to
complete said work.
1111 The Motion was seconded by Mr. Cutler, put and
carried.
The Clerk raised the question of the account of Shear-
man Concrete Pipe Company and stated that the Shearman
Concrete Pipe Company had agreed to carry the account instead

assigning it to the bank , at the same rate of interest
proposed in the agreement to assign the account to the
bank, namely 5% per annum. By Motion of Mr. Outler,
seconded by Mr. Trout, the Clerk was directed to advise
the Shearman Concrete Pipe Company that such an arrange-
ment is agreeable to the Town Council and that the
Council agrees to pay the said Sheerman Concrete Pipe
Company interest on t-e indebtedness at the rate of 5%
per annum.
There being no further business for consideration,
the meeting adjourned.
