Gentlemen:
I am writing to lay before you P few ideas which
I feel will merit your consideration. Mr. Cutler and Mr.
Rosbbrough are , doubtless , familiar with the condition. :which
give risr to them, but the new members of the Council will wish
to be informed .
1 . T0Tr'N SUP'?FVISOP . This position is not specifically
authorized by the town charter or by ordinance , having
been created by common consent of the 1 =st Council.
I think you will agrae that the positioh is necessary
and should be continued . I therefore r'commend that:
The Council pass a suitable ordinance officio-lly
creating this position and clearly prescribing
its duties , responsibilities , and limits of authority;
or , if an ordinance will not suffice , that steps be
taken to suitably amend the town charter.
B. The present Town Zupervisor, Mr . C. r. Frazier, he
cont'.rued in th'.s position -t the same rate cf nay
a:: heretofore.
2. TO CL ]i,K. I recommend the retention of `,fi=-s J.
Candee in this position. I am sure you will agree ,
however, that for many ree -ons the Town Clerk should be
paid a reasonable fixed salary rather th-n a percentage
of the taxes collected, as in the past.
This change 'sill have to be made sooner or later and
might as well be made now. I have already broached the
subject to Miss Candee and she is , of course , willing to
abide by your decision. I assume that in fixing the
salary for this position that you will wish to consider :
k . Iverson yearly earningsof the clerk for th. nest
several years.

B. :such changes os ou may wish to make in the clerk ' s
duties by virtue of the permanent employment or
town supervisor.

3. TAX ASSESSOF . I feel th'-t this office shoulbe abolished
se a Paid position, believing that the chairmen of your
finance committee could adequately and efficiently handle
the job without remuneration provided he were furnished
with -ll necessary data by the town supervisor nd the
town clerk, aided if necessary by inexpensive clerical
help.
Having investigated the amount of tine and effort spent
on tax assessment work in the p-st, I am confident that
this assignment will not be too burdensome to the council -
man who undertakes it and that our tax roll can '^e more
carefully and equitably cerr_piled without reducing our total
assessment.
4. BUIL.DING IN$PE?CTOF . I recommend abolishing this nosition
and assigning the duties thereof to the town supervisor
without additional pay.
5. MUNICIPAL JUDGE . I do not think you could find a more
capable man for this, position than Mr. J. . Paid. I
feel sure , however, that in the ibterest of economy Judge
Feld mould consent to serveon a reasonable salary rather
than on a fee basis as at present. T believe the judge
should be paid a fixed sum far each court session actually
held, regardless of the number of cases tried.
6. TO?iN PTTOFNEY. I sh-. 11 be pleased to have the Council con-
sider the advisability of employing the town attorney on a
retainer rather than on a fee basis. I am informed that
this plan has worked out rather well in other towns large
and small.
Your very earnest study of these suggestions .rill certainly be
nnreciated and T am sure you will _find that -uite substantial
economies can be effected by their adoption.

The Chairman of the ?ublic °corks Committee was asked
for his monthly report. Mr. Sugg asked the City SuL rvisor to
make the report. The report hLd to do chiefly with the progress
being made on the street ithprovement. The City ,pervisor re-
ported that the work has progressed ra- idly , that the Sponsor's
credit '"or the first month Nas 01 ,356.58, with approximately
1800. outlay. He exol fined that the first month ' s actual ex-
pense - - ' de from materials and enuioment used in the actual
411 pavement would be far heavier than in future months , owing to
the necessity for ourchasi.nC drainage pipe , truck bodies , etc . ,
cnd th- t the credits woul-d he much greater hereaftmr in

proportion to the actual cash outlay .
Mr. Trout , Chairman of the Finance and 'u get
Committee stated that he would have a report to submit within
a neck and suggested that meeting be held on Tuesday,
September 13th.
Nr•. Outler, Chairmen of Law end Pules Committee ,
reported on the proposed Ordinance for the control of mechanical
musical instruments , which was passed by caption at the last
meeting on first and second reading. He reported that the Town
Pttorney had made en effort to contact the Town attorney for
Neptune in an effort to secure concerted action on the hart of
both Towns in this matter and that noting had been cccomplished .
in that direction. He asked that the Ordinance be referred
beck to the Committee for further consideration.
Mr. Fosborough reserved his recommendation for con-
sideration under the head of new business.
The matter of the purchase of a site for -n inciner-
tor, as authorized by the 1a:-t meeting of the Council from the
P . C . B. Corporation was raised. Mr. Chia,son •=-xpla i n 'd
that the Chairman of the "ublic Works Committee had asked that
this matter be handled by the President and the City Sup,rvisor.
Mr. Chiasson stated that it had been al--reed to our-
chase
chase e site 600 feet west of the 'Vest line of Lot 50, '?lock
14, on an ext=n ion of 11th Street , approximately 1 .33 acres
for P75. , it havi nr been agreed that this plot would be paid
for by tax credits over future years on nroperty in atlantic
Beach belonging to P . C . 5. S . Corporation. Thereupon, Ur.
Sutler made the following motion, which vas seconded by Mr.
" osbor•ough and unanimously passed:
RESOLUTION
"RESOLVED that the `I'owh C)uncil accept the proposition
of the r . C . Corporation to sell to the Town of
Atlantic Beach, a certain plot of ground on an exten-
sion of 11th Street , 600 feet west of the B . 't Line of
Sherry :.rive , as it now stands , aonroximating 1 1/3 411
acres , a deed for which has already been executed and
now in hand, and that s id property sha71 he naid for
by the Town by extending a tax credit over future
years to the F . C . 'R . S. Corporation in an -mount

equivalent to the sum ns id for the site , to-wit
0275 . , said indebtedness to be free of interest. "
uarcourt Cull , Jr. presented s deed executed by
Peter Jensen , for a portion of Lot 1 , Block 8 , to prouide for
further curve et 7th otre=t. Thereupon Yr. Cutler made the
following motion, which was seconded by G. L. Fosborough end
unanimously passed:

/HEFEAS, Peter Jenson has deeded to the Town of
Atlantic beach a portion of Lot 1 in Block 8 for
street nurooses , and
HEFEAS, the said Deter Jensen donated the said
ground w' th the follow'ng understanding, to wit:
(a) That should he replat lots 1 -nd 3 in Flock
8 so that there would be three Fifty foot lots by
100 feet in depth facing on East Coast Drive , that
the northerly lot under such a rdplat would be
slightly under the five thousand feet required '-y
the Zoning Ordinance to orovide lot area for a single
detached one-fam' ly house , and further the middle
lot under such a replst vould be slightly under the
required five thousan: feet, the said Jensen would
hn given a waiver on the t:Jo lots under such a re-
plat , which would , had not this donation been made ,
been within the pro isions of the Zoning Ordinance ,
(b) That the palms which mere necessary to be moved
he set back of the new property line and guaranteed
by the Town to live or he replaced with others should
they die ,

Mr. Trout nominated C. Frazier for the nosition of
Cityrvisor, Town Clerk, Tax Collector and Building Inspec-

Is to building inspection work, Mr . Trout explained
that the electrical inspections would be done by the electric-
ian for the Home Utilities Co. , under the supervision of Mr.
Frazier, at no cost to the Town, all fees reverting to the
Town in such instances .
Mr. rosborough seconded the nom' nati n and Mr.
Frazier vas unanimously appointed to the said positions.
Mr. Trout moved that Mi :s Candee be ap ,oi nted Teputy
Town Clerk at a salary of $50. par month, payable $25. on the
1st and 15th of each month respectively. Thereupon Miss

I extend my very best wishes for the accomplishment
of thn ideals and aims , which I know you have in mind for the
development of the Town and the best interests of it 's
citizens.
I also wish to herein express my admiration for the
fine Nork accomplished for the town by Mr . Frazier, City
Supervisor r nd the service rendered by Mr. ussell as Marshal
and my d=ep appreciation of their unfailing courtesy and
cep-operation at -11 ti- es .

position of City Treasurer for the ensuing two years. The
nominEtion was seconded by Mr . Cutler nd by unanimous vote

Mr. Cutler nomi noted. J. 1. Reid as Municipal Judge
) for the ensuing two years . Mr . Trout seconded the nomin-tion
end. Mr. reid was unanimously elected.
Mr. Outler nominated C . C . Howell , Tr. , s Town

sctiviti-s would be worked out by the Committee .

deposited to the account of the Town' s General Fund.
Mr. Chia�sson celled on Messrs. Chalmers D. Lorne ,
Joseph end Satchwell , officers of the Mendalay Coroor= tion,
rho were present.
Mr. Horne , .acting es spokesman, took un the me tter
of texes on Mendelay property and the m- tter of deeding the
utilities rights end fees in the streets in Mend-lay to the
Town. The ",Mandalay Corporation objectedto the proposal mens
by the previous Council to pey for the Street rights on the
same basis as settlement bed been made with other interests
in other sections end to the increase in taxes on their
property for the years 1936 and 1937 . Th- company now comes
pith a new pronositinn - thet is , tht the Mandaley Corpora-
tion would d= ed the street rights in Me.ndslay to the Town
provided the Council would make the payment therefor suffic-
ient to offset the difference in the increase in taxes over
1935 end upon the peyn-nt of the edditionel V13. elreedy
proposed.

They based their contention on the payment by the
Mendelay L,orp,orati.on for ell improvements in that section
es veli = the increase in taxes .
It was made entirely plain to these gentlemen tht
the tine end piece for en objection to the sesessment om the
property would have been before the Equalization which
met in regular session in both years, It was not considered
thet the claire by these gentlemen thet they had a greeter
amount to offer then sea the case in other instances :7here
the Town had purchased street rights was .justifiable .
Yr. Outler moved thet In view of the feet }hat 411

+nd the Mandalay Corporation herd felled, that such negoti-tions

be closed and that the mstter revert to its original status
on a tax basis with the omission of the street improvement
program contingent upon a deeding by the Mandalay C-r?oration
th- Street fees in the Mandalay area. "r. Foshorough seconded
the motion and it gra.- unanimously adopted.
Bids were opened for a new car to be used by the
Marshal and City Supervisor jointly .
Two bids havrg been received , namely, royal "rotors
on a Plymouth and Fuvel 'otors on a Ford. lifter discussion ,
it .las decided to out.chase a 85 cord and "r. Toshorough ,vas
authorized to negotiate deal 'with %uval 'rotors for the pur-
chase of a. car, and :v= s authorized to obligate the Town in a
.um not more than $475. after trPo1ng in the motorcycle es
first py yment.
Mr. Chiasson called :ttent i on to the matter of the
Town's liability on trucks hauling V. P. 1 . labor. ue explained
that Mr. F osborough had figured out policies to give the Town
Complete protection, and by common consent was authorized and
directed to complete such an arrangement -s would be in the
best interest of the Town.
Mr. Rosborough introduced the following; resolutIon,

miums on such policies as may be required to fully
protect the Town, and to provide payment therefor
to the Atlantic N-t ' onal Bank on a monthly basis;
BE IT FUETTHEF RESOLVED that the Town Clerk be , and
he hereby is empowered to execute the necessary notes
and contract with the said Bank covering such monthly
payments.

with pay on the basis of $25. for the tWo weeks.
