The minutes of the Regular Meeting of
December 7th were read and approved as read.
Upon motion of Mr. ':shite , seconded by Mr.
Rosborough, put and carried, the following bills were approved
and authorized paid :

Mr. Osborne, Treasurer, submitted his usual
monthly report which was read, approved and ordered filed.
Mr. ,':-site moved, Mr. -1osborough seconded,
and motion was put which was passed by unanimous vote, that
Mr. James be paid `"'50.00 on his bill.
The Jerk read a letter from Mrs . Vickers ,
the Corresponding Secretary of the Atlantic Peach Garden Circle ,
asking the Council 's cooperation in the prevention of fires in
Atlantic Beach. Upon motion of Mr. 'Mite , seconded by Yr.
Howell , the letter was received as information and ordered
filed. The ; ity Supervisor was directed to Trite a letter of
acknowledgment to Mrs . Vickers and to say that the Council
will do all that it can to cooperate in the matter.
The Clerk read a letter from Chalmers D.
Borne in reference to the assessments on certain lots in Blocks
1 and 2. The letter was received as information and ordered
filed, it requiring no answer, inasmuch as the matter com-
plained of is already receiving attention.
The Council directed that a letter be
addressed to A. Rothman, advising him that in view of the
lapse of time and his failure to bring the matter up long
before this date , his claim for adjustments on account of
overpayments on taxes covering period 1926 to 1931, could
not be allowed.
Upon motion of Lir. White , seconded by
Mr. Rosborough, the Clerk was ordered to draw a warrant in
favor of C . C . Howell, Jr . , Town Attorney, for x`50.00, as
an advance to cover fees for filing a bill in Chancery for
foreclosure to collect certain delinquent taxes .
The Chair raised the question of encroach-
ments . The City Supervisor was called on for information as
to the replies received from property owners acknowledging
encroachments recently found by Mr. I . R. Wellington, Survey-
or. Mr. Frazier was directed to reply to William Rogers in
reference to his objection to signing, that " a careful sur-
vey has been made by a registered land surveyor and that it
is the Town Council 's findings that there is an encroachment
at Yr. Rogers ' property. Map showing this survey is on file
in this office and is open to inspection and that therefore
it is requested that Mr. Rogers sign the acknowledgment."
The matter of a general Bond issue to cover
the sponsor 's donation for the municipal building and auditor-
ium, for street improvements, beautification, building, a gar-
bage disposal plant, etc . was thoroughly discussed. The Attor-
ney not having made final corrections in the bill as originally
passed on first and second readings at the last regular meeting
of the -Council, amending the original bill to cover all matters,
the final and third reading of the bill was delayed to a later
date. Mr. Howell advised that he would have all amendments to
be submitted to the Council within the next five days , and that
such amendments could be made and the bill considered for
passage on third and final reading.
The Chair raised the question of proper garb
bage disposal. After discussion it was the unanimous opinion
of the Council that modern adequate facilities were badly
needed to safeguard the health of the community. Thereupon,
Mr. White moved, Mr. Rosborough seconded, and all members
concurred in the motion, that the City Supervisor be directed
to prepare at once plans , specifications and application to
P.A. for funds andlabor to build such a plant.
Mr. White discussed the seawall construc-
tion matter and suggested that the time is drawing near when a
final decision must bemade on all matters in connection there-
with and suggested that Mr. B . E. James be asked to come before
the Council at a very early date so that all matters can be
settled in tire to advise the property owners of what the Coun-
cil must do at this time in order that those who have not yet
paid their third installments may not be inconvenienced by
further delay, the delinquent date being February 1, 1938.
-y unanimous consent , the _ity Supervisor
was authorized to purchase plants and seeds for beautification
purposes up to '''10.00.
The matter of Earl Bryson 's request for
permission to operate a second-hand lumber yard in Atlantic
Beach was discussed and permission was unanimously denied on
the grounds that 1"It is in violation of the spirit , ' latent
and letter of the Zoning Ordinance . " Mr. brazier was directed
to so advise Mr. Fyson.
There being no further business for considera-
tion - the meeting adjourned.
