TUESDAY, APRIL 5th, 1938, AT 8 O'CLOCK, P. M. AT THE TOWN HALL.

The meeting was celled to order by Mr. C. C . Howell , acting
chairman in absence of Mr. Cutler.
The minutes of the Regular Meeting of March 1st, were
read and approvea as read.
Upon motion of Mr. Thompson, seconded by Mr. White , out and
carried, the following bills were approved and authorized paid.

Mr. M. V. Osborne, Treas. , submitted his usual monthly re-
port, which was received as information, and ordered filed.
Mrs. Chas. E. Dixon who was introduced as Safety Patrol
Mother of the Beach Grammar School , asked for financial aid to
send representatives of the Bouts Safety Patrol to Washington,
D. C. The request was taken under advisement to be further con-
sidered and Mrs. Dixon to be notified of final decision on or before
April 15th.
Mr. Thompson made a motion that the Town provide a fire plug
for Saltair, same to cost no more than 425.00. The motion was se-
condee by Mr. Rosborough, put and carried and the City Supervisor
was directed to have the fire plug installed.
The City Supervisor was called on to further explain the
• bill of Harley-Djvidson motorcycle uo. , and after additional dis-
cussion it eas decided to again tender the warrant returned by the
claimant , to them tendering it as a final settlement.
Uponmotion of Mr. White , seconded by Mr. Thompson, put and
carried , the Clerk wac ordered to pay B. E. James $50. on his bill
for services rendered.
Mr. C . C. Howell , Jr. , Town Atty. , discussed the matter of
validation of the Bonds recently voted by the freeholders. He expla-
ined the proceedure necessary to carry out the validation proceedings.
The matter of encroachments was thoroughly discussed. The ToNn
Attorney reports that he is preparing a legal decision as to the Town' s
rights and powers in this matter and that he will submit it at an
early date. Pending the Attorney's decision, further effort is be-
ing made to bring about an amicable correction on the part of the
most objectionable encroachments.
The Mayor told of a discussion with Hex Wilson, Area Supervis-
or for WPA. Mr. Smith indicated that there might be some danger in
further delay in authorization for projects already approved and the
assurance to WPA that the Town is ready to proceed. The matter was
thoroughly discussed. Some members expressed the opinion that they
would not care to obligate themselves to something that had a chance
of future embarassment. To obtain full information, the City Super-
visor was directed to write Col. .J. Y. Wilson, NPA head and inquire
of him as to the extent of the Town's obligation and expression of
opinion as to the likelihood for jeopardizing the 't'own's interests
by delaying further action until the Bond validation has been com-
pleted.
The Clerk read a resolution received from the South Jac'-c-
sonville Business Men's Association, relative to their request to
the County to place certain directional signs along the route to the
beaches. Upon motion of Mr. White, seconded by Mr. Thompson, the
Council concurred in the recommendation contained in the resolu-
tion.
Mr . Smith advisee that he had received a telegram from
Claude Pepper, U. S. Senator, to the effect that the President
had approved the Street improvement project, submitted on march
8th.
The Clerk read a letter from J. Q. Palmer, City Manager
of Jacksonville beach, asking that the Council of Atlantic leach,
appoint a Committee to confer with a committee from each of the
other beaches and the Telephone Company officials, relative to
telephone rates.
Thereupon a resolution by Mr. Rosborough, seconded by
Mr. White, providing for such a committee , was passed end the
President, Pro. Tem, appointed, U. L. Rosborough and U. C . Howell ,
Jr. , the Town Attorney on this Committee.
The Clerk read a letter from Mrs. J. C . Outler, President
of the Atlantic Beach Uarden circle , thanking the Council for its
co-operrtion in matter pertaining to Prbor Day activities at the
Fletcher High School and other work in conjunction with the Dar-
den circle.
The Clerk reau a letter and a resolution passed by the
Atlantic Beach Barden Circle , endorsing the Municipal building
and Auditorium.
The ?resident expressed appreciation for these communica-
tions.
The Clerk referred to three letters received from prop-
erty owners, A. A. Laughlin, Chalmers D. Horne , and Ueorge bull ,
in reference to the buildings by H. P . Dixon at the corner of 2nd
Street and East Coast Drive. The matter having been satisfactor-
ily adjusted, it eas not necessary for the Council to take further
action.
The mayor appointed C. R. r'razier, as registration officer
for the next two years. Upon motion of Mr. White , seconded by Mr.
Thompson, put and carried, the Council unanimously approved this
appointment. 411
The matter of traffic signs was discussed. The City Su-
pervisor was directed to secure prices for four swinging signs
to be erected on the Beach and submit the estimate to the next
meeting of the Council. .

The Ulerk called attention to the fact that R. E. Sugg, has not
paid occupational licenses for the current year. Thereupon, by con-
sent of all present, the Marshal was directe,_, to inform Mr. Sugg,
that the Council expects him to pay his license fees immediately
or suffer the consequences.
The matter of a special man to assist the marshal on days
when automobile racing is he'. i on Morth Atlantic Beach, was dis-
cussed. The City 7upervisor advised the Council that H. M. Doss , State
Drug Inspector, had volunteered his services when needed and the
City Supervisor was instructea to con er with Mr. Doss further,
relative to the matter and to submit his report to the Council .
There being no further business for consideration, upon
motion put, seconded and carried, the meeting adjourned.
