08-11-38 v ADJOURNED MEETING OF TOWN CO :NCIL, HELD THURSDAY, AUGUST 11th, 1938, AT 8 O'CLOCK, P. M. , AT THE TOWN HALL, ATLANTIC BEACH, FI.OPIDA. PRESENT: - J. C . Cutler, G. L. Rosborough, E. L. Chiasson, Robert E. Sugg, Thomas W. Trout, ��• a d mayor Geo. H. Smith. The meeting was called to order by L'r. J. C . Cutler, Presi- dent, Pro. Tem. The Clerk read the minutes of the meeting of former, Council , sitting es a board to canvass , the results of the General Election held at 8-45 , P . M. Aug. 9th, 1938, which, upon motion of Yr. Rosbor- ough, seconded by Mr. Chiasson, ':ere approved as read. The Clerk read the minutes of the meeting of the New Council , held at 9 P. M. on August 9th, 1938, at the Town Hall , which, upon notion of Yr. Rosborough, seconded by Mr. Trout, were approved as read. Yr. Outler, after asking that he not be considered for the position, declared nominations in order for President of the Council. Mr. Sugg nominated E. L. Chiasson, the nomination as seconded by Mr. Trout, and by a unanimous vote , Mr. Chiasson was elected :resident of the Council for the ensuing year. Thereupon Yr. Chiasson took the chair. Mr. Trout nominated Mr. G. L . Rosborough to fill the position of vice-President of the Council. The nomination was seconded by Mr. Sugg, and by a unanimous vote Fr. Rosborough was elected. Upon motion of Yr. Sugg, seconded by Mr. Trout, it was ordered that all present Town employes remain in their present positions until the next regular meeting. Upon motion of J. C. Cutler , seconded by Mr. Fosborough, Mr. Sugg, was named Chairman of the Public Works Committee. Upon motion of Mr. Cutler, seconded by Mr. Rosborough, Mr. Trout was named Chairman of the Finance, Taxes and Budget Committee. Upon motion of Mr. Sugg, seconded by Mr. Trout, Mr. Cutler was named Chairman of the Laws and Rules Committee. Upon motion of ' r. Trout, seconded by mr. Outler, Mr. Rosborough was named Chairman of the Police Committee. By unanimous agreement the ?resident of the Council was named as a member of all of the above Committees. The additional members on each Committee named as follows: - Public ollows: -Public Works, Mr. Outler, Finance , Taxes and Budget, Er Outler, Laws and Rules Committee , Mr. Rosborough, Police Committee , Mr. Sugg. pursuant to a call by the Council for bids for material , machinery rental , etc. , as Sponsor' s Contribution on :VPA Project 411 No.465-35-1-146 , 7. P . M .3442, a :3 shown by the minutes of a meet- ing held July 28, 1938 , the time for filing such bids with the Town Clerk, having expired at 5 P. M. on August 11 , 1938, bids were opened. Only one bid was submitted, by the Duval Engineering end Construction Co. , Jacksonville , Fla. This bid was read to the Council by it' s President. Thereupon Yr. Rosborough moved that the bid of the said Duval Engineering and Construction Co. , for material, machinery, etc. , to be used as sponsor ' s contribution on the shove named ':IPA Project , be and the same is accepted. This motion was seconded by Mr. Cutler and unanimously adopted. The City Supervisor was authorized and directed to proceed with the Duval Engineering and Construction Co . , to complete the necessary contract. Upon motion, seconded and unanimously adopted, the regular monthly meeting date for the Council was set as the first Tuesday in each month. Mr. Cutler explained to the new chairman, his understanding of the duties of each. / Lr. Cutler placed the name of rr. E. P. Barwald in nomination for position of Tax Assessor. The matter was discussed, Mayor Smith inquiring as to what remuneration would be paid the Tax Assessor. Mr. Cutler explained that Mr. Barwald would perform the duties gratis, and Mr. Barwald, who was present, agreed. Thereupon Mr. Sugg, seconded Yr. Barwald' s nomination, and by a unanimous vote , he was elected as Tax assessor for the ensuing gave years. Upon motion of Mr. Cutler, seconded by Mr. Trout, the Public Works Committee was authorized and directed to secure a site for the proposed Garba-e Incinerator to be erected as a 'NPA Project. The Com- mittee was given full power to act to a conclusion. A sum not exceed- ing $275. was authorized for the purchase of this site. Various and sundry phases of the WPA project now under way, was explained and a general discussion was had. After an explanation by Mr. Cutler, a motion was made by Lr. Trout , seconded by Mr. Rosborough, put and carried, that the Public Works Committee be authorized and directed to purchase a new truc,h for use on the WPA Projects. L sum not to exceed $1029.00 was authorized to be expended. by consent of the Council , the President directed the City Supervisor to purchase materials for the construction of a body on the new truck. Mr. J. C. Cutler, introduced an Ordinance "Entitled -"AN ORDINANCE TO REGULATE THE OPERATION OF MECHANICAL MUSICAL INSTRUMENTS IN THE TO' NN OF ATLANTIC BEACH" , and moved it' s passage. Mr. Cutler' s motion was se- conded by Mr. Rosborough and by a unanimous vote , the Ordinance , was passed on first reading. Same was passed on second reading. The Proposed ordinance was then referred to the Laws and Rules Committee. There being no further business for consideration, the meeting adjourned. PRESIDENT. Attest: - krcunc erk.
