DAY, APRIL 6TH, 1937, AT EIGHT O' CLOCK, P. M. AT TOWN HALL.

The meeting was called to order by Mr. J. C. Out-
ler, President.
The Clerk read the minutes of the meeting of March
8th, which were approved as read.
Upon motion of Mr. Howell, seconded by Mr. Thompson,
put and carried the following bills were approved and authorized
paid.

Mr. Howell, Chairman of the Laws & Rules Committee, reported
that he had not yet been able to go into the possibility of o- -
taining redief from the Federal Government on the seawall, to the
extent he desired and that he would do so and make full report
at the next meeting.
A motion was made by Mr. Rosborough, seconded by Mr.
White, put and carried, that Max Foster be employed to change
lettering on several sign posts, said work to be under super-
vision of Mr. C. R. Frazier, and that Clerk be authorized to
draw warrant for said lettering, when bill for same is present-
ed, provided it is okehed by Mr. Frazier.
The Clerk read a letter from Gen. Sumter L. Lowry, Jr. ,
dated Mar. 31, 1937, Re taxes on old Fla. East Coast Ry. Right of
Way, now a sub-division known as Atlantic Beach, Terrace, hich
matter was referred to Chairman of Laws and Rules Committee for
investigation and report.
Upon motion of Mr. White, seconded by 1Jlr. Thompson, put and
• carried, it eas voted to appropriate the spending of $50.00, tow-
ards the completion of the tennis courts, if and when the Garden
Circle turn over certain money which they have to devote to this
same project, and that it' s completion shall be under the super-
vision of Bldg. Inspector.
A request From Mr. Robt. R. Milan, dated April 22, 1937,for
the opening of 16th St. from Beach Ave. to Ocean, having been
received and same having been investigated and approximate cost
having been estimated as 050.00, a motion was made by Mr. Howell,
seconded by Mr. Rosborough, put and carried, that the Clerk be
instructed to write Mr. Milan, that though the Council would very
much like to accommodate him, yet, after obtaining an estimate on the
cost of such operation, find that the financial status of the Town,
will not enable them so to do, at the present time.
Mr. White made a motion seconded by Mr. Rosborough, put
and carried that a position of City Supervisor be created,
said position to embrace overseeing all city business.
Mr. White then nominated Mr. C. R. Frazier, for City Super-
visor, which nomination was seconded by Mr. Howell, put and car-
ried, whereupon the name of Mr. Frazier, being put up for appoint-
ment, the same was voted on and he was unanimously chosen as such
Supervisor, his duties to begin immediately and his salary to re-
main as at present, at $100.00 per month.
A motion was made by Mr. Rosborough, seconded by Mr. White,
put and carried that the salary of the marshal for the month of
April, be $115.00 the amount of said salary to be designated
from month to month.
A motion was made by Mr. Rosborough, seconded by Mr. Thom -
son, put and carried, that an ordinance regula ing the use of Aero-
planes and Heavier than Air Crafts, Within and Above the Corpor-
ate Limits of the Town of Atlantic Beach, Fla. and Prescribing
Certain Penalties for the Violation Thereof, be passed on'it' s
third and final reading.
A motion was made by Mr. White, seconded by Mr. Thompson,
put and carried, that an Ordinance as amended, Regulating the
Driving of Motor Vehicles Within the Corporate Limits of the
Town of Atlantic Beach, Fla. and Prescribing Certain Penalties
for the Violation Thereof, be passed on it' s third and final read-
ing.
A motion was made by Mr. White, seconded by Mr. Rosborough,
put and carried that Lige Oliphant, be hired, beginning April 1st,
at pay of $40.00 per month, to act as assistant on the garbage
truck and other town work, his employment to continue for such
time as in opinion of Council is deemed necessary.
A motion was made by Mr. Rosborough, seconded by Mr. White,
put and carried, that Clerk be authorized to draw warrant for
;4.50 in favor of Beach Bus Line, for book of tickets to be
used by Mr. Frazier, for trips back and forth to Jacksonville,
in interest of Town, Re Tax and other matters in connection
with Town' s interests .
Mr. Osborne submitted his usual treasurer' s reports, Ad
Valorem Int. c/c. Special Assessment a/c and Regular a/c, all
certified. The two first were ordered filed for record and the
Regular a/c is in words and figures as follows:-
