05-03-38 v REGULAT MEETING OF TO."1N COUNCIL OF ATLANTIC BEACH, HELD TUESDAY, MAY 3, 1938, AT EIGHT O'CLOCK, PM, AT THE TOWN HALL. PRESENT: - J. C . Cutler, C. C. Howell , ce6j741/ E. H. Thompson, Brooke G. 'Nhite , Jr. , Mayor Geo. H. Smith also was present. The meeting was called to order by Mr. J . C . Cutler, Pres- ioent. The minutes of the Regular Meeting of April 5th, were read and approved as read. Upon motion of mr. White , seconded by Mr. Thompson, out and carried, the following bills were approved and authorized paid. Clifford Payne & Garrison Co. , Town Hall & Fur. & Fixt ; 51.24 Shell Petroleum Corp. , Gas & Oil 19.64 The Texas Co. , Gas & Oil 3.70 Pascoe ' s Garage , Work on truck 2.25 H. &. W. B. Drew Co. , City Licenses & Blue prints 13.46 Mason Lumber Co. , File , paint, bolts etc 5.35 Home Utilities, Inc. , Hall light $1.42 Street " 1.50 2.92 C . C. Howell , Jr. , Town Atty. , Services. . .$350. Pay on a/c 150.00 $248.56 Mr. Osborne, Treas. , presented his usual financial report, which was received as information and requested filed. The Clerk read a letter from Mr. Frank D. Fant, rederal Aid Projects Committee , Re "Aiding the constituted authorities of the City , end County to secure a reasonable proportion of the federal funds which the Administration proposes to spend on Fed- eral Aid projects etc. After due discussion, this was requested filed as information. A discussion was had concerning, the alledged claim of Mandalay Corp. and Chalmers D. Horne , that they owned certain rights in the streets within property controlled by them and by unanimous consent, this matter was left in hands of the President of the Council and Mr. Howell to adjust. A discussion was had relative to Municipal bldg. Bonds, and the chairman of the Finance Committee , explained the action taken thereon, up to the present date. The urgent need for a fire plug in Salt lir was discussed and the City Supervisor was authorized to purchase same at a cost not to exceed $25.00. The Clerk called to the attention of the Council the fact that Mr. Robt. E. Sugg had not yet obtained his license for "Rooms" , although instructed so to do, he contending that the $6.00 charged should be only half that amount, as they are operated only three or four months, "the summer season" . Whereupon, a motion was made by Mr. Howell , seconded by Mr. Thompson, put and carried, that Mr. Sugg be advised that the reason this tax is put so low, is in considera- tion of that very point, furthermore , all others pay for full year and at the same rate , and there could be no exception made in his case. • A resolution 4as made by Mr. Howell , seconded by Mr. Thomp- son, put and carried, which resolution was as follows: - - R E S O LUT I O N - Whereas , the comingled and concerted growth of weeds, grasses and underbrush upon the following lots, in the Town of Atlantic Beach, 1la. , to wit: - Lots 16, 18 and 22, clock 6, Lots 1 and 3 in Block 10, and Lots 10 and 11 , Block 61 , amounts to and constitutes a nuisance endangering the general health, safety and welfare of the community at large. Now, therefore , be it resolved by the Town Council of At- lantic Beach, that it hereby declares the condition on said lots, a nuisance , endangering the general health, safety and welfare of the community at large, and recommends to the mayor , that he pro- ceed in the manner provided by law, to correct and abate said nuisance. The question of a recreational supervisor was brought up for discussion and after some controversy, was deferred tc the next meeting for action.
