05-10-37 v SPECIAL MEETING OF THE TOWN COUNCIL OF ATLANTIC BEACH
HELD MAY TENTH (10) 1937, AT 4, P.M.
The following members were present:-
J. C. Outler, President,
Brooke G. White, Jr. ,
G. L. Rosborough.
Mayor Geo. H. Smith also was present.
The Laws and Rules Committee was represented by Mr.
C. C. Howell, Jr. , Town Attorney.
The meeting was called to order by Mr. J. C. Cutler,
President.
Upon motion of Mr. Brooke G. White, Jr. , seconded by
Mr. G. L. Rosborough, an Ordinance Providing for the creation
and maintenance of Safety Bathing and Recreation Zones along
and upon the Ocean Front in the Corporate limits of the Town
of Atlantic Beach, and Providing Certain penalties for it' s
violation, eas passed on it' s first reading.
Upon motion of Mr. Brooke G. White, Jr. , seconded by
Mr. G. L. Rosborough put and carried, the above Ordinance was
passed on its second reading.
Upon motion of Mr. Rosborough, seconded by Mr. White,
put and carried, an Ordinance providing for the inocculation a
and licensing of dogs running at large within the corporate
limits of the Town of Atlantic Beach, Florida and prescribing
certain penalties for the violation thereof, was passed on
first reading.
Upon motion of Mr. Rosborough, seconded by Mr. White,
put and carried, the above Ordinance was passed on its second
reading.
Upon motion of Mr. Rosborough, seconded by Mr. Brooke
G. White, Jr. , An Ordinance prohibiting the construction Rnd
maintenance of Private Wells within the corporate limits of the
Town of Atlantic Beach, Florida, and prescribing certain pen-
alties for the violation thereof, was passed on first reading.
Upon motion of Mr. Rosborough, seconded by Mr. Brooke
G. White, Jr. , put and carried, the above ordinance was pas-
sed on its second reading.
Upon motion of Mr. Rosborough, seconded by Mr. White,
put and carried, a resolution designating C. R. Frazier, City
Supervisor, custodian of the Town Hall, directing him to keep
a register requiring permits for the use thereof, restricting
the use thereof to strictly civic, religious and educational ac-
tivities to which the general public is invited and is equally
welcome, all permits to be granted upon approval of the Mayor,
was unanimously passed.
After careful consideration of a recent request of
Mrs. Welsh for the use of the Town Hall for a Bible Class
during the day, it eas decided that in view of the work of
the office of the Clerk, requiring use of the Town Hall
constantly and urgently during the coming several weeks,
• permission could not be granted, the president of the Council
being delegated to so inform Mrs. Welsh.
A discussion was had concerning extra police Force
during the summer months and it was decided that an extra
motorcycle officer be employed, Mr. Rosborough to make final
arrangements for such an officer.
The matter of granting a Franchise to the Home Utilities Co. ,
to serve the Beach with electricity and water was brought before the
Council and after a thorough consideration of the proposed franchise
submitted by Mr. W. H. Adams, Sr. , was referred back to the Laws and
Rules Committee and the Public Works Committee, with request that
they call a meeting of both interested parties to further consider
the matter.
The matter of purchase of a new garbage truck was considered,
a bid having been submitted by the Downtown Cheverolet Co. , and it
was decided to ask bids from the Ford Dealers and the International
Dealers. Mr Rosborough was instructed to get these: bids in for
consideration at once.
Upon motion of Mr. White, seconded by Mr. Rosborough, an Or-
dinance Providing for the Collection of License Fees and Fixing the
Amount of Such License Fees to be paid to the Town of Atlantic Beach
was passed on it' s first reading.
Upon motion of Mr. White, seconded by Mr. Rosborough, the
above named ordinance was passed on it' s second reading.
The matter of a community Center was casually discussed but
on account of lack of time eas postponed to the next calledmeeting.
The matter of sidewalks was likewise postponed.
There being no further business for consideration, upon
motion, put, seconded and carried, the meeting adjourned.
