02-02-37 v REGULAR MEETING OF THE TOWN COUNCIL OF ATLANTIC BEACH HELD TUESDAY FEBRUARY 2nd, 1937, AT 8 O' CLOCK P. M. AT THE TOWN HALL:. Present : J. C. Outler C. C. Howell Brooke G. White, Jr. G. L. Rosborough E. H. Thompson Mayor Geo. H. Sr:ith, also was present. The meeting was called to order by ;:r. J. C. Outler, President. The Clerk read the minutes of the meeting of January 5th, which were approved as read. Upon motion of Mr. Rosborough, seconded by 11r. Ros- borough, put and carried, the following resolution be adopted: RESOLUTION A RESOLUTION ACCEPTING AS COMPLETED THE PROJECT OF THE TOWN OF ATLANTIC BEACH SEA WALL, DESIGNATED AS PUBLIC WORKS ADMINISTRATION DOCKET NO. 962, AND DECLARING CERTAIN FINDINGS WITH REFERENCE TO THE SPECIAL ASSESSLENT THEREFOR. BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF ATLANTIC BEACH, FLORIDA: SECTION 1. THAT, the project of the Town of Atlantic Beach Seawall, designated as Public Works Administration Docket No. 962, having been erected, built, and constructed in com- plete accordance with all plans, drawings and specifications, and/or all duly authorized deviations, substitutions, alterations and/or additions thereto, the Council of the said Town of "tlantic Beach hereby accepts as fully and satisfactorily finished and completed, the said project. SECTION 2. THAT, the portion of the cost thereof charge- 411 able to the special assessments being, to-wit, $124,500.00, and the principal amount of bonds now held by the Government being, to-wit, $150,000.00, the said Council of the said Town hereby declares and finds that the said portion of the cost thereof chargeable to the special assessr ent is not less than 83% of the principal amount of Bonds now held by the Government . SECTION 3. THAT no reduction of assessments shall be Page 2 • made except for such assessments, if any, as may have been levied over and above said 83% of said Bonds. Cutler President, Town Council A motion was made by Er. Thompson, seconded by hr. Ros- bor•ough, put and carried, that the bill of Quinn R. Barton, Inc. , which has been under controvert' for sometime , be authorized paid, they having agreed to reduce the bill from $87.76 to $78.60, and having advised that this reduction is te very best that they can offer. The bill of Er. Harvey Mabry, former Town httorney, hav- ing come up for consideration, the Chair referred this matter to Mr. C. C. Howell, Sr. for further investigation and future report. A motion was made by hr. Howell, seconded by Mr. Rosbor- ough, put and. carried, that an ordinance providing for the payment by property owners of Attorney' s Fees for collecting without suit, unpaid taxes or assessments, was passed again on Third Reading, with full quorum present. A motion was put, seconded and carried, that Mayor Smith be thanked, and commended, for the fine work he has done in prepar- ing the corect numbering for houses, which work is now completed and on record. Mr. Thompson made a motion, seconded by Mir. Rosborough, put and carried, that Lir. Thompson ,of the Public Works Committee:, be allowed a sum, not to exceed µ25.O0, for cement to be used in repairing streets. A motion was made by Mr. Rosborough, seconded by Mr. Mite,, put and carried that the salary of the harshal for the month of February, be $115.00, the amount of said salary to be designated from month to month. A motion was made by Mr. Ilowell,' seconded by I1r. White, put and carried that an Ordinance, changing the names of divers streets in the corporate Limits of the Town of atlantic Beach, Florida, be passed. on its first reading. A motion was made by Mr. Howell, seconded by Er. White, put and carried that an Ordiance, changing the names of divers streets in the corporate limits of the town of atla-:tic Beach, Florida, be passed on its second, : reading. A motion was made by Mr. Rosborough, seconded. by Yr. V;hite, put and carried, that a certificate, the form of which is given below,-specific name,: to be inserted in the blank space, shall be used in foreclosure proceedings, as stated in said certificate; We, the Town Council of Atlantic Beach, hereby direct and authorize E. J. Candee, Town Clerk of the said Town, to deliver to C. C. Howell, Jr. , Town attorney, in and for the said Town, copies from the assessment rolls thereof of assessments on the property of to be used in foreclosure proceedings thereon, as by the statutes in such cases is made and provided. A motion was made by hr. Rosborough, seconded by Mr. Thomp- son, put and carried, that a bill of the Town' s Attorney, Mr. 110 C. C. I.ad.ison be appointed building, plumbing and electrical inspector , owing to his being available for service at all times, same to take effect immediately. Mr. I\!. V. Osborne, Treasurer, made his usual financial report, with certified copies of bank balances in different accounts, which were ordered filed for record.
